Responding to questions on the challenges ahead he underlined that Congress always believes that 'the best is yet to be'.Before declaring Pranab's name Congress had made sure for securing much more than the magic number (5,49,442 votes). Whispers in the corridors of power suggest that after demonstrating its robust political management Congress claims and aims at ensuring two things. First- Dr.Kalam, would abstain as he would not fight to lose. Secondly, after the Left had extended its greetings to Pranab (the son of the soil) Ms. Mamata Banerjee was left with none.While, quoting 'the best is yet to be' Dwivedi seemed to firm on Ms. Mamata's come back on the issue. To the best of its calculations Congress knew Ms.Mamata's compulsions of staying ahead of the Left on discouraging reforms and staying secular. And Ms.Mamata knows it well that in case she joins hands with BJP (NDA fold) Left would start giving her big dents on her credentials.While the speculations and interpretations were there in the air in the corridors of power and politics it became mush apparent that as to why Janardan Dwivedi was so firm on saying that Congress always believes in 'the best is yet to be'.

A political-plot; planned sharply at the very outset of Mission Gujarat 2012?

PSO can't be called Steno

It is derogatory connotation to call a PSO as a steno. Yes, Ajay Sharma had initially joined as personal assistant but in his career of 31 years, he has got five promotions. It is like calling a Secretary to GoI as probationer [as he had joined as probationer].Even in the past, people like Zile Singh, Ashok Kumar had joined as stenographers but were appointed as Ambassadors. One Ramesh Chander joined as Lower Division Clerk [LDC] but was appointed Consul General in Edinburgh and then Ambassador in Belarus. Then what is the fuss? The present hue and cry is actually internal turf between secretariat staff and stenographer, which their akas are also enjoying.

Now you need political God Father

Apropos to Baleshwar Rai's comments on P K Tripathy as an extremely competent, honest and mature officer and thus best suited for the post of Election Commissioner. These qualities make him unfit for the post. As it is, no such officer can aspire to the post unless he has a political God father no matter what his integrity and competence is .

Reasons for keeping employees in very sensitive post for more than 15 years

The applicant filed a Right to Information (RTI) application with the West Central Railway, Jabalpur seeking information about the prescribed tenure of employees in non-sensitive, sensitive, and very sensitive posts. He also wanted to know the reason for allowing certain employees to remain in very sensitive post for more than 15 years, claiming that it was against the policy of the public authority. The PIO, Jabalpur furnished information, pertaining to his office and transferred the application to the PIO, Kota. The PIO, Kota provided a copy of policy dealing with the sensitive posts. The appellant filed the second appeal before the Central Information Commission (CIC) complaining that information related reason for allowing certain employees to remain in very sensitive post for more than 15 years has not been given to him. The Commission directed the PIO, Kota to provide the reasons (for allowing certain employees to remain in very sensitive posts for more than 15 years), as available on record in the form of file noting, correspondences etc. to the appellant.

Comments

Transfer and posting are administrative decisions which remain a contentious issue amongst the government servant. There is a prescribed tenure for employees in non-sensitive and sensitive posts and the public authority is required to pro-actively disclose the reasons for any deviations as per section 4 of the RTI Act without the need for anyone to file a RTI application for it.
