Reason for this is said to be a cold war that has been going on between the Mizoram Government and the Ministry of Home Affairs (MHA) over cadre management. Moreover, authorities in Mizoram are piqued on the issue that as to how Pathak's posting was done without the State Government's clearance and that too on an upgraded post?

Justice Sinha to demit charge tomorrow (UPDATED)
Justice SB Sinha, former judge of Sureme Court and presently Chairman of TDSAT will demit charge on the 2nd November, 2012. The next Chairman of TDSAT has not been appointed. The bench of TDSAT cannot work in the absence of the Chairman and all cases of TDSAT can now be filed only in High Court.

NPC recommends renaming as National Commission on Poplar Willow (UPDATED)
Dr V K Bahuguna, Director General, ICFRE -cum- Chairman, National Poplar Commission of India, chaired the meeting of the NPC on the third day of 24th Session of the IPC 2012 National Poplar Commission (NPC) held on November 1, 2012. The International Poplar Commission provides all the member nations to have their National Poplar Commissions. NPC prepares country report on detailed progress in knowledge, technology and techniques in Poplar and Willow culture, production and utilization. These country reports provide information for items on the agenda of the Sessions and exchange of technical and statistical information. The NPC meeting was attended by Dr R B S Rawat, Principal Chief Conservator Forest of Uttarakhand, Basheer Khan, PCCF Bihar, Additional PCCF Punjab & Haryana, Directors of ICFRE Institutes, officers of FRI & ICFRE, NGO representatives, representatives from the Industries, farmers and others. The meeting was held to work out the strategy for propagating Poplar and Willow in the different states of India. The NPC recommended to rename it as "National Commission on Poplar Willow and other Short Rotation Crops" with its Head Quarter at FRI Dehradun, to expand its scope to include other short rotation species and to expand Poplar to other states wherever feasible. Dr P P Bhojvaid, Director, FRI told to create a corpus, carry out SWOT Analysis learning from the experiences and to include industry as strong and active partner. It was proposed that Dr Bhojvaid, Director FRI will look after the functioning of the body and do networking of all parties and Dr Dinesh Kumar, Technical Advisor, NPC will look after technical issues under him. Working Parties and Working Groups would be constituted under this body for effective discharge of its functions. Later during the day voting for next Executive Committee of IPC was held in IPC- FAO Secretariat, established at FRI. After the deliberations the day was over. At the end of the day, the colourful rhythmic dances including Indian Classical, Folk and Modern dance forms from different states of the host country were presented by the students of FRI Deemed University in Hari Singh Auditorium in FRI Campus which was highly appreciated by one and all.

No Sectoral concessions under CDR: RBI
Reserve Bank of India (RBI) has no plans to introduce sectoral packages for extending relaxations in Corporate Debts Restructuring (CDR) as demanded by the industry in view of the current and global economic conditions, said Chief General Manager, Deepak Singhal at an ASSOCHAM event held here in New Delhi on October 31, 2012. While addressing a 'Seminar on Restructuring of Corporate Debts' organized by The Associated Chambers of Commerce and Industry of India (ASSOCHAM), Singhal, chief general manager, DBOD-CO, RBI, informed that RBI has constituted a high power committee of two Dy Governors, Dr K C Chakrabarty and Anand Sinha to speak to the CMDs of all the banks to know the problems faced by SMEs and suggest to arrest the rising sickness in the SME sector. The committee is likely to submit its report by end of the November. Sectoral packages for extending relaxations in restructuring of corporate debts are under stress. He clarifies that such a piece-meal approach to macroeconomic problems may have its own adverse impacts and it may lead to adverse incentives, untrue or unrealistic balance sheets of banks leading to misreading of their financial positions and also lack of confidence in Indian banks by the global banks or international credit rating agencies, added Singhal. He further added that RBI extended one time measure of being fully secured in cases of Micro Finance Institutions (MFIs) facing unprecedented problems in recovery and liquidity due to environmental factors. Banks can restructure any account, whether standard, sub-standard or doubtful as also more than once, provided the financial viability is established and there is a reasonable certainty of repayment as per the terms of restructuring package. Other who also spoke during the events were Mr Abhay Singh, Former CGM, SBI, Dr Ashok Haldia, Chairperson ASSOCHAM Taskforce on CDR & Director, PTC India Financial Services Ltd and S C Aggarwal, CMD of SMC group.

Laud the government?

This is with reference to Surendra Mohan's post in Forum (WIC Oct 30, 2012) quoting statistical data of what is claimed to be an NSSO survey on cooking fuel consumption in the rural and urban areas. I have my post retirement home in a small village (population 1600) in the Darjeeling hills. Over 90% of the village population consists of marginal farmers who are genuinely BPL. The nearest Indane supply depot at a distance of approximately 2 kms can be reached only after an arduous road less climb of a thousand feet at Mirik. (Mirik the nearest town is 5800 feet above MSL and the altitude of my village 'Paila gaon' is 4800 feet). With such impeccable-though unenviable-credentials for being termed 'rural' I can challenge that the NSSO finding that the rural consumers need only one and a half cylinders in a year (or just three cylinders for good two years) is false, bogus and disgustingly ridiculous. Rural peoples 'requirement is the same as that of any urban consumer as both eat the same food and cook it the same way. Because of abject poverty, the rural people buy less of LPG than their actual requirement but even then it is at least 1 cylinder every 45-60 days. Their dependence on firewood to meet the deficiency is criminalising the poor villagers and enslaving them to the forest bureaucracy on pretexts of green laws violations. As regards dung cakes well the NSSO experts perhaps don't know that an average villager prefers to use the dung as manure rather than burning as fuel.

So you laud the government for treating abject poverty and lack of resources as a norm or for pushing the poor villagers to cutting more and more trees, bushes or shrubs for fuel and leaving them at the mercy of the petty bureaucracy of the local forest department. We were till now blaming the government that the decision to cap the number of LPG cylinders was taken without any application of mind. But now it seems the decision is based on undiluted perversity of thought and data obtained in a survey in total disharmony with the realities of rural life.

Logic of reduction in LPG cylinders funny and concocted

The logic of reduction in LPG cylinders is funny and concocted. When we have to take average why take the entire population into account which does not have even safe drinking water, medical facilities, power, education, hygiene etc actually speaking nothing available to them except crocked and corrup politicians and bureaucrats and police. They neither know law nor have regard for it and why should they ? This argument has been published by pro government paper's but found no takers. need is to take into consideration actual people using LPG and then find average use of cylinder per family of four(4). I am doubly sure that a family of four members using LPG will need at least (1) one cylinder every month. If it is not true then may I request the argumentator and supporter of another anti-thesis logic to kindly and honestly share after asking his wife or servant who runs the kitchen to share on this forum that how many members are in his family and how much 14.2 kg cylinder's are used in the kitchen ?
