A book written by Ruchir Sharma Head of Emerging Markets with Morgan Stanley states that "between 2007 and 2010, the average economic growth rate in Southern states decelerated from 7 percent to 6.5 percent while that in Northern states it accelerated from 4.5 percent to 6.8 percent. Much of the credit, Sharma says, goes to the improved polity in the Northern states and lots of action on the ground especially in infrastructure creation.

Gujarat celebrates 52nd Formation Day with great fervour
Commemorating 52nd Formation Day of the state Gujarat Chief Minister Narendra Modi announced an ambitious bulk water supply scheme worth Rs. 456 crore to provide clean and sufficient water for drinking and irrigation purpose for the 210 villages of northern part of Dahod district and an Under Ground sewer scheme worth Rs. 45 crore for Dahod city. Gujarat's 52nd State Level Formation Day function was celebrated in a grand way at the tribal dominated Dahod district, popularly known as "the Region of Rising Sun", in the presence of Modi. "We are also planning to provide clean drinking water for the villages of southern part of Dahod distrit by laying 119 km long pipeline from Hafeshwar and it will be materialized soon", Modi announced on the occasion. Ground breaking ceremonies, inaugurations and announcements for 500 odd development works worth Rs. 903 crore, for a tribal dominated district like Dahod, in a single day has been made, as part of celebration of State Formation Day, said Mr. Narendra Modi. Modi said,"Our opponents have been celebrating "the Decade of Lies" and we are celebrating "Development Festival" in Gujarat. We are not utilizing a single paisa from Centre's fund for these development works that is to be carried out in Dahod. All the expenditure for the implementation of these schemes will be borne by the money of Gujarat's exchequer. I am the custodian of public exchequer and not allow any body to misuse it", he reaffirmed.

Accordingly, BP Chakrabarti has been promoted as GM(TS) Bongaigaon Refinery while P Choudhry will now be GM(Fin) AOD Digboi and Jogen Barpujari is GM(Tech) Guwahati Refinery.

11 DGMs promoted as GMs in Pipelines, IOCL
As many as 11 Deputy General Managers (DGMs) have been promoted as General Managers (GMs) in Pipelines in Indian Oil Corporation Limited (IOCL). Accordingly, NK Sinha has been promoted GM(PJ) PLHO; Jaspal Singh will now be GM (Const) PLHO and Ravindra Prasad is GM(H,S&E) PLHO. Similarly, M M Mohanty has been promoted GM PHDPL Bhubaneswar; S C Katial as GM(Civil) PLHO; PVM Murthy GM(Const) SMPL Debottlenecking Jaipur; D P Semwal as GM(Ops) PLHO; R K Samtani as GM(E&P) CO; A K Tewari as GM WRPL Gauridad; Ram Phal as GM(PJ-T&I) PLHO and S K Satija has been promoted as GM(Gas) PLHO.

A K Sehgal DGM(AT) R&D Centre has been promoted as GM(Automotive Research) R&D Centre while Shashikant DGM(Petrochemicals) R& D Centre as GM(Petrochemicals Research) R&D Centre.

V P Sinha, DGM(LNG) CO has been promoted as GM(LNG) CO while C Srikrishna DGM I/c Cryogenics IBPD Nasik is GM(Cryogenics) IBPD Nasik in IBP division in Indian Oil Corporation Limited (IOCL).

4 GMs shifted in AOD, IOCL
Four General Managers (GMs) have been shifted in Assam Oil Division of Indian Oil Corporation Limited (IOCL). Accordingly, K K Shivlal has been posted as GM(Fin) PLHO while S P Bordoloi will now be GM(H,S&E) Panipat Refinery and HN Sah is GM(H,S&E) CO. Besides, K Bora has been made GM(TS & HSE) AOD Digboi.

Satyabrata Kakaty has been appointed as GM(H,S&E) Bongaigaon Refinery while B K Das is now as GM(PJ) Bongaigaon Refinery in Indian Oil Corporation Limited (IOCL).

