Bring in Accountability Bill for bureaucrats
Senior bureaucrat writes nothing on the file. He calls his junior and asks him to write the note. Therefore senior bureaucrat doesn't get caught as he puts blame on the clerk. Please analyse the cases with CBI. It is seen in majority of the cases that big fishes are let off for lack of evidence. The bureaucracy will never bring in law which will hold officers accountable for writing wrong facts or suppressing facts leading to a Minister taking wrong decisions. Politician coming to power first time doesn't knows full rules and regulation and is overwhelmed by government rules. Here the bureaucrat takes advantage. Therefore I request the government to bring in accountability bill for bureaucrats andn they should be held responsible for the noting on the files signed by them.

Since the higher echelons of bureaucracy is more often than not prime mover of policy decisions and certainly of its fine print, they are accountable in most cases. They are also accountable if they submit to wrong policies without exercising their right and duty to advice correctly.

What went wrong with Congress in Uttar Pradesh ?

The reasons for debacle of the Congress in Uttar Pradesh is (1) Too many leaders, nearer to Rahul, who took the party procedures and protocols to a ride without any accountability. (2) Immaturity on the part of Rahul for being unable to identify the ulteriors of the clowny leaders and failing to cut them to appropriate size when required. (Jaiswal's foolish comments that we will bring Presidents rule if the Congress doesn't comes to power was unwarranted. Khurshid Alam is no punter in Congress Muslim politics , the only quality he has is having house nearer to Zamia Islamia in Delhi which is visited by several poor Uttar Pradesh people in search of assistance for mundane work in the national capital. How does he assumes that he is true Muslim representative of UP Muslims ? The announcement of reservation was not warranted. Rita Bahuguna saying that the Congress will not tie up with anyone in UP was also not warranted. Everybody knows what happened in the Congress during distribution of tickets. Will such stupidities ever attract Votes. We may be backward in UP but we are not in 1930's. The Gopalgar incident and wrong handling by Ashok Gehlot also lead to loss of Muslim votes. Too many wrong doers in Congress were visible. They pushed Rahul Gandhi and made him to work hard with all booby traps around. His situation is that of an young SP or Collector, where they will be doing hard work but actual control of the district is with ADSPs and ADM.

Aspersion on language skills of Pranab Mukherjee unwarranted The aspersion on language skills in English of Pranab Mukherjee - and of all Bengalis who appear on TV, is extremely unwarranted and not in good taste. Pranab Babu is an excellent speaker and his speeches in
Parliament are a treat to hear. His accent may be of a Bengali but he has a very good command of English and chooses his words well. As for other Bengalis on TV, are there any better speakers than Prannoy Roy of NDTV or Swapan Das Gupta, the jounalist, both Bengalis ?

It is surprising how can we comment about the accent of peop e belonging to a particular linguistic origin. My friend should understand that mother tongue and learnt language are different and you speak your learnt language in the accent of your mother tongue. Chinese & Japanese speak English differently than others. Foreigners speak Hindi in different accent. Let us stop commenting on such traits which are natural and not acquired.

Should the legal course of action against a party be disclosed to them?

Information on the implementation or otherwise of Hon'ble Gauhati High Court's order dated 6.1.2010 and 29.6.2010 in the matter of Writ Petition No. 591 of 2008 (including Miscellaneous Case No. 479 of 2010), 1048 of 2008 and 2814 of 2008 preferred by M/s Dharampal Satyapal Limited and others was sought. The PIO rejected the application by claiming exemption u/s 8 (1) (h) of the RTI Act holding that the disclosure of the same at this stage may dilute the process
and harm the revenue interest. On appeal, the FAA rejected the first appeal upholding the decision of the PIO that information sought by the appellant at this stage is in the private domain and is not eligible to be disseminated. The CIC upheld the stand of the respondents.

Comments

As a third party, a Public Authority is entitled to protect an information which relates to it and which it has considered confidential. A person cannot have the right to access all information about how the Government is seeking to defend its position in a legal proceeding without having access to similar information of the opposite party. Hence, the disclosure of the information which the department has internally processed through consultation with the legal advisers and officers of the department can cause serious harm to the Public Authority's ability to safeguard public interest as well as the Department's interest in any litigation.
