NALCO pays dividend of Rs.202 to GoI (UPDATED)
National Aluminium Company Limited (NALCO), the Navratna PSU, under
the Ministry of Mines, Government of India (GoI), has declared an interim
dividend of 18%, i.e. Rs.0.90 per share of Rs.5 each, amounting to Rs.231.95
crore for the financial year 2011-12, on the paid-up equity share capital
of Rs.1288.62 crore. Dinsha J. Patel, Union Minister of State (independent
charge), Ministry of Mines, was presented a National Electronic Clearing
Service (NECS) advice amounting to Rs.202.14 crore as interim dividend
on the 87.15% shares held by the GoI in New Delhi on March 28, 2012.
Vishwapati Trivedi, IAS, Secretary, Ministry of Mines GoI and from NALCO,
B L Bagra, CMD and S S Mahapatra, Director (Production) were notably
present on the occasion. NALCO, which started its commercial operations
in 1987 has been earning profits consistently and has been declaring
dividends since 1992. For the year 2010- 11, the company had declared
a total dividend of Rs.257.72 crore. The company had earned a net profit
of Rs.1069 crore during the year 2010-11. During the current financial
year 2011-12, the company has provisionally earned a net profit of Rs.567.40
crore up to December 2011. The 18% interim dividend is being paid on
enlarged capital base after split and bonus issue last year. Since its
inception, NALCO has paid Rs.4171.25 crore as dividend including Rs.3637.16
crore to GoI. In addition, the company had also repaid an amount of
Rs.644.31 crore to its shareholders during 1999 by reducing the capital
base by 50%.
NERAMAC signs MoU with GoI for 2012-13 (UPDATED)
North Eastern Regional Agricultural Marketing Corporation (NERAMAC),
a CPSU, under the Ministry of Development of North Eastern Region (MDoNER),
Govt. of India, has recently signed Memorandum of Understanding (MoU)
for the FY 2012-13 with MDoNER, Government of India. The MoU for 2012-13
signed between Anil Kumar, IAS, Secretary, MDoNER and S Bhattacharjee,
MD, NERAMAC, sets out certain performance targets based on static financial
parameters, dynamic parameters, sector specific and enterprise specific
parameters. P K Pattanaik, IAS, Joint Secretary, MDoNER and P R Meshram,
Director, MDoNER were also present during the MoU signing. As per the
MoU, Ministry of DoNER will assist NERAMAC in supporting the NLCPR projects
planned to take up in the north east for development of agro & food
processing in a larger perspective. The MoU envisages higher growth
in NERAMAC's operations during the year 2012-13 with significant focus
on its procurement & marketing portfolio for the farmers of the
north east. NERAMAC would support the farmers in bringing up agri-business
through capacity development programs, awareness programs etc. Continuing
with the growth registered during last couple of years, NERAMAC is poised
to continue its growth and contribute towards bringing up sustainable
agriculture marketing in NE Region.

performance levels to be achieved by HUDCO during 2012-13. The MoU was

MoU envisages higher growth in HUDCO's operations during the year 2012-13

Housing including EWS and LIG. HUDCO aims to sanction projects worth
over Rs.22, 000 crore and disburse over Rs.6, 200 crore during the ensuing
year. Continuing with the impressive growth registered by HUDCO during
the current financial year, HUDCO is poised to continue its growth and
contribute towards housing and urban infrastructure development across
the country.
ONGC signs MoU with MoPNG for 2012-13
Oil and Natural Gas Corporation Limited (ONGC) has signed Memorandum
of Understanding (MoU) with Ministry of Petroleum & Natural Gas
(MoPNG) for its Performance Evaluation Parameters and Targets for the
year 2012-13.The MoU was signed by Sudhir Vasudeva, CMD, ONGC and G
C Chaturvedi, Secretary, P&NG at Delhi in the presence of ONGC Directors
and senior officials from MoPNG. The MoU 2012-13 has specific targets
of production of Crude Oil, Natural Gas, and Reserve Accretion which
includes ONGC's share from Domestic JV fields / acreages and VAP Production.
Apart from the financial parameters, ONGC has committed itself on Human
Resources Management, Research & Development (R&D), Corporate
Social Responsibility (CSR), Sustainability Development and Corporate
Governance compliance. The MoU also commits ONGC on parameters like
Project Management, Energy Audits/savings, HSE Audits and Surveillance
audits for sustaining ISO/OHSAS accreditation. A new parameter on 'Plan
Expenditure' has also been included.

Income Tax department
It is seen that officers nearing retirement stop functioning completely.
In government service officers retire from the apex positions, therefore
the entire service or department gets affected if the top level officer
stop work two to three months before their superannuation. The Income
Tax department is reeling under the chaos of two of its highest officers
retiring in April and June 2012. The normal work of transfer and placement
of officers has been frozen due to inactivity of the board. Retirement
should not become a reason to stop working while being subsidized by
taxpayers money.

"9964 CBI Cases Pending !"
The WIC news item makes a disturbing reading. The huge pendency could,
to a large extent, be attributed to huge shortage of staff and officers
in the CBI. Misuse of CBI by successive governments as a political tool
to arm-twist its detractors, is an open secret. This is a matter of
national shame. Director, CBI must have freedom in investigation and
prosecution matters. He must have full financial, administrative and
legal authority to recruit officers and take officers on deputation.
The existing practice of seeking prior sanctions for prosecution must
be reviewed in terms of SC's orders directing the Government to give
sanction to prosecute the accused officials within 3 months under the
Prevention of Corruption Act (extendable to 4 months for legal consultations)
failing which sanction should be deemed as given. The GoI is expected
to amend the PC Act suitably.

Corruption in army is not a new thing
We have been reading in newspapers about various types of corruption.
Corrupt officials only nurture corrupt practices. In most of the Central
government offices in Delhi, all bills of certain value and above should
be vetted by the local PAO. I am left to wonder how a pre-audit or a
financial committee are not formed to look into the matters relating
to various purchases. It is really strange. We, in our country, let
every thing happen and when something serious
happens, then we make a big hue and cry after a few years. Army Chief
should have brought it to the notice of the President as well in writing.

Enquiry for difference in the dates of entry into service Background
A retired clerk of the Postal Department claimed that the department
has committed forgery by depicting different dates of entry into service
of three officials in the two Gradation Lists. He sought the information
regarding the tenure of three different officials of the Postal Department
and also wanted to know the tenure of one of the three employees as
Sub Post Master. The Commission perused the concerned records and observed
that the dates of entry into service of the above mentioned three officials
in the two Gradation Lists were totally different and there was manipulation
of records. The Commission directed SSPOs, Ludhiana City Division to
enquire into the matter and intimate the correct dates of entry into

also fix up responsibility of the erring officials in this regard. The
PIO was also directed to provide the information related to the tenure
of one of the three employees as Sub Post Master to the appellant.

RTI Act was never thought of a means for getting an enquiry initiated.
From being a mere tool to obtain photocopies of documents, the RTI Act
is evolving into an instrument to bring about transparency in the working
of the public organisations.
