A move to beat the heat of anti 'Aam Admi' sentiments?
One may observe that ailing by the anti 'Aam Admi' sentiments followed by price-hike, inflation and charges of corruption (post Anna movement) the Indian National Congress seems to be busy with its effort to re-consolidate its old golden socialist credentials. Why so much importance to Russia? AICC General Secretary Janardan Dwivedi bestowed the credit to its ideology that emanated from Nehru's commitment for socialist view of life.Dwivedi interacted with the media persons after his return from Russia where he had signed a protocol with the Russian ruling party (United Russia Party) as an envoy of Congress president Mrs. Sonia Gandhi. Interestingly, the agreement between two ruling parties is in sync with the strategic affiliation between India and Russia which shared mutual warmth and cooperation a very long time. There are whispers in the walkways; "does it seem to be a part of party's a move to beat the heat of anti 'Aam Admi' sentiments?"

ONGC registers 102% net profit in fourth quarter (UPDATED)
Oil and Natural Gas Corporation Ltd has posted a 102 per cent jump in net profit at Rs 5,644 crore during the fourth quarter ended March, helped by a spike in crude prices and a weak rupee. Net profit stood at Rs 2,791 crore in the same period a year ago. During the last fiscal, the upstream oil firm shelled out Rs 14,170 crore to subsidise diesel, domestic LPG and kerosene against Rs 12,136 crore in the year-ago period, Chairman and Managing Director Sudhir Vasudeva said. The rupee depreciation - from 47.95 against the dollar in the fourth quarter of 2010-11 to 50.29 in the quarter ended March 2012 - helped to offset the rise in the fuel subsidy outgo. "Every rupee depreciation against the dollar increases our topline by about Rs 1,600 crore," Director (Finance) A K Banerjee said. ONGC gets paid in dollar for the crude oil and natural gas produced by it. Profits would have been higher by over Rs 8,000 crore without the subsidy outgo, Banerjee said.
Vasudeva said ONGC got $44.32 on the sale of every barrel of crude after giving a record subsidy discount of $77.3 per barrel. "Our cost of production after the recent increase in oil cess to Rs 4,500 per tonne is $44 per barrel."

Hindustan Petroleum Corporation Ltd (HPCL) has posted a 312 per cent growth in net profit at Rs 4,631 crore during the last quarter of 2011-12 against Rs Rs 1,123 crore in the year-ago period . HPCL Chairman S Roy Choudhury attributed the rise in profits to "higher subsidy compensation for under-recoveries". However, net profit for the full year fell to Rs 911 crore from Rs 1,123 crore in the previous year. He said retailers could cut petrol prices by about Rs 2 per litre from next month if global oil prices and the rupee stabilised at current levels.

SAIL turnover grows 7% to highest-ever Rs. 50348 crore in FY 11-12
The audited financial results of Steel Authority of India Limited (SAIL) for the year 2011-12, taken on record by its Board of Directors here today, showed the company's turnover for January-March (Q4) of FY '12 growing 13% over the corresponding period last year (CPLY) to Rs. 14,785 crore. SAIL's Q4 profit before tax (PBT) at Rs. 2,301 crore was 3.4% higher than CPLY, while profit after tax (PAT) at Rs. 1,577 crore showed improvement of 3% over CPLY. The company's profitability during Q4 showed substantial improvement over the previous quarter (Oct-Dec '11). Steel Authority of India Limited (SAIL) Chairman C S Verma said: "It is a matter of great pride that SAIL's turnover crossed the Rs. 50,000-crore mark during a year in which the global economy faced many challenges. With 2012 having begun on a very positive note for us, and our strategic initiatives in several areas taking firm shape, our outlook is bright. The focus during the current year will be on completing the ongoing M&E plan to give SAIL the readiness to meet the projected growth in steel demand during the 12th Plan period and beyond." The robust performance in Q4 helped the company achieve gross sales turnover of over Rs. 50,000 crore during FY 2011-12, for the first time since inception, with a growth of 7% over the previous year. Massive cost push due to a variety of factors, however, chipped away the top line gains, resulting in SAIL's FY '12 PBT and PAT falling 28% y-o-y to Rs. 5,151 crore and Rs. 3,543 crore, respectively. The effect of input price increase, amounting to over Rs. 4,000 crore, mainly of imported coking coal with average prices rising to $288 in FY '12 from $213 the previous year, was compounded by the volatility in dollar-rupee valuations, carrying an adverse impact of around Rs. 900 crore. Under SAIL's modernisation & expansion (M&E) plan, capital expenditure during FY '12 crossed Rs. 11,000 crore, taking cumulative expenditure on this count during the 11th Five Year Plan to Rs. 40,321 crore. M&E projects completed during 2011-12 included installation of a new turbo blower and rebuilding of Coke Oven Batteries (COBs) 1 & 2 at Bokaro Steel Plant, rebuilding of COB-6 at Bhilai Steel Plant, installation of new ladle furnace at Alloy Steels Plant, etc. SAIL has pegged outlay on M&E during the 12th Five Year Plan at Rs. 45,000 crore, including Rs. 14,500 crore during the current financial year. During 2012-13, several new major production units will become operational at SAIL's IISCO Steel Plant at Burnpur, including Raw Material Handling System, Sinter Plant, COB-11, Blast Furnace, SMS and casters, Power Blowing Station and Wire Rod Mill, paving the way for full-fledged operations to start in this Greenfield plant.

