Mizoram Chief Secretary gets six months extension
Finally Mizoram Chief Secretary Vanhela Pachuau has been granted six
months extension in service.1976 batch UT cadre IAS officer was scheduled
to retire on February 29. Infact, Mizoram Chief Minister had recommended
extension in service to his Chief Secretary on the ground of implementing
programmes and policies of the Congress.

PAKISTAN WHISPERS
ISI has to detain and kill illegally because parliament is not doing
its work its counsel tells SC
The reply filed by ISI's counsel raja Mohammad Irshad in the eleven
missing persons case (four of whom have already died in custody) was
perused by the three judge bench of the apex court headed by CJ Iftekhar
Chowdfhary who termed it as unsatisfactory. The bench observed that
the reply simply emphasised that the security agencies can't shut their
eyes to rebellious activities of terrorists but says nothing about the
law or the circumstances of death of the four detainees. The shocking
response of the counsel was to blame the Parliament for not doing its
work properly and urging that new laws (to hold citizens in detention
without trial, to not produce them before magistrates and to kill them?)
should be passed. Snubbing the counsel the CJ remarked, 'you don't know
the consequences of such reply'.
There is a 'Muk-Muka' (Compromise) for Shuja Pasha's extension claims
PML-N
Nawaz Sharif's PML (N) has claimed that a secret agreement between the
federal government and COAS Gen Kayani is being worked out to grant
further extension in the service of ISI chief Shuja Pasha. Talking to
media persons in Lahore on Wednesday senior PML (N) leader Chowdhary
Nisar who is also the leader of opposition in the national assembly
said, 'only six weeks ago Shuja Pasha was making serious allegations
against the government which in turn was accusing Pasha of treason and
raising questions about Osama bin Laden's presence in Abbottabad. Now
a 'muk muka' (compromise) was being arranged to protect personal interests
and granting extension to Pasha blocking prospects of other competent
officers for the post.' Has the Pakistan army gone so barren that it
can't produce a single general to replace DG ISI' the opposition leader
wondered.
Draft of Law to Prevent ISI's Forays into Politics Ready
Opposition leader in Pakistan's national assembly Chowdhary Nisar has
said that his party (PML-N) 'has evidence that ISI is being used to
bring revolution through a political party. We may go to courts against
it'. Emphasising the need for government control over the agency Chowdhary
Nisar added that his party is ready with a draft law to regulate the
role of the agency and a resolution is likely to be tabled in the forthcoming
session of the assembly next week. No prizes for guessing that the political
party through which the opposition leader claims the ISI to bring about
revolution is Imran Khan's Pakistan Tehrik-e-Insaf party.
Retired from service, not from sarkari bungalows and staff cars
Punjab provincial assembly was rocked by some interesting revelations
by opposition PPP member Shaukat Basra about more than a dozen senior
bureaucrats and police officers continuing to reside in posh government
bungalows GOR 1 i.e. government officers residence of category 1 and
using luxury government vehicles many years after their retirement from
service. The names revealed by Basra also included at least one retired
chief justice of Lahore High Court. The PPP member accused that the
irregularity was being committed at the instance of the CM as all the
beneficiaries have been the CM's blue eyed boys while they were in service.
Assembly Speaker Iqbal Rana has directed the government 'to furnish
full facts of the case'.
Petition filed in SC, seeks Direction to Income Tax Authorities
to assess President's Income & Its Sources
A written petition filed by one Feroze Shah Gilani before the Lahore
Registry of the supreme court seeks direction to the income tax authorities
to properly assess the income of President Asif Ali Zardari, the sources
of his income and his actual tax liability. The petition states that
as per media reports the President jointly in the name of his late wife
has US $ 600 million in a Swiss bank and immovable property in the UK
and UAE which apparently have not been taken in to account by the assessing
authorities.
DEBATE - Should bureaucrats alone be held
accountable for policy decisions ?
Bureaucrats now feel that Ministers and Politicians
also be held responsible for 'policy decisions' taken by the government.
They also want that entire cabinet should be held accountable for policy

All the policy decisions in the government are taken with approval
of the Cabinet or its committees consisting of Ministers. Moreover the
Ministers are in the position to influence and over rule the decisions
of the bureaucrats. They should be accountable to the policy decisions
more than the bureaucrats.

It is surprising that even this issue is being raised. Politicians
are ruling by overruling even the obvious sane advises by arrogating
their supremacy and authority. How can one think of absolving them from
accountability?

Reasons for not granting an appointment with the Commissioner of
Police (CP)
The appellant sought to know the reasons why an appointment with the
Commissioner of Police was denied to him despite his written request
for appointment. He also sought to know whether he was busy; how many
persons sought appointment with the CP in writing and how many were
given appointment; and how many refused during the period 17.2.2011
to 8.3.2011. The PIO informed that any person can meet the Commissioner
of Police, Delhi with a complaint on any working days between 12.00
noon to 1.30 p.m. for which no appointment is required. The CIC held
that the respondent can only provide that information to the appellant
which is held by them in material form and are not expected to create
information simply to answer the request of the RTI petitioners. The
CIC directed the PIO to provide the information about the action taken
on the appellant's request for an appointment with the CP, Delhi; and
information of persons whom the CP met in his office regarding public
grievances.
Comments
With the increase in the use of RTI, every letter coming to a government
office has the potential of being followed by a RTI application even
on matters such as seeking an appointment. Therefore, there is a need
for re-drawing the norms of working in the offices.
