CWC signs MoU with Ministry of Food on 2012-13
targets
Central Warehousing Corporation (CWC), a Schedule 'A' PSU today signed
Memorandum of Understanding (MOU) with the Ministry of Consumer Affairs,
Food & Public Distribution for the year 2012-13 setting out various
physical and financial targets. The MOU was signed by B.B. Pattanaik,
Managing Director, CWC with Dr. B.C. Gupta, Secretary, Department of
Food & Public Distribution in the presence of Siraj Hussain, CMD,
FCI, Girish Shankar, Joint Secretary (Storage), Naveen Prakash, Joint
Secretary (FCI & Policy) and other senior officials of the Ministry
and CWC. Under the MOU for 2012-13, CWC has targeted to achieve Gross
Sale of Rs.1215 crore. The other important commitments under the MOU
include creation of 2,10,000 MT additional warehousing capacity, investment
of Rs.30.00 crore in warehousing infrastructure in DCP State, creation
of storage capacity for Cooperative Societies with an investment of
Rs.15 crore, imparting training to 240 State Functionaries on Food Storage
Management keeping in view the National Food Security Act etc. The Corp[oration
has been a consistently profit making and dividend paying PSU and undertaking
all its expansion plans out of its own internally generated resources
without any budgetary support from the Government. During 2010-11 CWC
achieved turnover of Rs.1030 crore and paid dividend to its shareholders
@ 40%. During 2011-12, CWC is likely to achieve turnover of about Rs.1200
crore.

CRWC signs MoU with CWC on 2012-13 targets

Central Railside Warehouse Company Ltd. (CRWC) has signed a Memorandum
of Understanding (MoU) with the Central Warehousing Corporation (CWC)
setting out various physical and financial targets for the year 2012-13.
The MoU was signed by Vinod Asthana, Managing Director, CRWC Ltd with
B.B. Pattanaik, Managing Director, CWC in the presence of G. Mathialagan,
Director (Personnel), CWC and other senior officials of the CWC and
CRWC Ltd. Under the MOU for 2012-13, CRWC Ltd has targeted to achieve
Gross Sale of Rs.8200 lakh, create 10,000 MT additional Railside Warehousing
capacity, facilitate outbound cargo (250 rakes), handle parcel / container
trains and also handle 1,13,400 wagons
ITI MoU Concentrates on Revival Plans

ITI Bangalore, has signed a Memorandum of Understanding (MoU) with the
Government for the year 2012-13, with the thrust areas being pursuing
growth opportunities in telecom sector and exploiting diversified businesses
such as renewable energy. The MoU also envisages that ITI concentrate
on revival plans with due approval of the Government agencies. Besides,
under the MoU signed by Secretary - DoT and Chairman - Telecom Commission
R.Chandrasekhar and CMD - ITI Ltd. K.L. Dhingra, in New Delhi, the Company
has committed to follow DPE guidelines for the Corporate Governance,
Corporate Social Responsibility, Research & Development and Human
Resources Management. The Company will also address other critical issues
such as upgradation of plant infrastructure and reduction of surplus
manpower through VRS.
NBCC inks annual MoU with Ministry of Urban
Development (Updated)
NBCC, a Schedule 'A' CPSU, under the Ministry of Urban Development (MoUD),
Govt. of India, has recently signed Memorandum of Understanding (MoU)
for the FY 2012-13 with MoUD. The MoU for 2012-13 signed between Dr.
Sudhir Krishna, IAS, Secretary (UD), Govt. of India (on behalf of the
MoUD) and Vishnu P Das, CMD, NBCC (on behalf of NBCC), sets out certain
performance targets based on static or financial parameters, dynamic
parameters, sector specific and enterprise specific parameters. Accordingly,
the MoUD will assist NBCC to pursue with Government of National Capital
Territory of Delhi ("GNCTD") to comply with the orders of
High Court relating to land at Ghitorni, to procure land from State
Governments/Development authorities for construction of affordable housing
and in procuring business from other Government Departments/agencies
Fruit Wine program held at Gangtok, Sikkim

