Transfers and postings in Railways
(UPDATED)
Services of four officers have been affected with their transfers and
postings in Railways. Accordingly, SC Gupta, SG/IRSE, on return from
deputation, has been posted in Western Railways (WR) while Gyanendra
Singh, Group `B` officer of Electrical Department in Central Railway
(CR) is being shifted to CORE and Pradeep Jain, SAG/IRSEE, ECOR was
transferred to Western Railway (WR) in the same capacity and posted
in the cadre. Besides, R B Gupta, SAG/IRSEE, on being relieved from
the post of ADRM, Ratlam, Western Railway (WR), has been shifted to
Central Railway (CR).
SAIL Chairman Verma reacts to Union Budget
2012-13 (UPADTED)
Steel Authority of India Limited (SAIL), Chairman, C S Verma has reacted
to the fiscal budget-2012-13 tabled by Union Finance Minister Pranab
Mukherjee in Lok Sabha on March 16, 2012. He said: "Infrastructure
sector has been given due thrust in the budget. Doubling the infrastructure
tax-free bond amount to Rs. 60,000 crore, 8800-km highway coverage target,
focus on low-cost housing and reaffirming investment of Rs. 50 lakh
crore in infrastructure sector in 12th plan are steps that present a
scenario conducive for growth of steel industry. Besides increase in
customs duty for flat carbon steel and reduction in import duty for
equipment required in mining & minerals sector are all measures
which are positive for steel industry. Overall it is a pragmatic and
growth-oriented budget with concrete steps for containing fiscal deficit
at a realistic target of 5.1 % for 2012-13, streamlining of direct and
indirect tax regime, creating investment-friendly environment and reviving
growth in manufacturing. With the measures announced, it is quite conceivable
that GDP growth in 2012-13 could be upward of 7.5 %. "

It doesn't augurs well for the country
The present Indian political scene does not augurs well for our democracy
as well as for the unity of our nation. Few scrupulous provincial satraps
who can not see beyond their states and have no qualms in giving unjustified
offerings to certain communities for getting their votes and even use
emotive issues against neighbouring states can now join together at
the centre and rule the nation at the cost of small states and also
states ruled by national parties. This will create tendencies in these
states shaking the foundation of our national unity. The dynastic example
given by the Nehrus are being emulated by these provincial leaders who
have no qualms in using religion and caste for getting votes. Unfortunately,
the founding fathers of our constitution did not see the depth of decadence
our political system will sink. It is time for redrawing our constitution
so that parochial parties do not have any say in ruling this nation.

Are the details of the service book liable to be disclosed?
The estranged wife of a government servant asked whether the name of
wife has been entered in the Service Book of her husband; If yes, the
name as entered in the Service Book; and the name of the nominee &
his successor. The appellant also sought the attested photocopy of Service
Book and GPF documents of her husband, Shri R B Bhavuk. The third party
strongly objected to the disclosure of the requested information on
the plea that the same was his personal information and moreover, if
disclosed it would not only endanger his life but also the life of the
nominee as well. The CPIO declined to disclose the information under
Section 8(1)(g) & (j) of the RTI Act. The Commission observed that
whether the name of the wife has been entered in the Service Book of
any employee is relevant to the functioning of the personnel and establishment
division of the Public Authority. Hence, the Commission directed to
disclose in 'Yes' or 'No' whether the name of the wife has been entered
in the Service Book of her husband. Refusal of the information about
the GPF and nominees was upheld under section 8(1)
(j).
Comments
Some parts of the Service Book are personal in nature where other parts
are purely administrative in nature. The places of posting, total period
and category of leave availed of from time to time etc. ae administrative
information and can be disclosed.
