Chief Ministers irked with Union Minister
State Chief Ministers, Congress and Non-Congress alike, are getting increasingly annoyed at the irritating interference and unsolicited advices from a junior Cabinet Minister at the Centre. The Minister, who has been known to land up a Government in frequent embarrassment by shooting his mouth off on matters outside his mandate. Latest in his foot in mouth adventures is a letter to some Chief Minister's-each having served more terms in Government than him- on how they should handle tribal population in areas affected with Maoist violence. Knowing very well that this antics are meant merely to remain in news on any pretext, they have chosen to snub him by ignoring his "wise Counsel" and trashing it "We do not take him seriously on matters relating to his own ministry", quipped a source close to one Chief Minister, tongue in cheek. "On such matters, which come under the MHA, we prefer dealing with Chidambaram", the office of another Chief Minister told the Whispersinthecorridors.com.

When witty team Anna intelligently forgot the ambit of 'rule of law'
Team Anna, on Saturday had, convened a press conference at the Constitutional Club, New Delhi. Interestingly, most of the prominent members were present but not Anna himself. It appeared with a whole lot of allegations of corruption against 15 powerful ministers including Prime Minister Dr. Manmohan Singh. Team members demanded for an SIT to probe their allegations right before the draft of Lokpal Bill was brought in the Parliament. One may find it a point to be noted that; when Team Anna accused ministers and circulated the charge-sheet, under its private capacity. Most of the ministers were out of town. Salman Khursheed was in Bangladesh, T. Narayansami in Bangalore, Sushil Kumar Shinde and Vilas Rao Deshmukh in Mumbai, Kapil Sibal in Lucknow and SM Krishna was in Bangalore. Sharad Pawar was in the Netherlands, Prafull Patel in Gondia, Pranab Mukherjee was in Kolkata whereas P. Chidambaram was in Chennai. The second point came as an amusing astonishment when team Anna in its press release appealed Dr. Manmohan Singh to enforce double the punishment (as provisioned in the law) in case allegations against any of it's members were proven true. While fighting corruption within the ambit of law the witty team Anna intelligently forgot that they themselves came under the ambit of 'rule of law'.

Congress spokesperson Manish Tiwari gave a clean-chit to Mulayam Singh Yadav's family on Saturday while responding to a question on dynastic Succession in Indian politics. The question appeared just after the Samajwadi Party declared Ms. Dimple Yadav, wife of Uttar Pradesh Chief Minister Akhilesh Yadav, its candidate for the Kannauj parliamentary by poll. The Congress facing allegations of having a tacit arrangement with SP categorically said that in a democracy the question of 'dynastic succession' is irrelevant until the public gives its mandate. It will help IPS produce Real Generals

The Recommendation of Panel that IPS recruitment should be discontinued with Civil Service will help the IPS to produce Real Generals needed in new security environment. Any way there is an exam for Officers for central police forces which may include all police service be it IPS, RPF, CBI etc. The larger interest of the nation is supreme rather than of a service. The direct recruitment in IPS, Dy SP and SI police should be brought down to 40% as it will give every rank from constable to Dy SP reasonable opportunity to get promotion. It will make police force more efficient and effective. It is usually felt that Only IPS gets promotion and denied to everyone else by way of not conducting DPC and faulty personnel policy made be IPS to their sub ordinate staff.

Of course this is not about Cricket but about the woes & plights of retirees of PSUs. Many PSUs are Maharatnas, Navaratnas & Miniratnas & are pride of our Nation now. They have shown continuous growth & consistent impressive working results. Yet, none of the profit-making PSUs have responded to the appeals of those retired before 1997 with a meager gratuity of Rs.1 lakh (against the present limit of Rs.10 lakhs) & low PF accumulation on account of low salary structure then & lower period of service-the retirement age being 58 years. They do not get any pension. Those who retired before 1997 from PSUs are those who had joined the PSUs in 1950s & 60s when as a part of 1st industrial revolution heavy industries were established in remote & undeveloped areas. The strong foundation laid by these persons, innovative ideas, hard & sincere work of these persons have also contributed to the present level of success of these PSUs. But these very senior citizen retirees (most of whom are 75 years & above) have been forgotten. They are in pathetic state financially at very old age after serving in PSUs for 30 years & above. Their appeal is for a monthly/quarterly "subsistence" payment to overcome their hardship till they are alive from a portion of Profit of these PSUs. The 2nd Pay Revision Committee for PSUs has shown the way to help. Any such corpus created is not required for ever as these persons are 75 years & above. Will some good Samaritan in the Government or otherwise please advice those concerned to have a pragmatic outlook with empathy to help these who are in twilight of their life?

Credentials of Kashmir interlocutors


The function of the interlocutors is to seek opinion from all sides and arrive at a consensus within the framework of our constitution and parliamentary resolutions. Going by this, the Kashmir interlocutors have got everything wrong. They have nothing to say about the terrorism and fear psychosis created by Pakistan, where even Mirwaiz Umer Farooq and Bilal Lone are scared to talk about the killers of their fathers who everybody know are the guest artists from Pakistan. They have nothing to say about the Pandits who are ethnically cleansed from Kashmir. They have nothing to say about people like Kashmir's Grand Mufti Mohd. Bashir-ud-din, who are stirring communal and sectarian cauldron in the valley and increased Islamic radicalisation. Also they have nothing to say about POK and the Kashmir land handed over to China by Pakistan. This makes one to doubt about the credentials of these interlocutors handpicked by the Government especially when the Chairman himself is accused of attending a seminar organised by US-based Kashmiri separatist Ghulam Nabi Fai who was arrested by the FBI for illegally lobbying for Pakistan and ISI. They have now with their report which goes against the stated position of the Government. God forbid, the UPA government did not include Arundhati Roy also as an interlocutor.

Disclosure of file noting related to vigilance inquiry report

The appellant sought certain information relating to issue of letter of caution to him without the issuance of Charge Memo. He wanted to know whether his representations were considered or not; the copy of reply to his representations, if any and the copies of note sheet under which the said representation was examined. The Public Information Officer (PIO) provided part information and denied the disclose the copies of the note sheets under section 8(1) (g) of the RTI Act. The First Appellate Authority (FAA) upheld the order of the PIO that the copy of file notings cannot be provided as these contain the names of the investigating/ dealing officers and the remarks given by them with respect to the conduct of the charged officer and analysis of evidence, the disclosure of which may endanger their life or physical safety. The FAA held that appellant is a very senior officer of the department and during the course of investigations, the officers who are much junior to him might have commented on the conduct and behaviour of the appellant and given their views on the admissibility of evidence available against him. The disclosure of the same to the appellant may result in his nurturing a grudge against those officers which may reflect in the appraisal of the working of those officers by the appellant, if he happens to supervise their working in any future assignment. During the hearing before the CIC, the appellant argued that the PIO and FAA have chosen to use the word "endanger the life or physical safety" without reading the full clause. The purpose of introduction of the said clause is not to disclose the identity of the informer who provides information to law enforcement agencies like police etc. In this case, the officers who have processed the file has not given any information to any law enforcement agencies or assisted them in investigation. Hence this clause is not at all applicable to the present case. The Central Information Commission (CIC) directed the PIO to provide photocopy of the file noting to the appellant after invoking severing the names/esignation of the investigating/dealing officers under section 10(1) of the RTI Act.

Comments

This order opens up the notings of the Vigilance cases to the citizens. It also raises the question as to whether the statement recorded or evidence given during the course of the vigilance enquiry can be termed as information or assistance given in confidence for law enforcement purpose.
