Disappointment brewing among young officers
in Railways
More than 300 young Railway Officers belonging to batches of 2001 and
2002 of Railway services are highly disappointed on Railway Board's
apathy towards constituting DPC for their regular JA Grade Promotion
despite existence of huge vacancies. Statistics shows that upto 1999
batch, the promotion to regular JA Grade was awarded after completion
of Eighty years service. Now even after completion of 10 years regular
service Grp A, officers were not being promoted to JA Grade and about
five batches (2005 batch onwards) were continuing in adhoc JA Grade.
Confidential Section in Board's office blames zonal railways for not
providing APARs/ACRs to Board's office, whereas zonal Railways have
already forwarded the APARs/ACRs of the same to Board's office. As one
more financial year is over now , the promotions may get again delayed
by waiting for APARs of 2011-13 resulting in financial loss as well
as delay for other privileges like Type V houses, Laptops and First
AC passes.

Diploma programme
Four Indian Police Service (IPS) officers have been nominated for 11th
Post Graduate Diploma programme in Public Policy and Management-2012-14
commencing from June 11, 2012 at Centre for Policy, Indian Institute
of Management, Bangalore. The officers include: Mrs. Harshita Attaluri
of 2002 batch Kerala cadre; Chakilam Nagaraju of 2003 batch Kerala cadre;

Modi on Gujarat's 52nd Foundation Day (UPDATED)
Greeting the people of Gujarat on the 52nd Foundation Day of the State,
Chief Minister Narendra Modi resolved to take the State to such a height
that every Gujarati would feel proud to be a Gujarati.
In his message to the people, he paid his salutations to Mahagujarat
Movement's leaders Induchacha and others. He proudly spoke about the
success story of Gujarat and how the state continued to develop even
after facing many calamities like the unforgettable earthquake and said
that the reasons or the forces behind this success story are the six-crore
people of Gujarat, their unity, brotherhood and accepting the path to
peace. Today experts identify Gujarat for initiating agricultural revolution
of sorts in India, achieving a growth of 11 per cent during the decade.
While Gujarat has already made its mark in industrialization, the government
issued notices to open dairies in so far unrepresented Kutch and Kathiawar
regions with a view to checking the exploitation of small and marginal
cattle owners. The state has also diversified its portfolio from chemicals
and pharmaceuticals to engineering industry and automobile, invited
companies like Bombardier to build Metro trains, thereby creating job
opportunities and changing the very profile of industries in the state.
The government has introduced an insurance scheme of up to Rs.30, 000
to take care of the poor, living on the edge, constantly worried about
their health and children's education. The government has allocated
Rs.200-crore under the Chief Minister's Amritam Yojna in this year's
budget for treatment of unexpected expenditure on account of terminal
diseases like cancer, kidney failure and heart attack of the poor.
Any discussion on development anywhere in the world would remain incomplete
without a mention of Gujarat's development.

No need to put any limit to RTI queries
There is no need to put any limit to RTI queries. In fact the citizen's
need to be educated. Some people think that their first RTI is in the
form of something that will settle their grievance. The first RTI application
should be properly drafted so that the truth is brought outside. Thereafter,
the person can get his grievance resolved. Some officers in the Government
still remain stubborn in the matter of interpretation of rules. An RTI
application by an employee to the Ministry/Department concerned with
the rules brings out the truth by which the mouth of the obstinate officials
can be shut. One of my widowed sister living in Gorakhpur was being
harassed by the electricity officials for paying dues inspite of her
having paid all the bills. Two bills with different Meter Numbers were
delivered to her at her address. The other meter did not exist in her
house. Thinking her to be poor issueless widow the electricity employees
were thinking to extract something from her. But my one RTI application
to addressed to the CMD resolved all the issue. Delhi Jal Board had
issued to me a wrong bill of Rs.3000/-. Whenever, I went to their office
they said that the bill was correct and I was required to pay the amount.
They had no time to listen. But my one RTI application addressed to
CEO, Delhi Jal Board resolved all the matter and man came running to
my house acknowledging Delhi Jal Board's fallacy and I was required
to pay only Rs.700/-. I had issued a cheque from my account in Bank
of Baroda, Chanakyapuri, New Delhi in the name of person having an account
in SBI, North Block, New Delhi. The cheque had not reached its destination
for 10 months. My repeated visits to both the banks did not resolve
the issue. One RTI application resolved everything. The Cheque was lying
in a bag in the SBI, North Block. The amount was credited to the account
of that person along with interest. These are some success stories of
RTI. We cannot allow Government servants to be lord almighty for the
citizens. In fact, private companies having public dealings should also
be brought under the purview of the RTI Act so that the citizen is not
made to run from pillars to post.

RTI Act to be used with responsibility and with due care The appellant
sought various details and basis of the regulations for the management
of employees in the Public Authority. The Public Information Officer
(PIO) provided some information and the Appellate Authority directed
the PIO to provide inspection of the documents to the appellant after
the payment as per the prescribed fee under RTI (Regulation of Fee and
Cost) Rules, 2005. The Central Information Commission (CIC) noted that
the appellant has been overzealous in exercising the cherished right
given to him under the RTI Act and has put in over 35 RTI applications
and 22 appeals before the First Appellate Authority (FAA), seeking voluminous
and old information. Further, the appellant has chosen not to appear
even for a single personal hearing fixed by the FAA or before the Commission
even when the notice is served to him. The Commission warned the appellant
to exercise the right given to him under the transparency legislation
with responsibility and with due care and not use it as a tool for settling
personal scores or with the intent to disturb the smooth functioning
of the public authority.
Comments
The RTI Act should not be allowed to be misused or abused. Indiscriminate
and impractical demands or directions under RTI Act for disclosure of
all information may adversely affect the efficiency of the administration
and result in the executive getting bogged down with the non-productive
work of collecting and furnishing information.
