The announcement of Pranab Mukherjee as Presidential nominee had for a change big smile on PM's face what was the meaning of that? Till recently the reason why India's A team was not able to deliver was because nobody was listening to anybody. Pranab Mukherjee was not talking to the PM while the PM was not listening to Ms,Sonia Gandhi because her ideas were coming from National Advisory Council, RBI was not listening to Pranab Mukherjee. Will Manmohan Singh, Duvvuri Subbarao, Montek Singh Ahluwalia, C Rangarajan, Kaushik Basu now talk to each other and take policy decisions that will lift the economy from the mess it has landed itself in?

Let us not condemn

Undoubtedly officers from IAS/IPS/IRS etc having outstanding PRs/CRs with unimpeachable integrity are selected by CVC, adequate circulars/instructions of CVC are in place to protect the CRs/PRs of CVOs. In fact, if the career progression of senior IRS/IPS officers who not only did brilliant work in the field of both preventive & punitive vigilance in BPL/HPCL/RCF/AIR INDIA/NCPL in Bombay were not only adjudged with "outstanding ratings" by the Secretary of concerned ministry but the same was confirmed by the then CVC and they not only got promotion to the rank CC/DG but also selected for the post of members of CBDT/SEBI/CAT/Appellate Tribunal (PMLA)/ATFP, e.g. KK Sharma, IRS (1965), Member, CAT, Anatraman, IRS (1968), Member, SEBI, B K Srivastava, IRS (1971), Member, ATPMLA/ATFP, Manjari Kacker, IRS (1974), Member CBDT and Hardeep Srivastava, IRS (1974), Member, CBDT and O P Sharma, IRS (1960), Member, CAT. So let us not condemn any post/department, it all depends on the quality of the people & culture of the organization & environment. Let us acknowledge that govt & society needs brilliant & honest officers from IAS /IRS /IPS /IAAS etc to man more 200 post of CVOs in central PSUs alone.

Reconstruction of the missing file under RTI

Information regarding permanent absorption of an Indian Forest Officer (IFO) as M (Environment) in National Highways Authority of India (NHAI), such as certified copy of the office order, minutes of the screening committee that scrutinized his candidature, the minutes of the meeting of the selection committee, noting of the Competent Authority approving his permanent absorption, copy of NOC issued by his parent department and the copy of the RRs for the post of GM (Environment) against which his candidature was scrutinized by screening committee was sought. The Public Information Officer (PIO) informed the appellant that the file pertaining to absorption of the said person was not traceable and hence the information cannot be provided. The Central Information Commission (CIC) observed that it was unfortunate that such an important file was missing. Holding that the citizen's Right to Information cannot be defeated by claiming that the concerned file containing the information was not traceable, the Commission directed the PIO to reconstruct the file by taking feedback from the concerned ministries and provide complete information to the appellant.

Comments

It is often claimed by the public authority that the records are untraceable and hence cannot be provided. This order opens up the possibility of the re-creation of the records for providing to the applicant.
