Railways going the Air India way
With the Chairman and Board members busy in routine operational issues
of a mundane nature and not having any concern whatsoever for vision
and policy, and the minister spending most of his time in Kolkatta,
the railways seems to be heading for a major disaster. Board, Hqrs and
Divisions are all fully occupied in daily operational issues and major
issues are not being looked at. It is being widely discussed on zonal
railways that CRB's penchant for reacting and seeking comments on every

No one can see them directly
There is a PS room through which one has to pass through. They keep
the main doors to their room locked. Only when some other IAS officer
comes is that door opened. "Public servants" being so highly
inaccessible happens only in UP First they sit in the secretariat where
no one can enter without a "pass" No other All India Service
in the State is issued a pass to enter the secretariat. Second no one
can enter their room unless he has made the PS "happy" The
CM needs to see this high inaccessibility of public servants. How can
those paid from
the public 's pocket be so inaccessible to the public? What are they
so afraid of?

Mystery shrouds the delay in finalizing appointment of new Director
General (DG) of the Indira Gandhi National Forest Academy (IGNFA), Dehradun
file of which has been lying in the Cabinet Secretariat. Two Indian
Forest Service (IFS) officers are in the fray. They are R K Goyal (1977
batch) and A K Wahal (1978 batch).Though, the search committee headed
by Cabinet Secretary Ajit Kumar Seth had met once, it could not finalise

Gujarat celebrates 52nd Formation Day with
great fervour (UPDATED)
Commemorating 52nd Formation Day of the state Gujarat Chief Minister
Narendra Modi announced an ambitious bulk water supply scheme worth
Rs. 456 crore to provide clean and sufficient water for drinking and
irrigation purpose for the 210 villages of northern part of Dahod district
and an Under Ground sewer scheme worth Rs. 45 crore for Dahod city.
Gujarat's 52nd State Level Formation Day function was celebrated in
a grand way at the tribal dominated Dahod district, popularly known
as "the Region of Rising Sun", in the presence of Modi. "We
are also planning to provide clean drinking water for the villages of
southern part of Dahod distrit by laying 119 km long pipeline from Hafeshwar
and it will be materialized soon", Modi announced on the occasion.
Ground breaking ceremonies, inaugurations and announcements for 500
odd development works worth Rs. 903 crore, for a tribal dominated district
like Dahod, in a single day has been made, as part of celebration of
State Formation Day, said Mr. Narendra Modi. Modi said,"Our opponents
have been celebrating "the Decade of Lies" and we are celebrating
"Development Festival" in Gujarat. We are not utilizing a
single paisa from Centre's fund for these development works that is
to be carried out in Dahod. All the expenditure for the implementation
of these schemes will be borne by the money of Gujarat's exchequer.
I am the custodian of public exchequer and not allow any body to misuse
it", he reaffirmed.

6 GMs shifted in Pipelines Division, IOCL (UPDATED)
As many as six General Managers (GMs) have laterally been shifted in
Pipelines Division in Indian Oil Corporation Limited (IOCL). Accordingly,
P K Arora has been made GM I/c(PJ-T&I) PLHO while Chanduru will
now be GM I/c SRPL Chennai and R K Sharma is GM I/c(Const) PLHO. Similarly,
Pawan Kumar Bansal has been posted as GM(PJ-Electrical) PLHO; V P Harinarayan
as GM(Ops) SRPL Chennai and H P Sahi as GM(Contracts) PLHO.
Secretary DPE Visits ITI, Bangalore (UPDATED)
O P Rawat (IAS), Secretary, Department of Public Enterprises (DPE),
visited ITI's Corporate Office and Bangalore Plant recently and discussed
several issues related to ITI's business with senior executives at the
Corporate Office.While, K L Dhingra, CMD, ITI Ltd, welcomed the guest
and thanked DPE for its support and explained the efforts being made
by ITI to revive the Company through various measures, R. K. Agarwal,
Director (Marketing) made the presentation on behalf of ITI focusing
on the Company's new businesses and future plans. Rawat also planted
a sapling at ITI's Bangalore Plant as a goodwill gesture.
Fiat and Tata to re-align their Indian joint-venture

Fiat and Tata have agreed that in order to further develop the Fiat
brand in India, management control of Fiat's commercial and distribution
activities will be handed over to a separate Fiat Group owned company.
Currently Tata Motors has been managing the distribution responsibility
of the Fiat branded products in India through joint Tata-Fiat dealerships.As
part of the growth plans and in order to provide greater focus on the
Fiat brand, Tata Motors will hand over the distribution and service
responsibility for Fiat cars in India to a Fiat Group owned company
being formed for this purpose.

