China and India hold first high-level steel dialogue at Beijing (UPDATED)
A 'steel dialogue' exchange forum between China and India was launched on May 9, 2012, marking a significant development in world steel industry, with two of the top five steel producing countries coming together to share resources. On this occasion, a Memorandum of Understanding (MoU) was signed which focused on establishing a frequent dialogue amongst steel industries of both nations. Zhu Jimin, Chairman CISA and Chairman Shougang Group Corp., represented Republic of China, and C S Verma, Chairman (Steel Authority of India Limited), a Maharatna PSU signed on behalf of the Indian Delegation. The MoU was witnessed by U P Singh, Joint Secretary, Government of India, Ministry of Steel, senior officials of SAIL, Tata Steel, JSW, ESSAR & JSPL from India, while Chinese contingent consisted of representatives from China's steel companies such as Bao Steel, Wuhan Steel, Government of PR China-MIIT and steel equipment manufacturers. Speaking on the occasion, SAIL Chairman Verma asserted that through the MoU, a platform for building a dialogue and cooperation in major steel related areas will be addressed. He also mentioned that it will open new corridors for venturing with the Chinese Steel Industry and also facilitate in addressing emerging issues in the evolving steel markets like technology transfer, joint venture, training for developing expertise in design engineering, operation, construction, research & development, etc. Zhu Jimin, Chairman CISA and Chairman Shougang Group Corp., mentioned that such dialogue is a step forwards towards strengthening cooperation in steel raw materials as well as Metallurgical technology equipment cooperation, sharing an information on steel statistics and regular communication on steel product trade issues. He appreciated that such forum will discuss strategic macro-economic issues impacting both nations as a result of the changing international economic and financial landscape, to share their individual best practices and in handling challenging domestic economic issues and to identify specific fields for enhancing cooperation, learning and experience sharing.

Will it adversely affect poll prospects of UPA?


Bodhi Pragyeya's perception regarding impact of IIS officer's transfers on 2014 General elections is ludicrous, egotistic and brutally pompous. Bureaucrat's obsession with self-importance is usually self-defeating. I am not a soothsayer. But, the Congress-led UPA is bound to pay a heavy price for all its misdeeds. Factors like public disillusionment, serial scams, rising inflation, non-functional dejure PM, the Congress's arrogance, misuse of investigative agencies for political ends etc, will be primary contributors to UPA's debacle. IIS officer's transfers will not fall even in the tertiary category.

RSRTC treats tourists worse than Cattle Class


The Rajasthan State Road Transport Corporation seems to be so apathetic towards the tourists that it gives them the treatment accorded to below 'cattle class', that too with a fare of Rs 685 for a seat in its pride of the Volvo luxury coaches on the Delhi-Jaipur/Jaipur- Delhi route. If interested please see seat no 14 on the coach that left Jaipur for Delhi at 1430 hrs on 5/5/2012. It neither reclines nor straightens! The coach gives jerks on the national Highway No 8 which are back breaking. The experience with the RTDC run hotel Gangaur too leaves a bad impression for the dirty linen and poor quality of food. What impression the foreign visitors carry can only be imagined. Isn't apathy of such scale any better than outright corruption?

Only IAS officers will be appointed?


Yes, only IAS officers will be appointed. They do not need any prior knowledge of any field as they are extra ordinary in their intelligence. Even a person with no Telecom background can immediately start putting things in order as TRAI chairman.

Is a penalty leviable if information is provided after the order of FAA?

An advocate had been removed from the panel of advocates of a bank. He filed an application under RTI seeking information related to his removal from the panel such as whether the branch manager has written a letter to the zonal office regarding his removal and whether he was removed on the basis of that letter. He also sought a copy of the said letter. The Public Information Officer (PIO) denied the information claiming what has been sought is not information as defined under section 2(f) and is beyond the purview of the RTI Act. The copy of the letter was refused stating that it pertained to internal correspondence between the Branch and Zonal office. However, the PIO provided the information on the directions of the First Appellate Authority (FAA). The appellant submitted before the CIC that the PIO should be penalized for the delay in providing the information. The Commission rejected the appeal noting that the appellant had framed the query in Hindi in such a way that some deductions would have to be made to understand the information he was seeking and thus the PIO's helplessness was understandable.

Comments

There are cases where a PIO may be confused while reading a RTI application whether an interpretation has been sought or the applicant wants a copy of certain documents. In such cases, the PIO may seek clarification from the applicant.
