tribal community meet Gujarat CM
Around 30 senior IAS and IPS officers from tribal community made a courtesy
call to Gujarat Chief Minster Narendra Modi on May 20,2012.The group
talked about the tribal community's hard work and contribution in the
State's development. The Chief Minister lauded those senior officials'
commitment for the service of Gujarat. He said that a sea change was
visible in the tribal communities for their approach towards education.
The State Government has set up higher secondary schools and hostels
for tribal students. The civil services training and the training for
joining military have evoked a huge response from the tribal youths,
noted Chief Minister Modi.Senior police official M.D.Meena and Principal
Secretary to Chief Minister K.Kailasnathan were also present on the
occasion.

loud thinking in the corridors of power that a loyal and trusted CEC
be appointed .Logically next to S Y Qurashi in the Election Commission

If insiders are to be believed, now a 1976 batch IAS officer who is
already Secretary in the GoI is ahead in the race for the post of new
Commerce Secretary.
Will D K Mittal be posted as Commerce Secretary?
Will D K Mittal be finally posted as Commerce Secretary ? Presently,
he is posted as Secretary Financial Services i.e. Banking in the Government
of India (GoI). He is Uttar Pradesh cadre officer of 1977 batch. Grapevine
has it that Mittal is seeking a fixed two term as Commerce Secretary
though he has about Eight months to retire.

As the grapevine has it, D K Mittal's posting as Commerce Secretary
is unlikely. It is so because Finance Minister Pranab Mukherjee has
reportedly not agreed for a fixed two year term for Mittal as Secretary
Commerce. In this context a meeting of Commerce and Industry Minister
Anand Sharma was held with Pranab Mukherjee in latter's chamber last
week. In that meeting Mittal was in attendance as well. Presently, Mittal
is posted as Secretary Financial Services i.e. Banking in the Government

Two Joint Secretaries lobbying hard for Additional
Secretary in Centre
Two Joint Secretaries are lobbying hard to be empanelled as Additional
Secretaries at the centre. This is despite the fact that they have not
worked in the centre earlier. DoPT rules do not allow empanelment as
Additional Secretary unless the bureaucrat has worked in the centre
for at least five years.

Ms. Shruti Smita Agnihotri's novel released
by CM, Assam
'Salt, Sugar and Spice', a novel penned by Ms. Shruti Smita Agnihotri,
IRAS, Deputy Financial Advisor NF Railways, was released by Assam Chief
Minister Tarun Gogoi in Guwahati on May 19, 2012. The novel has been
published by "Wordweaves India." The novel is about the salt,
sugar and spice of love, crime and governance. It deals with the issues
of crime and corruption, drug trafficking and child labour. Seen in
this picture are (from left to right) Wasbir Hussain, noted writer and
publisher, Ms. Shruti Smita Agnihotri, the author of the novel Assam
Chief Minister Tarun Gogoi and D N Bezbaruah eminent writer, editor

I.D. Bhandari DGP,HP wins Golf Cup Tournament
I.D. Bhandari, Director General of Police (DGP) to the Himachal Pradesh
Government has won Captain's Cup Golf Tournament played at Naldehra
Golf Course on May 20,2012. As many as 37 golfers from Naldehra Golf
Club and ARTRAC participated in the tournament.The peculiarity of the
match was that all four past and present captains of the course teed-off
together. I.D. Bhandari, DGP and Col. R.K. Sachdeva from ARTRAC Shimla
emerged for the first slot with a tie. On the basis of their performance
in the back nine hole I.D. Bhandari was declared winner and Col. R.K.
Sachdeva
runner up.

Minister Narendra Modi credited Gujarat's all-round growth to the Gujarati
people. He called upon NRGs to participate in the state's march towards
growth.A celebration was held in 12 major cities of USA and Canada including
Chicago under the auspices of Indian Gujarati Association of North America
to commemorate Gujarat's 52nd Formation Day. Chief Minister interacted
with Gujarati families and Indian people from his residence at Gandhinagar
via video conference at 7:00 morning IST. The interaction was live telecast
on cable TV channels and the Chief Minister's website, which was viewed
by lakhs of people all over the world.Modi said that Gujarat's growth
has become instrumental in creating an atmosphere of faith within India

he said. The Gujarat Chief Minister also spoke about the State government's

solar park is taking shape in the arid land of north Gujarat. The state
has also come up with a revolutionary approach to generate power by

of $870 bn. has been made in five phases of Vibrant Global Summit, stated
Narendra Modi.In the beginning, Niranjan Shah from Chicago lauded the

Retirement Age in central Govt
Considering the prevailing situation, this is a high time for the Government
to consider to raise the retirement age of the employees. Looking at
the health and fitness of the retiring employees, it appears a criminal
waste not to pay them balance half of the salary (half they get as pension)
and to make them work for a further period. Not only that they are fit,
they also carry with them ready to use experience and training(s). Hiring
a new comer is in no way cheaper. Country should get the benefit of
expenditures made on them towards medical and other trainings etc.

