During a recently held high profile wedding in Pune Suresh Kalmadi was
alone and there were no people around him either. A person who attended
the wedding said whenever Kalmadi would attend a social function earlier

What 'type of consultancy did these companies provide?
In 12 years of services/consulting career, no client offered an equity
stake to me or my company! And neither did I hear any such offer to
other consulting firms except small start-ups offering equity instead
of fees! What 'type of consultancy did these companies provide which
'enabled' the clients' to offer equity stake - that too at discounts
to Chidambaram's son Karthi. Wish there was a way out in the rule of
an honest PM and an honest FM! Kudos to Subramanian Swamy for exposing
- many more such exposures are needed on Chidambaram and his family!

God's intervention
We really need God's intervention to make the department see light
the eligible officers are suffering and hard pressed to explain as to
why the vacancies are not being filled up really sad to see the inertia
on the part of the board and the higher level officers who are they
promoting?

Most pampered lot
Group B officers/ promotee Group A officers of Income tax are a most
pampered lot and are known to be perpetually on strike without bothering
for the government even though they have far better promotion prospects
than their counterparts in the CBI, Customs or any other organisation.
In fact Class III have better promotions in Income Tax than even PPS
and PCS officers have.

Recent phenomenon in Gujarat
Not only so many posts are vacant in the IAS cadre in Gujarat, a lesser
known recent phenomenon in Gujarat is that promotions to such vacant
posts are also being delayed for no rhyme or reason. For example, two
posts of ACS rank are vacant in the cadre from 31/12/2011 and 01/02/2012
respectively but not being filled up despite the fact
that eligible officers are available. In fact, similar situation is
prevailing in IPS Cadre also where some officers of 1977 batch actually
retired without getting promoted to apex scale though they were eligible
for promotion and clear vacancies were also there in the
apex scale. This is a very recent phenomenon in Gujarat which till recently
was known to be very prompt in such matters. Is it a deliberate ploy
to rein in the senior officers in the cadre?

Bid get the transfer order cancelled
Will the cap regarding transfer of Junior IIS officers stop? Some interested
party obviously planting this to get the transfer order cancelled.

Is a penalty leviable if information is provided after the order
of FAA?
An advocate had been removed from the panel of advocates of a bank.
He filed an application under RTI seeking information related to his
removal from the panel such as whether the branch manager has written
a letter to the zonal office regarding his removal and whether he was
removed on the basis of that letter. He also sought a copy of the said
letter. The Public Information Officer (PIO) denied the information
claiming what has been sought is not information as defined under section
2(f) and is beyond the purview of the RTI Act. The copy of the letter
was refused stating that it pertained to internal correspondence between
the Branch and Zonal office. However, the PIO provided the information
on the directions of the First Appellate Authority (FAA). The appellant
submitted before the CIC that the PIO should be penalized for the delay
in providing the information. The Commission rejected the appeal noting
that the appellant had framed the query in Hindi in such a way that
some deductions would have to be made to understand the information
he was seeking and thus the PIO's helplessness was understandable.
Comments
There are cases where a PIO may be confused while reading a RTI application
whether an interpretation has been sought or the applicant wants a copy
of certain documents. In such cases, the PIO may seek clarification
from the applicant.
