SAIL turnover grows 7% to highest-ever Rs. 50348 crore in FY 11-12 (UPDATED)
The audited financial results of Steel Authority of India Limited (SAIL) for the year 2011-12, taken on record by its Board of Directors here today, showed the company's turnover for January-March (Q4) of FY '12 growing 13% over the corresponding period last year (CPLY) to Rs. 14,785 crore. SAIL's Q4 profit before tax (PBT) at Rs. 2,301 crore was 3.4% higher than CPLY, while profit after tax (PAT) at Rs. 1,577 crore showed improvement of 3% over CPLY. The company's profitability during Q4 showed substantial improvement over the previous quarter (Oct-Dec '11). Steel Authority of India Limited (SAIL)Chairman C S Verma said: "It is a matter of great pride that SAIL's turnover crossed the Rs. 50,000-crore mark during a year in which the global economy faced many challenges. With 2012 having begun on a very positive note for us, and our strategic initiatives in several areas taking firm shape, our outlook is bright. The focus during the current year will be on completing the ongoing M&E plan to give SAIL the readiness to meet the projected growth in steel demand during the 12th Plan period and beyond." The robust performance in Q4 helped the company achieve gross sales turnover of over Rs. 50,000 crore during FY 2011-12, for the first time since inception, with a growth of 7% over the previous year. Massive cost push due to a variety of factors, however, chipped away the topline gains, resulting in SAIL's FY '12 PBT and PAT falling 28% y-o-y to Rs. 5,151 crore and Rs. 3,543 crore, respectively. The effect of input price increase, amounting to over Rs. 4,000 crore, mainly of imported coking coal with average prices rising to $288 in FY '12 from $213 the previous year, was compounded by the volatility in dollar-rupee valuations, carrying an adverse impact of around Rs. 900 crore. Under SAIL's modernisation & expansion (M&E) plan, capital expenditure during FY '12 crossed Rs. 11,000 crore, taking cumulative expenditure on this count during the 11th Five Year Plan to Rs. 40,321 crore. M&E projects completed during 2011-12 included installation of a new turbo blower and rebuilding of Coke Oven Batteries (COBs) 1 & 2 at Bokaro Steel Plant, rebuilding of COB-6 at Bhilai Steel Plant, installation of new ladle furnace at Alloy Steels Plant, etc. SAIL has pegged outlay on M&E during the 12th Five Year Plan at Rs. 45,000 crore, including Rs. 14,500 crore during the current financial year. During 2012-13, several new major production units will become operational at SAIL's IISCO Steel Plant at Burnpur, including Raw Material Handling System, Sinter Plant, COB-11, Blast Furnace, SMS and casters, Power Blowing Station and Wire Rod Mill, paving the way for full-fledged operations to start in this greenfield plant.

Misplaced belief

Misplaced is the belief of one of your browser that if there is a woman, Prime minister the house wives will breathe easy on the price front. Is it not a woman who holds more powerful position than the Prime Minister. We have powerful women around us. Three Chief Ministers, Speaker of Lok Sabha, Leader of Opposition and quite a few ministers in the Union Cabinet. The fact of the matter is that in that position of power, these women are removed from their kitchen chores (unlike countries in the West like Germany where Angela Merkel still prepares her own and her husband's breakfast) and with the perks and privileges of top positions they are insulated from the demon of price rise. They don't know as they say, 'Atte Dal Ka Bhav' or the cost of onions and potatoes, vegetables and fruit. Nor does the price of petrol hurts them as they commute at Government cost with taxpayers' money. The travails of Aam Aadmi can be removed only by a Government sensitive enough to feel their pain and caring enough to reduce it. Alas, we do not have such sensitive and caring leaders. As a matter of fact, India at the moment is suffering from leadership deficit.

RTI

Disclosure of file noting related to vigilance inquiry report

The appellant sought certain information relating to issue of letter of caution to him without the issuance of Charge Memo. He wanted to know whether his representations were considered or not; the copy of reply to his representations, if any and the copies of note sheet under which the said representation was examined. The Public Information Officer (PIO) provided part information and denied the disclose the copies of the note sheets under section 8(1) (g) of the RTI Act. The First Appellate Authority (FAA) upheld the order of the PIO that the copy of file notings cannot be provided as these contain the names of the investigating/ dealing officers and the remarks given by them with respect to the conduct of the charged officer and analysis of evidence, the disclosure of which may endanger their life or physical safety. The FAA held that appellant is a very senior officer of the department and during the course of investigations, the officers who are much junior to him might have commented on the conduct and behaviour of the appellant and given their views on the admissibility of evidence available against him. The disclosure of the same to the appellant may result in his nurturing a grudge against those officers which may reflect in the appraisal of the working of those officers by the appellant, if he happens to supervise their working in any future assignment. During the hearing before the CIC, the appellant argued that the PIO and FAA have chosen to use the word "endanger the life or physical safety" without reading the full clause. The purpose of introduction of the said clause is not to disclose the identity of the informer who provides information to law enforcement agencies like police etc. In this case, the officers who have processed the file has not given any information to any law enforcement agencies or assisted them in investigation. Hence this clause is not at all applicable to the present case. The Central Information Commission (CIC) directed the PIO to provide photocopy of the file noting to the appellant after invoking severing the names/esignation of the investigating/dealing officers under section 10(1) of the RTI Act.

Comments

This order opens up the notings of the Vigilance cases to the citizens. It also raises the question as to whether the statement recorded or evidence given during the course of the vigilance enquiry can be termed as information or assistance given in confidence for law enforcement purpose.
