UPA Chairperson Sonia Gandhi led NAC reconstituted
Two new members have been inducted in newly reconstituted National Advisory Council (NAC) led by UPA Chairperson Sonia Gandhi. The Council comprises of 12 members. Mihir Shah, Member, Planning Commission, and Ashis Mondal of Action for Social Advancement NGO, Bhopal, are the new faces in the same. Besides, N C Saxena, Narendra Jadhav, Pramod Tandon, Aruna Roy, A K Shiva Kumar, Deep Joshi, Anu Aga, Farah Naqvi and Mirai Chatterjee have been re-inducted in the Council. The period of Members will expire in March, 2013.

ICFRE turns trend setter
The Dehradun based Indian Council of Forestry and Education (ICFRE) has set a new trend by ameliorating condition of people belonging to Munda tribe in naxalites affected10 villages of Khunti district in Jharkhand. Air India should be wound up

The entire country is behind the firm handling of the wayward strike of the pampered pilots by the minister. In fact this national shame of an airline which has already suffered a loss of Rs 60,000 crores and is expecting another infusion of Rs 30,000 crores of the tax payers' money should be denationalised and handed over to a professional private group for salvaging it. There is no compelling need for a 'national carrier'. The US for instance does not have a 'national carrier' and all its private airlines are asked to fend for themselves without bleeding the government budget dry.

Urgent Need to merge all subordinate staff in Government of India

Stenographers are not the only one cadre which is getting promotion in government of India. The, LDC, UDC, Assistants & Section officers are also being promoted in Ministry of External Affairs (MEA). Recently 180 Assistants were promoted as Section Officers (SOs) and 170 SOs are being promoted as Under Secretaries. Even after the promotion their basic capabilities remain the same. In MEA even a Peon/clerk, who has no knowledge except serving drinks to their masters can be promoted as Assistant & Section officers. In fact half of the IFS (B) officers comprise of either Peons or clerks whose basic qualification is not more than matric. There is no need for government to have so many subordinate staff/cadres at this time of austerity measures. There is no need to promote these clerks to executive posts. IFS (A) officers are sufficient as they come after passing passing UPSC exam. Even if, MEA needs subordinate staff then it can merge all the subordinate cadres (clerks, stenos, SO &PS) who can do multiple jobs. There is no need to have separate posts of LDCs, UDCs, Assistants, SOs, US & PA, PS, PPS. If all these posts can be merged, the government can save lots of tax payers' money.

Reconstruction of the missing file under RTI

Information regarding permanent absorption of an Indian Forest Officer (IFO) as M (Environment) in National Highways Authority of India (NHAI), such as certified copy of the office order, minutes of the screening committee that scrutinized his candidature, the minutes of the meeting of the selection committee, noting of the Competent Authority approving his permanent absorption, copy of NOC issued by his parent department and the copy of the RRs for the post of GM (Environment) against which his candidature was scrutinized by screening committee was sought. The Public Information Officer (PIO) informed the appellant that the file pertaining to absorption of the said person was not traceable and hence the information cannot be provided. The Central Information Commission (CIC) observed that it was unfortunate that such an important file was missing. Holding that the citizen's Right to Information cannot be defeated by claiming that the concerned file containing the information was not traceable, the Commission directed the PIO to reconstruct the file by taking feedback from the concerned ministries and provide complete information to the appellant.

Comments

It is often claimed by the public authority that the records are untraceable and hence cannot be provided. This order opens up the possibility of the re-creation of the records for providing to the applicant.