Apathetic attitude of MHA
It's a huge apathetic attitude of MHA towards Group-A GD officers of
BSF , who are lagging much behind in promotions in comparison with other
paramilitary forces Group-A GD officers though being from same batches
and same mode of recruitment. Leading to anguish and distrust in their
senior bosses growing day by day, which may lead to a disaster for BSF.
Just a glimpse of the state of affairs. 1997 batch officers in ITBP
are Commandant and their parallel batch in BSF are still 2 post junior
at Dy Commandant, even 1997 to 2001 batch are 2IC in most of the paramilitary
forces but in BSF even after putting in 15 years of service (1997 batch)
they have got only one promotion and are still Dy Commandant. Picture
is even going to be worse than this because in next ten years there
are hardly 100-150 vacancies going to create because of retirements
hence about 10-15 promotions in a year for next 10 years, when officers
from 1997 to 2005 batch in BSF i.e 10 direct entry batches of BSF are
languishing at Deputy Commandants post. All this is creating huge scale
disappointment and disparity in BSF GD officers. This disparity is not
only at one stage but is there at all ranks and stages even in constables
and Subordinate Officers in BSF in comparison with other CAPF's. If
something fruit full and positive steps are not taken in this regards
then the figures of VRS
in BSF that is already highest among all armed forces including army
will shoot the sky. Most of the officers and men in BSF are just waiting
to complete 20 years of service so as to complete the requirement of
pension before quitting the service as there seems no hope for them
in the force because of the apathetic attitude of their bosses and the
ministry. Is somebody listening?

There is a nice article in the force magazine by one Gazala Amin about
the state of the morale of personnel in Central Armed forces like CRPF,
BSF, etc. A must read. The Cadre review story in CRPF is typical of
what the Police Officers do to prevent capable officers of these cadres
from reaching anywhere near the top. They create so many non functional
posts in the middle rung and create such barriers of eligibility that
these officers can not advance. These officers have
no voice since they perform a job which is not considered high profile
by the media.

Why is DoPT sleeping on it ?
The two members of CBDT/CBEC, retired yesterday no signs of the file
movement regarding selection for the new members. Why is DoPT sleeping
on it ? Is it because they want to favor a certain officer or is it
the usual laid back attitude since the concerned officers belong to

1. There should be no restriction on number of RTI applications.
2. The presumed inconvenience caused by large number of applications
can be easily avoided by putting max data on web site and any applicant
can be asked to refer to it.

Most people are still not aware of how to file RTI application. It
will be very helpful, if like Passport Seva Kendras, some NGOs could
set up RTI Seva Kendra which could advise and help common citizens ti
file RTI applications correctly.

P C Act be amended
In response to the comments of M L Gupta, I also support that P C Act
should be amended for including Politicians under the ambit of the definition
of Public Servant But also amendments shall be made in it for taking
most stringent actions against CVC officials and Judiciary officials,
if they are found supporting Corrupt and Corruption through inferences
also, it will be difficult to find direct evidences against them but
could be gathered through their noting/by inferences. eg look at Tetra
truck (BEML) case, CVC now says they will reopen this case - a prima
facie case, which was closed by them earlier, thus allowing corruption
to prosper in intervening period by encouraging corruption than curbing
it.

RTI Act to be used with responsibility and with due care The appellant
sought various details and basis of the regulations for the management
of employees in the Public Authority. The Public Information Officer
(PIO) provided some information and the Appellate Authority directed
the PIO to provide inspection of the documents to the appellant after
the payment as per the prescribed fee under RTI (Regulation of Fee and
Cost) Rules, 2005. The Central Information Commission (CIC) noted that
the appellant has been overzealous in exercising the cherished right
given to him under the RTI Act and has put in over 35 RTI applications
and 22 appeals before the First Appellate Authority (FAA), seeking voluminous
and old information. Further, the appellant has chosen not to appear
even for a single personal hearing fixed by the FAA or before the Commission
even when the notice is served to him. The Commission warned the appellant
to exercise the right given to him under the transparency legislation
with responsibility and with due care and not use it as a tool for settling
personal scores or with the intent to disturb the smooth functioning
of the public authority.
Comments
The RTI Act should not be allowed to be misused or abused. Indiscriminate
and impractical demands or directions under RTI Act for disclosure of
all information may adversely affect the efficiency of the administration
and result in the executive getting bogged down with the non-productive
work of collecting and furnishing information.