Austerity - The aam aadmi way ?
The orders regarding austerity are older than 60 years of the Indian
Parliament! In spite of an annual ritual, the budget deficit has not
come down in any fiscal so far. It is due to the "government practices
of austerity". The aam aadmi is surviving only on austerity. Were
the government to learn from the aam aadmi, the austerity drill would
have been more successful than any of the VD Schemes or communal harmony
oaths administered to the same officials year after year!!! Now, the
aam aadmi goes out only when absolutely necessary, but here the government
servants have to go to office every day, irrespective whether there
is any work or no work. Even otherwise, the officers are either in meeting
or busy whenever the public approaches them for legitimate work for
which they draw the salary from the treasury. The condition in the private
sector is worse- you never know or can ever contact any senior officer
for any genuine grievance redress as a consumer, unless you decide to
haul them up to the consumer forum. Late Rajiv Gandhi knew the ground
situation better than the present PM or his very able cabinet colleagues:
he simply ordered a 5 days week instead of the six days week. He proved
right. Heavens have not fallen, governments have not been voted out,
parliament has not stopped functioning, people are not complaining,
work has not suffered and efficiency has not been compromised. On the
contrary everybody across the board seems to be happy. It is therefore,
time to make them more happy: make it a four days a week straightaway
and you achieve many times more savings. In fact, this single, albeit
an aam aadmi nuskha, can turn the account books of the government from
red to black or green (depending on which accounting methodology is
being adopted- the CAG one or tax haven's one). There will be billions
of dollars worth of savings on petrol, chai-paani, official lunches/dinners,
hospitality, conferences, telephones, petrol, cleaning material, electricity,
water, paper, overtime payment etc. This is all unproductive work. I
fail to understand why such a brilliant idea has not occurred to the
advisers to the government and only to a WIC visitor who is no Advisor
to the Government!

Unwritten rule !
That is unfortunately the unwritten rule with some exception here and
there(some enlightened states!).has it not been true the Honble High
court at Guwa hati would not have passed orders on writ petition of
I F S Officers of Tripura to treat them at par with other two A I s
( viz. IAS and IPS) on the same footing in the matter of protocol and
facility. The time for change has come. Let big brother attitude go.
We are equal and performing duty in the sphere of our mandate. The polity
of the nation must also realise this. Sooner the better for the country.

Negative RTI replies
The RTI replies from various departments of Government of India are
very negative specially the CBI and CISF in the matters connected with
more importance and more significance to the cause of getting knowledge
about the things for which people do not dare to ask as they may be
something like that. it is, therefore, requested that these departments
should not hesitate in providing the information to applicants under
rti act 2005. it is simply a question of Lokpal

RTI
First Appellate Authority directed to undergo rigorous RTI training
The Central Information Commission (CIC) had issued a show cause notice
to the Public Information Officer (PIO) to explain the denial of information
under section 2(f) of the RTI Act. The PIO submitted that he had recently
joined as PIO and was not having the knowledge of the RTI Act at the
time of the receipt of the RTI application. When the appeal was filed
at that time, the First Appellate Authority (FAA) had endorsed the decision
of the PIO. The CIC was not satisfied by the explanation furnished by
the PIO and under section 20(1) of the RTI Act, directed the Public
Authority to recover an amount of Rs. 25,000/- from the salary of the
PIO at the rate of Rs. 5000/- per month as penalty. The Commission further
noted that the FAA has also demonstrated his complete ignorance on the
practical application of the RTI Act. The Senior Divisional Manager
was directed by the Commission to assign the FAA to a rigorous period
of training so that he can satisfactorily discharge his obligations
as per the provisions of the Act.
Comments
It is unfortunate that many organisations are yet to train their officers
in the basics of the RTI Act which is not only obstructing the flow
of information but is also leading to unnecessary levy of penalty. This
is the first case where training has been ordered by the CIC which reminds
of RI ordered by courts. In case any public authority is interested,
we can hold training sessions for the PIO and FAA.
