It's ridiculous!

While the policies of the Government are made without taking into account the ground realities and without any forward looking vision, the offices meant for ensuring effective implementation are doing nothing so that midcourse corrections could be taken at the decision-making levels. Since Independence, the Government has been establishing offices without any basic necessity. There are offices of Central Government monitoring a Central-State sponsored programme and again, the Centre reimburses the expenditure of the State Government. Doesn't this sound ridiculous? Both the Offices do the same job, i.e. collecting and disseminating data. In other words, these offices have been reduced to sub-regional Post offices. Austerity Measures don't mean travelling by ordinary class or banning new recruitment. A careful Analysis should be done to open new revenue-earning offices and shutting down offices.

Don't keep them in the same list

In case the ACRs of NFSG scale of CMOs are not upto the level of bench mark and they were denied the promotion in the grade and same is now being treated for inclusion in the list and are kept at par, it is suggested that those who do not complete bench mark should not in any way be kept in the same list and at par with others and this spoils the process of democratic practices of putting the seniority lists.

Can the reasons for suspension be sought under RTI?

The appellant filed an application under the Right to Information (RTI) Act raising some questions about the validity of the bank's action in suspending him from service while not suspending another officer. The Public Information Officer (PIO) replied that the queries did not amount to information. The Central Information Commission (CIC) noted that the appellant wanted to know the reasons for placing him under suspension and not some other officer. Holding that these
reasons can be easily found in the relevant file noting, the Commission directed the PIO to provide the photocopies of all file noting and other correspondence, relating to the decision of the competent authority for suspending him from service. The Commission also asked the PIO to provide him with the copies of the relevant file noting in respect of the other officer named by the appellant in his RTI application if there is any such noting available in any file.

Comments

With the advent of the RTI Act, many of the files marked as "confidential" are now coming out of the closet. Denial of information can now be done only as per section 8 or 9 of the RTI Act.
