HUDCO signs MoU with MoHUPA for 2012-13 (UPDATED)
Housing & Urban Development Corporation Limited (HUDCO) and the
Ministry of Housing & Urban Poverty Alleviation (MoHUPA) entered
into the Memorandum of Understanding, identifying the parameters for
performance levels to be achieved by HUDCO during 2012-13. The MoU was
executed by A K Misra, Secretary (HUPA) and V P Baligar, CMD, HUDCO
in the presence of senior officials from the Ministry and HUDCO. The
MoU envisages higher growth in HUDCO's operations during the year 2012-13
with significant focus on its social housing portfolio for the weaker
sections. HUDCO would support over 3.84 lac dwelling units under Affordable
Housing including EWS and LIG. HUDCO aims to sanction projects worth
over Rs.22, 000 crore and disburse over Rs.6, 200 crore during the ensuing
year. Continuing with the impressive growth registered by HUDCO during
the current financial year, HUDCO is poised to continue its growth and
contribute towards housing and urban infrastructure development across
the country.

ONGC signs MoU with MoPNG for 2012-13 (UPDATED)
Oil and Natural Gas Corporation Limited (ONGC) has signed Memorandum
of Understanding (MoU) with Ministry of Petroleum & Natural Gas
(MoPNG) for its Performance Evaluation Parameters and Targets for the
year 2012-13.The MoU was signed by Sudhir Vasudeva, CMD, ONGC and G
C Chaturvedi, Secretary, P&NG at Delhi in the presence of ONGC Directors
and senior officials from MoPNG. The MoU 2012-13 has specific targets
of production of Crude Oil, Natural Gas, and Reserve Accretion which
includes ONGC's share from Domestic JV fields / acreages and VAP Production.
Apart from the financial parameters, ONGC has committed itself on Human
Resources Management, Research & Development (R&D), Corporate
Social Responsibility (CSR), Sustainability Development and Corporate
Governance compliance. The MoU also commits ONGC on parameters like
Project Management, Energy Audits/savings, HSE Audits and Surveillance
audits for sustaining ISO/OHSAS accreditation. A new parameter on 'Plan
Expenditure' has also been included.

CRWC signs MoU with CWC on 2012-13 targets
Central Railside Warehouse Company Ltd. (CRWC) has signed a Memorandum
of Understanding (MoU) with the Central Warehousing Corporation (CWC)
setting out various physical and financial targets for the year 2012-13.
The MoU was signed by Vinod Asthana, Managing Director, CRWC Ltd with

ITI MoU Concentrates on Revival Plans
ITI Bangalore, has signed a Memorandum of Understanding (MoU) with the
Government for the year 2012-13, with the thrust areas being pursuing
growth opportunities in telecom sector and exploiting diversified businesses
such as renewable energy. The MoU also envisages that ITI concentrate
on revival plans with due approval of the Government agencies. Besides,
under the MoU signed by Secretary - DoT and Chairman - Telecom Commission
R.Chandrasekhar and CMD - ITI Ltd. K.L. Dhingra, in New Delhi, the Company
has committed to follow DPE guidelines for the Corporate Governance,

NBCC inks annual MoU with Ministry of Urban
Development
NBCC, a Schedule 'A' CPSU, under the Ministry of Urban Development (MoUD),
Govt. of India, has recently signed Memorandum of Understanding (MoU)
for the FY 2012-13 with MoUD. The MoU for 2012-13 signed between Dr.
Sudhir Krishna, IAS, Secretary (UD), Govt. of India (on behalf of the
MoUD) and Vishnu P Das, CMD, NBCC (on behalf of NBCC), sets out certain
performance targets based on static or financial parameters, dynamic

Fruit Wine program held at Gangtok, Sikkim
A good number of self help groups and NGOs in fruit wine production
participated in the seminar 'Fruit Wine & its Commercial Application'
held recently at Gangtok, Sikkim. Addressing the seminar as Guest of
Honour, Vishal Chauhan - Secretary Agriculture, Food Security &
HCCDD, explained about the availability of abundant Fruits & Vegetables
for processing and added that around 40 percent fruits go waste during
transportation and difficult terrain. He further said that non availability
of processing units is also responsible for wastage of Fruits &
Vegetables but expressed his happiness about the successful functioning
of the Large Cardamom Auction Centre at Rongpo, Sikkim by NERAMAC. Sikkim's
Minister of Agriculture D N Takarpa who was the Chief Guest on the occasion
appreciated the efforts of the NERAMAC & Indian Grape Processing
Board in organising the seminar on Fruit Wine & its Commercial Application
and said that Fruit Wine Processing is in early stage and is in need

Mess created by CPWD
Mess has been created by CPWD in Laxmi Bai Nagar Type IV Government
quarters. For last 2 years, these quarters are in continuing mess, so
much so that we cant take a stroll outside our houses. First the CPWD
decided that the internal roads have to be concretised, a one month
job took them one year and the whole complex was in mess with cement,
sand etc. strewn and flying all over. And the whole garden area became
a mess till the end. Once this job was over, CPWD started some pipe
laying and garden maintenance work , again a one month job took 9 months
and the colony was in a mess. After this it is the turn of some repair
work inside the quarters and again it seems this one month job is going
to take one year or so, with sand and building materials thrown all
around. Why doesn't the government disbands CPWD and give its work to
the housing society and end the torture of residents. It seems that
when it comes to type iv and below quarters , CPWD is at its worst.
Hope the Urban Development Minister is reading this column and do something
to end this torture.

Enquiry for difference in the dates of entry into service Background
A retired clerk of the Postal Department claimed that the department
has committed forgery by depicting different dates of entry into service
of three officials in the two Gradation Lists. He sought the information
regarding the tenure of three different officials of the Postal Department
and also wanted to know the tenure of one of the three employees as
Sub Post Master. The Commission perused the concerned records and observed
that the dates of entry into service of the above mentioned three officials
in the two Gradation Lists were totally different and there was manipulation
of records. The Commission directed SSPOs, Ludhiana City Division to
enquire into the matter and intimate the correct dates of entry into
service of the above mentioned three officials to the appellant and
also fix up responsibility of the erring officials in this regard. The
PIO was also directed to provide the information related to the tenure
of one of the three employees as Sub Post Master to the appellant.

RTI Act was never thought of a means for getting an enquiry initiated.
From being a mere tool to obtain photocopies of documents, the RTI Act
is evolving into an instrument to bring about transparency in the working
of the public organisations.
