Will Gujaral move to DEA?
Grapevine has it that Secretary, Revenue R S Gujaral, who is also Secretary,
Finance, will move to the Department of Economic Affairs after the retirement
of R Gopalan on August 1. He is a 1976 batch IAS officer of Haryana
cadre.
Orders of Anil Goswami in a day or two
Official orders of the appointment of Anil Goswami as Secretary, Social
Justice in the Government of India are expected to be issued in a day
or two. He is a 1978 batch IAS officer of J & K cadre.

IES to get Director level officers from outside
The Indian Economic Service (IES) which has been facing a shortage of

establishments including universities. For this, selection will be done
through Union Public Service Commission (UPSC).

Stenographers in MEA
Recently Ministry of External Affairs (MEA) promoted 65 PSs to the
Post of PPS. There is difference of Rs. 50,000/- between the pay and
foreign allowance of PS and PPS. PPSs are also entitled to representational
expenditure to the tune of Rs. 25000/-. Both PPS and PSs provide secretarial
assistance to their Principals - IFS (A) and IFS (B) officers. This
happened in spite of so called austerity measures announced by Finance
Ministry. The file for promoting another 100 PSs has also been already
initiated. It is just due to the proximity of stenos to decision makers
like US (Cader), Director (ADP), JS (AD) etc. in MEA. Is it not a blatant
misuse of power by MEA? Then these stenos are appointed ambassadors!
Funny! Isn't it? When this steno turned ambassador will go to meet President
- he will take dictation and type that! Should we leave tax payers money
to be looted like this?

Air India in doldrums
Once India's pride, Air India is in doldrums. Thanks to the mulishness
of the management and rigidity of its employees, burning thousands of
crores of tax payer's money. No union can unify its members and carry
out an agitation like this for such a long time unless there are legitimate
reasons The new minister who jumped into the fray Ill-advised by the
ministry officials taking sides has lost the confidence of the agitating
pilots. He is following the old adage 'to kill a rat burn the house'.
Where magnanimity is required he is showing cussedness. He may teach
the pilots a lesson but in the process he will wind up the airline and
thus complete the process his predecessor had tried to do. It is sad
the PM who should have interfered is sitting like a mute duck when public
funds are thus being squandered.

Reconstruction of the missing file under RTI
Information regarding permanent absorption of an Indian Forest Officer
(IFO) as M (Environment) in National Highways Authority of India (NHAI),
such as certified copy of the office order, minutes of the screening
committee that scrutinized his candidature, the minutes of the meeting
of the selection committee, noting of the Competent Authority approving
his permanent absorption, copy of NOC issued by his parent department
and the copy of the RRs for the post of GM (Environment) against which
his candidature was scrutinized by screening committee was sought. The
Public Information Officer (PIO) informed the appellant that the file
pertaining to absorption of the said person was not traceable and hence
the information cannot be provided. The Central Information Commission
(CIC) observed that it was unfortunate that such an important file was
missing. Holding that the citizen's Right to Information cannot be defeated
by claiming that the concerned file containing the information was not
traceable, the Commission directed the PIO to reconstruct the file by
taking feedback from the concerned ministries and provide complete information
to the appellant.
Comments
It is often claimed by the public authority that the records are untraceable
and hence cannot be provided. This order opens up the possibility of
the re-creation of the records for providing to the applicant.
