S. L. Bansal is new CMD, Oriental Bank of Commerce
S.L. Bansal who so far was Executive Director (ED) of the United Bank of India assumed charge as the new Chairman and Managing Director of the Oriental Bank of Commerce (OBC) from March 1, 2012 .Soon after assuming charge S.L. Two National Tourism Awards to Ashwani Lohani
Ashwani Lohani, Divisional Railway Manager of Delhi received two National Tourism Awards at the hands of President of India on the 29th of February 2012. Tahir Rafiq Butt to be Pakistan's next Air Chief
Air Marshal Tahir Rafiq Butt presently vice chief of air staff is to take over as the next air chief in place of Air Chief Marshal Rao Qamar Suleiman who is due to retire on March 18, 2012. Butt joined PAF as a GD Pilot in 1977 and was posted Vice Chief in October 2010. A highly decorated soldier he has been awarded Hilal I Imtiaz (Military), Sitara I Imtiaz (Military) and Tamgha I Basalat.

Negative list for trade with India to be removed w.e.f December 31, 2012
Pakistan's federal cabinet met on 29 February and approved the proposal of the commerce ministry that negative list for trade with India shall be removed completely with effect from 31 December 2012. The alternative view presented by the industries ministry that process of phasing out the negative list should start after three years and be completed in five years has apparently not been approved by the cabinet.

Was Shuja Pasha's extension discussed at Gilani - Kayani meet on Tuesday?
Pakistan's Prime Minister Syed Yusuf Raza Gilani and the Army Chief Gen Kayani met on Tuesday with the stated purpose of 'discussing security situation on the Af-Pak border and army operations in the tribal areas and in Baluchistan'. Insiders however reveal that the COAS also touched upon the question of granting extension to DG ISI Shuja Pasha 'in the interest of continuity in the present security scenario'. The second extension granted to Shuja Pasha is ending on 18th March and government has reportedly made up its mind not to grant any further extension to him in view of some recent controversies surrounding him particularly in the 'memogate'.


ISI, MI give a slip to Standing Committee on Defence

Absence of the ISI and MI chiefs from a meeting of national Assembly's Standing Committee on defence on 29 February angered the chairman and members of the committee. The committee met in Islamabad to discuss the situation in Baluchistan and both the spy agencies of the army were required to attend. Director of Intelligence Bureau Aftab Sultan who was present advised the committee in his briefing that talks should be held with the Baluch separatists to improve the situation as dialogue was the only solution.

Legal niceties are OK but we can't shut our eyes to terrorists, says ISI showing its thumb to the Apex Court
Two days ahead of the scheduled hearing of the 11 missing persons case (of whom four have already died in detention) counsel for ISI and MI Raja Mohammad Irshad submitted a three page statement in the Apex Court that while they respect the court and its order 'they can't shut their eyes to rebellious acts of internal and external elements involved in serious acts of terrorism'. A bench of the Supreme Court headed by CJ Iftekhar Chowdhary had fixing the case for 1st March had asked the ISI to explain why the persons were kept in custody for so long without trial and without being produced before a magistrate, why they were not produced before the apex court twice earlier despite clear direction and the circumstances under which four of the detainees had died. ISI's statement says delay in starting the trial took place as collection of evidence is slow the area being highly disturbed. Prolonged detention is explained by recourse to Aid (to civil power) regulations 2011 (even though earlier the arrest was claimed to be under the army act). Failure to produce before the Apex Court on earlier occasions is blamed on bad weather due to which choppers couldn't fly from the detention centre. On the most important aspect of death of the four detainees the statement seems silent. It is now to be seen whether CJ Iftekhar Chowdhary applies the same exacting standards of scrutiny to the ISI which he has been applying for the civilian government in some other cases.

Do you really need Wikileaks to tell you that the ISI knew of Osama's Abbottabad hideout?
This time Julian Assange and his team seem to be grossly overstating by calling it a 'disclosure' that some mid to senior level officers of the ISI, MI and at least one retired general of the Pakistan army were aware of Osama Bin Laden's safe house in Abbottabad. After all Abbottabad apart from being an overwhelmingly army dominated township is also home to a premier training institution of the army. One doesn't need a Wikileak to know for sure that a character as globally well known as OBL could not set up home with his three wives and also add as many children to his family within breathing distance of the defence establishment without the establishment ever knowing the truth for five long years. To think otherwise would be doing gross injustice to ISI's professional competence.

Reasons for not granting an appointment with the Commissioner of Police (CP)

The appellant sought to know the reasons why an appointment with the Commissioner of Police was denied to him despite his written request for appointment. He also sought to know whether he was busy; how many persons sought appointment with the CP in writing and how many were given appointment; and how many refused during the period 17.2.2011 to 8.3.2011. The PIO informed that any person can meet the Commissioner of Police, Delhi with a complaint on any working days between 12.00 noon to 1.30 p.m. for which no appointment is required. The CIC held that the respondent can only provide that information to the appellant which is held by them in material form and are not expected to create information simply to answer the request of the RTI petitioners. The CIC directed the PIO to provide the information about the action taken on the appellant's request for an appointment with the CP, Delhi; and information of persons whom the CP met in his office regarding public grievances.

Comments

With the increase in the use of RTI, every letter coming to a government office has the potential of being followed by a RTI application even on matters such as seeking an appointment. Therefore, there is a need for re-drawing the norms of working in the offices.