NMDC has posted PBT of Rs.10,759.47 crore and net profit (PAT) of Rs.7,265.39 crore for the year 2011-12 against PBT of Rs.9,725.66 crore and PAT of Rs.6,499.22 crore registering an improvement of 11% & 12% respectively over last year i.e. 2010-11.The production and sales of iron ore for the year 2011-12 have reached a level of 27.26 MT and 27.30 MT respectively representing an increase of 8% and 4% respectively in comparison to 2010-11 and posted turnover of Rs.11,261.89 crore for the year 2011-12.For the year 2011-12, an interim dividend @ 200% per equity share has already been paid and today the Board of Directors have recommended, payment of final dividend @ 250% on the paid up equity share capital of the company subject to shareholders approval. NMDC Chairman C S Verma said, "NMDC has the potential and the resources to play a key role in the industrial development of the country. In the coming years iron ore production will have to grow exponentially to cope up with demands of the customer companies, and also NMDC's own steel plant. The foundation for this growth will have to be laid in 2012-13 with substantial increase in output using internal resources initially. NMDC collective deserves appreciation for commendable financial results, but there is no scope for complacency. The road ahead is full of opportunities which we need to harness to NMDC's advantage." The annual account for 2011-12 was approved by the Board of Directors of the Company under the Chairmanship of C S Verma, in its meeting held on May 28, 2012. The Board of NMDC commended the performance of the Company and hoped that all its stakeholders including shareholders, employees, customers and Government would continue their support in future also. The total dividend for the year 2011-12 would be @ 450% per equity share. The Earnings per share is at Rs.18.33 per share for the year ended 2011-12 in comparison with that of the previous year of Rs.16.39 per share - annualized. Air strike: Management and pilots should reach an amicable solution

Being an ex-pilot (Air India) myself, I feel sad at the comments of a gentleman insinuating that I am an 'insider Babu' trying to spoil the reputation of the Aviation Minister and the Secretary. I understand smoke of disaffection amongst the pilots were already in the air before they took a decision to go on SL. I did not read or hear any version from the management or the bureaucrats from the ministry other than through leaked information in the media. What I felt is that the minister is the ultimate arbitrator and he should not have rushed there first taking sides. The airlines is a PSU and these are no dearth of senior bureaucrats in the Ministry who should have tried to help the management and the pilots to come to an amicable solution. Minister should have entered in the fray next stage. We have seen several times in the past ministry officials intervening when PSUs under their ministry face labour problems like oil sector officer's strike. The result is that the strike is continuing without an end in sight and the PSU is being destroyed. Who ever has advised the new aviation minister to jump into the mess at the first chance taking sides, has done a great injustice to the minister, airlines and
the nation.

RTI

Disclosure of file noting related to vigilance inquiry report

The appellant sought certain information relating to issue of letter of caution to him without the issuance of Charge Memo. He wanted to know whether his representations were considered or not; the copy of reply to his representations, if any and the copies of note sheet under which the said representation was examined. The Public Information Officer (PIO) provided part information and denied the disclose the copies of the note sheets under section 8(1) (g) of the RTI Act. The First Appellate Authority (FAA) upheld the order of the PIO that the copy of file notings cannot be provided as these contain the names of the investigating/ dealing officers and the remarks given by them with respect to the conduct of the charged officer and analysis of evidence, the disclosure of which may endanger their life or physical safety. The FAA held that appellant is a very senior officer of the department and during the course of investigations, the officers who are much junior to him might have commented on the conduct and behaviour of the appellant and given their views on the admissibility of evidence available against him. The disclosure of the same to the appellant may result in his nurturing a grudge against those officers which may reflect in the appraisal of the working of those officers by the appellant, if he happens to supervise their working in any future assignment. During the hearing before the CIC, the appellant argued that the PIO and FAA have chosen to use the word "endanger the life or physical safety" without reading the full clause. The purpose of introduction of the said clause is not to disclose the identity of the informer who provides information to law enforcement agencies like police etc. In this case, the officers who have processed the file has not given any information to any law enforcement agencies or assisted them in investigation. Hence this clause is not at all applicable to the present case. The Central Information Commission (CIC) directed the PIO to provide photocopy of the file noting to the appellant after invoking severing the names/esignation of the investigating/dealing officers under section 10(1) of the RTI Act.

Comments

This order opens up the notings of the Vigilance cases to the citizens. It also raises the question as to whether the statement recorded or evidence given during the course of the vigilance enquiry can be termed as information or assistance given in confidence for law enforcement purpose.