As many as six General Managers (GMs) have laterally been shifted in Pipelines Division in Indian Oil Corporation Limited (IOCL). Secretary DPE Visits ITI, Bangalore
O P Rawat (IAS), Secretary, Department of Public Enterprises (DPE), visited ITI's Corporate Office and Bangalore Plant recently and discussed several issues related to ITI's business with senior executives at the Corporate Office.While, K L Dhingra, CMD, ITI Ltd, welcomed the guest and thanked DPE for its support and explained the efforts being made by ITI to revive the Company through various measures, R. K. Agarwal, Director (Marketing) made the presentation on behalf of ITI focusing on the Company's new businesses and future plans. Rawat also planted a sapling at ITI's Bangalore Plant as a goodwill gesture.

Fiat and Tata to re-align their Indian joint-venture
Fiat and Tata have agreed that in order to further develop the Fiat brand in India, management control of Fiat's commercial and distribution activities will be handed over to a separate Fiat Group owned company. When honest officers are being targetted and their decisions to improve are being used to defame them, this call is of no use. If PM really wants a change he should come in picture and see that honest officers get their due. He needs to provide a platform where complains by such officers are are personally dealt by him. Only when a person feels that he is secure and won't be targetted can he give bold decisions in the favour of the organization.

The PM Dr manmohan Singhji is right. Decisions can be taken and will be taken by fair and uipright officers and there is no need to be afraid of witch hunts. There may be a media generated myth of certain institutions/ constitutional functionaries being right all the time (most often created by these institutions themselves through selective leaks to the media) but as right thinking people well know, any one can commit mistakes and so do these institutions (howsoever arrogant they might have become). Luckily, we have a strong and independent judiciary and a thriving parliamentary fraternity to decide issues after sober reflection and analysis.

Political Statements without the support of convictions and political will are too deceptive and dangerous. The office of Prime Minister's already under clout being toothless when comes to decisions, weather bad or good or taken by other ministries and then it invites criticism from the public including opposition for ineffectiveness and without any power to even take actions against their bad decisions.2g scams and CWG has rather tarnished the image of the office of Prime Minister for it's silent role till the actions not initiated by CBI. There is no doubt that the Prime Minister of India is a sincere politician to make nice statements, advice to the bureaucracy with regard to bold decisions and effectiveness in its actions but there is hardly any convincing action on the part of the Government, taking care the interest of the bureaucrat when he is in trouble for initiating some strong and effective steps in curbing corruption or initiating actions against the mafia and gangsters having strong political clout and brazenly violating the laws of the land. They feel themselves isolated and then harassed after their public oriented actions which obviously treading on the the steps of some vested interests having deep connections with in the system. So much so, rotten political system has made deep inroads in the administrative system and almost majority of the functionaries are toeing their lines against the interest of general public as they are together to work together for the vested interests and any officer ,adhering to the advise or directions of the The Prime Minister is likely to be harassed lot and system has no respect for such officers, who finally left in trouble and allowed to suffer in the hands of his own colleagues, having more personal loyalties to individuals, for their own gains condemning the honest and right thinking officer, who even termed as fool fighting against the system. I would rather request the Prime Minister to create some special institutions, where such officers can approach when humiliated and harassed for following such honest views of the Head of the country and where he could get some relief if subjected to condemnation, humiliations and harassment for their honest and bold initiatives taken in the interest of the public at large.

RTI Act to be used with responsibility and with due care The appellant sought various details and basis of the regulations for the management of employees in the Public Authority. The Public Information Officer (PIO) provided some information and the Appellate Authority directed the PIO to provide inspection of the documents to the appellant after the payment as per the prescribed fee under RTI (Regulation of Fee and Cost) Rules, 2005. The Central Information Commission (CIC) noted that the appellant has been overzealous in exercising the cherished right given to him under the RTI Act and has put in over 35 RTI applications and 22 appeals before the First Appellate Authority (FAA), seeking voluminous and old information. Further, the appellant has chosen not to appear even for a single personal hearing fixed by the FAA or before the Commission even when the notice is served to him. The Commission warned the appellant to exercise the right given to him under the transparency legislation with responsibility and with due care and not use it as a tool for settling personal scores or with the intent to disturb the smooth functioning of the public authority.

Comments

The RTI Act should not be allowed to be misused or abused. Indiscriminate and impractical demands or directions under RTI Act for disclosure of all information may adversely affect the efficiency of the administration and result in the executive getting bogged down with the non-productive work of collecting and furnishing information.
