Forceful repatriation of ITS officers from
PSUs (UPDATED)
Forced repatriation of many ITS Group A officers from MTNL/BSNL is causing
huge loss to the Exchequer. The absorption process of Group B, C, D
officers/officials initiated between 2002 and 2004 has led to a huge
cost incurred towards settlement of arrears for pay hikes etc. to the
tune of 40-60% in various cadres. Following this, DoT has so far made
three attempts in 2005, 2008 and 2011 to absorb ITS-Group 'A' officers
in these PSUs but in vain as the offer at any point of time has not
taken into account or addressed the contentious issues relating to service
conditions and career aspirations of the officers.

NALCO pays dividend of Rs.202 to GoI
National Aluminium Company Limited (NALCO), the Navratna PSU, under
the Ministry of Mines, Government of India (GoI), has declared an interim
dividend of 18%, i.e. Rs.0.90 per share of Rs.5 each, amounting to Rs.231.95
crore for the financial year 2011-12, on the paid-up equity share capital
of Rs.1288.62 crore. Dinsha J. Patel, Union Minister of State (independent
charge), Ministry of Mines, was presented a National Electronic Clearing
Service (NECS) advice amounting to Rs.202.14 crore as interim dividend
on the 87.15% shares held by the GoI in New Delhi on March 28, 2012.
Vishwapati Trivedi, IAS, Secretary, Ministry of Mines GoI and from NALCO,
B L Bagra, CMD and S S Mahapatra, Director (Production) were notably
present on the occasion. NALCO, which started its commercial operations
in 1987 has been earning profits consistently and has been declaring
dividends since 1992. For the year 2010- 11, the company had declared
a total dividend of Rs.257.72 crore. The company had earned a net profit
of Rs.1069 crore during the year 2010-11. During the current financial
year 2011-12, the company has provisionally earned a net profit of Rs.567.40
crore up to December 2011. The 18% interim dividend is being paid on
enlarged capital base after split and bonus issue last year. Since its
inception, NALCO has paid Rs.4171.25 crore as dividend including Rs.3637.16
crore to GoI. In addition, the company had also repaid an amount of
Rs.644.31 crore to its shareholders during 1999 by reducing the capital
base by 50%.
NERAMAC signs MoU with GoI for 2012-13
North Eastern Regional Agricultural Marketing Corporation (NERAMAC),
a CPSU, under the Ministry of Development of North Eastern Region (MDoNER),
Govt. of India, has recently signed Memorandum of Understanding (MoU)
for the FY 2012-13 with MDoNER, Government of India. The MoU for 2012-13
signed between Anil Kumar, IAS, Secretary, MDoNER and S Bhattacharjee,
MD, NERAMAC, sets out certain performance targets based on static financial
parameters, dynamic parameters, sector specific and enterprise specific
parameters. P K Pattanaik, IAS, Joint Secretary, MDoNER and P R Meshram,
Director, MDoNER were also present during the MoU signing. As per the
MoU, Ministry of DoNER will assist NERAMAC in supporting the NLCPR projects
planned to take up in the north east for development of agro & food
processing in a larger perspective. The MoU envisages higher growth
in NERAMAC's
operations during the year 2012-13 with significant focus on its procurement
& marketing portfolio for the farmers of the north east. NERAMAC
would support the farmers in bringing up agri-business through capacity
development programs, awareness programs etc. Continuing with the growth
registered during last couple of years, NERAMAC is poised to continue
its growth and contribute towards bringing up sustainable agriculture
marketing in NE Region.

Death Sentence of Balwant Singh Rajoana (Punjab)
Yesterday's decision of MHA to stay execution of Balwant Singh Rajoana
has raised few questions in my mind, whose answers I could not find
in any of news channels. I have no malice towards Balwant. As per prescribed/laid
down procedure, a death convict has to appeal in concerned High Court
after confirmation of sentence. If not accepted, one has right to appeal
to the Supreme Court. Only after exhausting all the judicial remedies
as available, one gets liberty to make a mercy petition to the President.
In Balwant's case, he or SGPC on his behalf, perhaps did not have the
right to directly approach the President because they have not availed
of the judicial remedies available to them. Secondly, execution order
passed & reiterated by Chandigarh's Session Court is still in force
because MHA have no judicial powers to stay a Court Order. Only High
Court or Supreme Court are competent to do so. I think MHA, while taking
action in haste, have failed to look into this important aspect. Since
any High Court or Supreme Court have not considered any appeal against
the original sentence, any decision taken by the President on advice
of MHA shall be open to judicial review by the Apex Court of India and
any contradictory decision shall be enough to make mockery of the powers
vested in head of the Nation, the President!

Kudos to Madhya Pradesh Lokayukta
Sir, if 9964 cases pending with CBI for investigation then it should
put up this list department wise and ministry wise on its website so
that public can also see it. another thing is when there is such an
elaborate vigilance network of Chief Vigilance Officers, Deputy Vigilance
Officers etc in every organisation then what these men/woman doing.
They do not carry inquiry and catch culprit. If they all sincerely doing
their work then burden on CBI can decrease but these CVO/Dy CVO just
sitting doing nothing much except submitting monthly quarterly reports
and statements to CVC and the more inactive they remain and less noise
they make the higher is grading in APAR of these officers. so why anyone
will want to work when they getting salary and full facility with no
work. by overburdening CBI they are helping in making it ineffective.
if CBI gets too large number of cases it will become unmanageable. in
such scenario the effective Lokayukta can make lot of difference. Just
see how only a Lokayukta in Madhya Pradesh has been carrying out raids
and caught so many corrupt persons big and small. This one Lokayukta
has recovered cost of all other Lokayuktas by confiscating crores of
property. if the expenditure on one Lokayukta is one crore in one year
the Lokayukta in Madhya Pradesh recover more then 200 crores of ill
gotten money. Imagine the situation if all Lok Ayuktas work in same
manner. The office of Lokayukta can become most profit making department
in the government and can easily shoulder the deficit of government
of India. Therefore effective Lokayukta is answer to unburdening the
CBI so that it can concentrate on most complicated cases requiring high
degree of investigation. if any one higher up listen to this my suggestion
for implementation it will benefit country.

Enquiry for difference in the dates of entry into service Background
A retired clerk of the Postal Department claimed that the department
has committed forgery by depicting different dates of entry into service
of three officials in the two Gradation Lists. He sought the information
regarding the tenure of three different officials of the Postal Department
and also wanted to know the tenure of one of the three employees as
Sub Post Master. The Commission perused the concerned records and observed
that the dates of entry into service of the above mentioned three officials
in the two Gradation Lists were totally different and there was manipulation
of records. The Commission directed SSPOs, Ludhiana City Division to
enquire into the matter and intimate the correct dates of entry into
service of the above mentioned three officials to the appellant and
also fix up responsibility of the erring officials in this regard. The
PIO was also directed to provide the information related to the tenure
of one of the three employees as Sub Post Master to the appellant.

RTI Act was never thought of a means for getting an enquiry initiated.
From being a mere tool to obtain photocopies of documents, the RTI Act
is evolving into an instrument to bring about transparency in the working
of the public organisations.
