After the exit of Pranab Mukherjee from the cabinet being headed by
Indian Prime Minister Dr. Manmohan Singh, it is the Union Minister for
Urban Development Kamal Nath who is the most senior leader in the Ministry.
Nath who is a product of Doon school has never gone to the Parliament
through the Rajya Sabha route. He has always contested the battle of
ballots from the parliamentary constituency of Chhindwara (Madhya Pradesh)
to enter the Parliament only through Lok Sabha.

Chandrapur Ferro Alloy plant to undertake
expansion of production (UPDATED)
Chandrapur Ferro Alloy Plant (CFP), a unit of Steel Authority of India
Limited (SAIL) is all geared up for expansion of its Ferro Alloys Production
capacity by about 70% over the existing level of 1,00,000 tonnes per
annum, by installing 1 no. of 45 MVA Submerged Arc Furnace. The new
furnace shall be the largest capacity manganese based ferroalloy furnace
in the country. "Bhoomi Pujan" ceremony was held on June 22,
2012 at the hands of G S Gill, Executive Director SAIL-CFP, Chandrapur
in the presence of GM (Projects), GM (Works), GM (P&A), GM (MM &
Mktg) and GM (F&A). The function was attended by representatives
from renowned Technology Supplier from South Africa - M/s Tenova Pyromet
and their Consortium member in India - M/s Ghalsasi Smelting Pvt. Ltd.

Stenographers in MEA
This refers "Stenographers in MEA". It seems that the writer
has a very narrow and sarcastic attitude towards stenos and the functions
they perform. I wish to remind him in one of the recent Section Officers
Departmental exams there are 8 - 9 candidates acquired good ranks from
steno background including 1st rank. Potential, talent and attitude
to work are entirely different from designation you hold. I have some
steno friends who are having Post Graduation, Law and Journalism degrees.
If they have potential their elevation to either Ambassador level or
more than that is justified.

It is so unfortunate to see nuisance against stenographers' cadre of
MEA. We should not forget that the entry level of IFS (B) officers (who
are now calling themselves as "masters" or "principals"
) is Chaprasi. They, then baptise themselves as "Executive Cadre".
In GoI there is no executive cadre. Clerks are clerks. Their job profile
is well-mentioned in Manual on Office Procedure. How can they become
Ambassadors? The number of corruption and vigilance cases are most for
this so-called 'Executive Cadre'. The number of disappearance in USA
is most in Executive Cadre. Just recognize your origin. Other than remaining
glued to PLCA rules (and negatively interpreting it) till the retirement
and providing protocol assistance to the servants and dogs of Ambassadors
during transit, what else substantive work you do. I would not have
shown you the mirror had you not scooped to such a level. Stop posting
the garbage in public domain forthwith, else ready to face the more
reality.

Need to cut clerical staff in the Ministries
Stenographers are not the only one cadre which is getting promotion.
The, LDC, UDC, Assistants & Section officers are also being promoted
in Ministry of External Affairs. Recently 180 Assistants were promoted
as Section Officers (SOs) and 170 SOs are being promoted as Under Secretaries.
Even after the promotion their basic capabilities remains the same.
In MEA even a Peon, who has no knowledge except serving drinks to their
masters can be promoted as Assistant & Section officers In fact
half of the IFS (B) officers comprise of either Peons or clerks whose
basic qualification is not more than matric. There is no need for government
to have so many subordinate staff at this time of austerity measures.
Let just the IFS (A) officers be in MEA after passing UPSC exam. Even
if, MEA needs subordinate staff then it can merge the entire subordinate
cadre (clerks, stenos, SO &PS) who can do multiple jobs. There is
no need to have separate posts of LDCs, UDCs, Assistants, SOs &
PA, PS. If all these posts can be merged, the government can save lots
of tax payers' money.

Reasons for growth of BJP in Kerala
To many Hindus, the UPA appears to be a communal cauldron dancing to
the tune of two communal partners Muslim League and the Christian Kerala
Congress. Muslim League is the successor of the hated Muslim League
of the pre-partition India. They continue with their pre-partition head
quarters office in Kerala. Though Nehru allowed them to continue in
Kerala after the partition tragedy, Congress was scared to come anywhere
near this party. But LDF gave them the legitimacy as a political party
by inducting them into the cabinet. They have since then grown from
strength to strength often black mailing the alliances to get what they
want. Thanks to Congress High Command, they are now a part of the central
ministry. They who shout from roof tops that BJP is communal have no
qualms in associating with an arch communal outfit like League. This
has given ideas to other communities to forge political outfits on communal
lines. By the inflow of both legal and illegal gulf funds, Muslims in
Kerala have become the most prosperous community in Kerala. They are
buying out all palaces and ancestral homes of Hindus. Added to this
is the reservation benefit they get in the educational and employment.
Madrassa pass is made equivalent to SSC pass. Mullas and Mukris are
given pension. Private schools owned by league leaders are made aided
schools where the government pays the salary and recruitment of teachers
are done by the management after collecting bribes. The list is long.

Reconstruction of the missing file under RTI
Information regarding permanent absorption of an Indian Forest Officer
(IFO) as M (Environment) in National Highways Authority of India (NHAI),
such as certified copy of the office order, minutes of the screening
committee that scrutinized his candidature, the minutes of the meeting
of the selection committee, noting of the Competent Authority approving
his permanent absorption, copy of NOC issued by his parent department
and the copy of the RRs for the post of GM (Environment) against which
his candidature was scrutinized by screening committee was sought. The
Public Information Officer (PIO) informed the appellant that the file
pertaining to absorption of the said person was not traceable and hence
the information cannot be provided. The Central Information Commission
(CIC) observed that it was unfortunate that such an important file was
missing. Holding that the citizen's Right to Information cannot be defeated
by claiming that the concerned file containing the information was not
traceable, the Commission directed the PIO to reconstruct the file by
taking feedback from the concerned ministries and provide complete information
to the appellant.
Comments
It is often claimed by the public authority that the records are untraceable
and hence cannot be provided. This order opens up the possibility of
the re-creation of the records for providing to the applicant.
