India- four faces of honesty and integrity From the wordings of your news comment, it appears that there are only IAS officers who are having impeccable integrity. Rest all are thieves. I dont think it right to brand everyone in this manner. Atleast you should look at the civil service impartially, rather than just toeing the line of pleasing the IAS.

Decision welcome The decision quoted by you is welcome in a sea of opacity. The point is how many public sector organisations follow these decisions /guidelines? Should there not be a order by the CVC to disclose the case file to the officers in all cases?
Sanjeev Shrivastava

"Poor Cadre Management" The case of IAS officer from Sikkim cadre as reported in WIC, is the tip of the iceberg. The problem afflicts cadre controlling authorities of all organized services. There are officers galore who have remained on central deputation almost continuously by getting the mandatory cooling off period truncated or waived. This has far reaching implications on those who are weak in boundary management. There are officers belonging to other organized Services who have not been empanelled for central deputation at SAG level and above due to DOP&T's misplaced perception that they lack experience in GoI functioning. How could they get experience without being given a chance? The aspirants are in Catch-22 situation. Is this Good Governance of DOP&T headed by the PM himself who is not even aware of such infirmities in practice? Mediocrity is encouraged by not tapping the large pool of civil servants. Pliable and malleable officers get benefited in the process.

Can the reasons for suspension be sought under RTI?

The appellant filed an application under the Right to Information (RTI) Act raising some questions about the validity of the bank's action in suspending him from service while not suspending another officer. The Public Information Officer (PIO) replied that the queries did not amount to information. The Central Information Commission (CIC) noted that the appellant wanted to know the reasons for placing him under suspension and not some other officer. Holding that these reasons can be easily found in the relevant file noting, the Commission directed the PIO to provide the photocopies of all file noting and other correspondence, relating to the decision of the competent authority for suspending him from service. The Commission also asked the PIO to provide him with the copies of the relevant file noting in respect of the other officer named by the appellant in his RTI application if there is any such noting available in any file.

Comments

With the advent of the RTI Act, many of the files marked as "confidential" are now coming out of the closet. Denial of information can now be done only as per section 8 or 9 of the RTI Act.
