In this corruption ridden atmosphere, atleast four top authorities in the country are considered to be symbol of honesty and integrity. No one can raise a finger on them. They are CAG Vinod Rai, CVC Pradeep Kumar, Chairman CCI Ashok Chawla and CIC Satyanand Mishra. All are former IAS officers.

Jharkhand Chief Minister Arjun Munda who had a providential escape on May 9, 2012 has been running the Government from his home. He is not only talking to different functionaries in the Government, but also maintaining a live contact with field officers through video conferencing.

Did Ramdev make hole in the whole black issues?
Did Parliament Street on June 03 witness a drift in the joint crusade against corruption and the corrupt system? The yoga guru termed the day-long fast 'a beginning of joint battle' demanding 'black money' back to the country and a stringent Lokpal Bill. But the joint endeavor witnessed a rift like situation on its very outset. If the apparent contradictions were any indication, Ramdev had done a job (though accidentally) favoring UPA led troubled govt.

Addressing to the activists Kejriwal had remarked that Parliament would never pass the Lokpal bill as long as MPs like Kalmadi, Raja and Lalu were present. But Ramdev proclaimed that as decided earlier Kejriwal should not have taken names of individuals.

Though the protest was not against any individual but, knowingly or unknowingly, Ramdev failed to recall that on May 26 Team Anna had already made serious allegations of corruption against 15 ministers including Manmohan Singh and demanded probe by an independent SIT.
Though Ramdev termed it 'a joint battle against corruption' but maintained a distance from taking names of any individual and emphasized more on black money issue.

Ramdev and Team Anna though categorically denied any sort of rift over the issue. But by the time it had triggered whispers; "did Ramdev's objections make a hole in the whole black issues?"

Extention of age to 62 years

Every thing, every activity, every Nation and successful execution of any plan require experienced hand/s as is considered for the posts of ministers/Prime Minister/President, then why not to extend the age of government work foece having unblemished and good track record. At the same time job avenues for youngsters be also explored.



Poor Cadre Management
Recent controversy when more than 50 IAS / DANICS Officers have been transferred out of Delhi without even informing, leave aside consulting, the Chief Minister or Chief Secretary of Delhi is not only an example of highhandedness but also arrogance of concerned department of central Government. The arbitrary way in which DOPT is functioning is known to all civil servants. There are cases where officers have remained outside their cadres for years together while in a few selected cases transfers made frequently in the name of so called policy, which is meant for un-easy and un-pliable officers. There are officers who have spent almost their full career on Central Deputation while a number of officers have remained in the panel till their retirement. There is a peculiar case of a Sikkim Cadre Officer who has remained in Sikkim for hardly 3 years out of the total career span of 24 years. She has been at centre in all secretarial posts like US, DS, Director, JS and now CVO. In-fact she is in Delhi continuously for the last 16 years. Then they say, we believe in Good Governance?

Don't send the country into chaos
Go through the Google or Yahoo site. You will find that, the percentage of government servants in India are one percent of the total population. In USA it is 5 percent, China 4 percent and Canada 7 percent. Don't send this country into chaos. It is quite possible because of lack of government servants that the citizen's problem is not getting solved easily in this country.

Can the reasons for suspension be sought under RTI?


The appellant filed an application under the Right to Information (RTI) Act raising some questions about the validity of the bank's action in suspending him from service while not suspending another officer. The Public Information Officer (PIO) replied that the queries did not amount to information. The Central Information Commission (CIC) noted that the appellant wanted to know the reasons for placing him under suspension and not some other officer. Holding that these reasons can be easily found in the relevant file noting, the Commission directed the PIO to provide the photocopies of all file noting and other correspondence, relating to the decision of the competent authority for suspending him from service. The Commission also asked the PIO to provide him with the copies of the relevant file noting in respect of the other officer named by the appellant in his RTI application if there is any such noting available in any file.

Comments

With the advent of the RTI Act, many of the files marked as "confidential" are now coming out of the closet. Denial of information can now be done only as per section 8 or 9 of the RTI Act.