A good number of self help groups and NGOs in fruit wine production
participated in the seminar 'Fruit Wine & its Commercial Application'
held recently at Gangtok, Sikkim. Addressing the seminar as Guest of
Honour, Vishal Chauhan - Secretary Agriculture, Food Security &
HCCDD, explained about the availability of abundant Fruits & Vegetables
for processing and added that around 40 percent fruits go waste during
transportation and difficult terrain. He further said that non availability
of processing units is also responsible for wastage of Fruits &
Vegetables but expressed his happiness about the successful functioning
of the Large Cardamom Auction Centre at Rongpo, Sikkim by NERAMAC. Sikkim's
Minister of Agriculture D N Takarpa who was the Chief Guest on the occasion
appreciated the efforts of the NERAMAC & Indian Grape Processing
Board in organising the seminar on Fruit Wine & its Commercial Application
and said that Fruit Wine Processing is in early stage and is in need
of Technological support. Managing Director of NERAMAC, S. Bhattacharjee,
mentioned about the importance of the Fruit Wine Processing & how
it helps the growth of horticultural sector & strengthening of economy.
The Seminar was attended by 74 participants from Cottage Fruit Wine
Processors etc. An exhibition covering different fruit wine manufactured
by SHGs and also by one local industry was also displayed during the
event.

Good news for IRS (IT) fraternity
CCITs and DGIT's to get Secretary's scale. DoPT has recently sanctioned
around 25 posts at the Apex pay Scale of Rs.80,000 (Secretary to GOI
scale) to cadre controlling Chief Commissioners and Director Generals
of Income Tax. The pay commission had awarded a raw deal to the IRS
fraternity earlier wherein the Chief Commissioners were placed in the
HAG scale. In the present scenario now, the CCITs will be given the
HAG plus scale by default and those who are cadre controlling CCs/DGs
will get the Secretary's scale of 80,000. No thanks to DoPT. They never
wanted to do it. The IAS lobby tried to scuttle this proposal at every
stage. Thanks to the intervention of Pranab Mukherjee, the proposal
sailed through in the Prime Ministers
office. The IRS lobby (aided by the FM himself) emerged victorious.

New Cadre Review be made effective from Jan 1, 2006
The New Cadre Review , as approved by the D.O.P.T, must be made effective
from January 1, 2006 i.e. the date from which Recommendations of the
Sixth Pay Commission became effective. This will ensure justice to the
senior members of I.R.S. who had to retire in lower scales than what
they actually desrved. In fact, there are precedents too for this when
benifit of promotions were granted to those already retired with retrospective
effect after the third Cadre review in 1986. This was followed after
the 4th Cadre review as well. This cadre review had been in the pipeline
for more than six years as on date which is being finalised now.

Enquiry for difference in the dates of entry into service Background
A retired clerk of the Postal Department claimed that the department
has committed forgery by depicting different dates of entry into service
of three officials in the two Gradation Lists. He sought the information
regarding the tenure of three different officials of the Postal Department
and also wanted to know the tenure of one of the three employees as
Sub Post Master. The Commission perused the concerned records and observed
that the dates of entry into service of the above mentioned three officials
in the two Gradation Lists were totally different and there was manipulation
of records. The Commission directed SSPOs, Ludhiana City Division to
enquire into the matter and intimate the correct dates of entry into
service of the above mentioned three officials to the appellant and
also fix up responsibility of the erring officials in this regard. The
PIO was also directed to provide the information related to the tenure
of one of the three employees as Sub Post Master to the appellant.

RTI Act was never thought of a means for getting an enquiry initiated.
From being a mere tool to obtain photocopies of documents, the RTI Act
is evolving into an instrument to bring about transparency in the working
of the public organisations.
