Keshav Chandra has taken over as new Member Mechanical, Railway Board
and ex-officio Secretary to Government of India. Prior to this new posting,
he served as General Manager, Northeast Frontier Railway (NFR), Guwahati.
However, he will continue to hold the post of GM, NFR in addition to
his present post until further orders. An officer of the 1975 batch
of Indian Railway Service of Mechanical Engineers (IRSME), Chandra has
held various key positions in different Zonal Railways. He has worked
as Additional General Manager in two of the biggest Railways viz East
Central Railway (Hajipur) and Northern Railway (New Delhi).

Bengal
N R Banerjee, who so far was Chief Vigilance Officer (CVO) in Coal India
Ltd (CIL), on his return to his parent West Bengal cadre, is being appointed
as Chairman of the Central Evaluation Board. He is an IAS officer of
the 1981 batch.

Rajender Kumar Kataria has joined as new Private Secretary (PS) to Union
Minister for Labour and Employment Mallikarjun Kharge. He is an IAS

he was Managing Director (MD), Karnataka Urban Water Supply and Drainage

During the last six year he had worked as Joint Secretary Finance, Deputy
Commissioner-cum-District Magistrate in districts of Kaithal, Panchkula
and Gurgaon and had also worked as Administrator, HUDA, Panchkula. During
the period as Deputy Commissioner -cum-District Magistrate, Gurgaon,
Kataria was awarded twice - first by Union Ministers Dr. Farooq Abdullah
and Salman Khurshid on September 3, 2010 for the promotion of Tourism
in the NCR Haryana - and then on the occasion of Digital Inclusion Day
i.e. September 22, 2010 by the Union Minister for Urban Development
S Jaipal Reddy at Hotel Shangrila, New Delhi. The Day was jointly organised
by the Ministry of Communications and Information Technology in collaboration
with National E-Governance Plan and Skoch Development Foundation. On
this occasion, he was awarded Skoch ICT Award-2010 for the commendable
efforts and re-engineering put forward in providing better e-Governance
in the project "Property Registration - Gurgaon."

The Director of Education, Haryana, had on Feb 2nd called 17 companies
for the presentation regarding providing ICT faculty in 2622 schools
of the state for technical evaluation. The participants kept waiting
entire day only to be told in the evening that they would be called
some other day. Today again on March 13th, when called for the second
time for technical presentation, they have been made to wait since 11
am and till 2.30 pm there has been no progress. Participants fear that
the current financial year is getting over, funds granted by central
government will get improperly utilized and effective parties may miss
the opportunity as it may get allocated to non competent in a hush hush
manner.

Bureaucrats should be responsible
Bureaucrats, who often claim to be sustaining India through so called
steel-frame, should be responsible for rigor of policy formulation &
implementation. They are permanent beneficiary of system. Politician,
the ruler of the day, only provide visionary direction. The structural
frame and procedural oil of implementation engine is provided by Bureaucrats
based on facts and figures which if twisted can take/make anything go
wrong/right. Alas, often they go wrong because of
compromises.

Are the details of the service book liable to be disclosed?
The estranged wife of a government servant asked whether the name of
wife has been entered in the Service Book of her husband; If yes, the
name as entered in the Service Book; and the name of the nominee &
his successor. The appellant also sought the attested photocopy of Service
Book and GPF documents of her husband, Shri R B Bhavuk. The third party
strongly objected to the disclosure of the requested information on
the plea that the same was his personal information and moreover, if
disclosed it would not only endanger his life but also the life of the
nominee as well. The CPIO declined to disclose the information under
Section 8(1)(g) & (j) of the RTI Act. The Commission observed that
whether the name of the wife has been entered in the Service Book of
any employee is relevant to the functioning of the personnel and establishment
division of the Public Authority. Hence, the Commission directed to
disclose in 'Yes' or 'No' whether the name of the wife has been entered
in the Service Book of her husband. Refusal of the information about
the GPF and nominees was upheld under section 8(1)
(j).
Comments
Some parts of the Service Book are personal in nature where other parts
are purely administrative in nature. The places of posting, total period
and category of leave availed of from time to time etc. ae administrative
information and can be disclosed.
