A tale of two brothers
A tale of two Investor Meets : Madhya Pradesh and younger brother state Chhattisgarh timed their investor meets one closely following the other- Madhya Pradesh in the last week of October and Chhattisgarh in the first week of November. Each had a distinct flavour, according to investors who attended both. While Madhya Pradesh went for maximizing investments, Chhattisgarh went for maximizing employment. Obviously, Chhattisgarh had a focus on non-core sectors rather than capital intensive sectors which yield lower employment. The resultant figures were different, yet strikingly similar: MP attracted 550000 crores in investments and Chhattisgarh achieved proposals with employment potential of 550000 people!

Is RBI worried about restructured assets?
It is heard that in a recent RBI meeting there was a discussion on increasing bad and restructured assets in the banking system. PSU banks are rampantly restructuring loans to make their balance sheet look better. The discussion included on whether there is a need to raise the provision for such assets.

Latest information says that tie is between former RBI Governor Y V Reddy and outgoing Foreign Minister S M Krishna. Infact, the PM is keen to give Krishna this post with Cabinet rank. The Government is in a dilemma since consent of Y V Reddy for this post has already been taken.

With the promotion of seven 1987 batch IAS officers to the rank of Principal Secretary the total number has risen to 31. It seems no where in the country so may IAS officers are Principal Secretary. Promoted officers are Devender Singh, TC Gupta, Amit Jha, SN Roy, Avtar Singh, Rajiv Arora and Jyoti Arora.

Strange death wish
Very strange, but Mumbai Customs refused to give Customs House Conference Room for COFEPOSA Advisory Board meeting as the Advisory Board was coming for ED cases only. Generally, the Advisory Board comes for Customs, DRI as well as ED cases, but Customs has always been the host. Apparently the State Government came to know about the predicament of the Judges and Maharashtra CM directed the State Govt protocol to take over the arrangements. The three sitting Delhi High Court judges will now carry a permanent chip on their shoulder vis a vis CBEC.

Alok Kumar Shrivastava is joining the National Human Rights Commission (NHRC) as Joint Secretary this week. He is a 1984 batch IAS officer of Sikkim cadre.

Sixth book "Through these eyes" written by a UP cadre IAS officer Ministhy S has been published recently by Nageen Jain Publications Meerut. It is an eclectic collection of many genres including essays, poems and articles and is nearly 180 pages. A 2003 batch IAS officer Ministhy works as DM, Barabanki now.

As already known that the Ministry of Railways has been the hub for hiding facts, thereby favours. RTI banner is handled by some irresponsible promotee RBSS officers who want to move to lucrative positions than just to PHOTOCOPY the APARS etc. Under RTI and by the blessings of Chairman and Secretary Railway Board ( they are huddled together under fear most of the time) , along with an Appellate Authority of RTI under their belt, who want to retain the seat of power in Delhi, they are massacring the Ministry. Milking the COW in earlier version by the the one Ex Minister to doing the same by Members now. As there is no stable Minister for long. Examples :

1. Can someone explain the deviations in rules for appointments for senior level officers in the last 20 years for this Ministry?

2. Why are directives of CabSec and DOPT not carried out by this Ministry? Case of Mr R Bhargava (and many others) to be appointed as GM of open line and then Member Engineering?

3. Chairman and Board controlling the Vigilance Deptt internally to destroy careers of bright officers, just to choose the favoured ones.


4. Why Mr PM should not be reprimed for approving the recent wrong recommendations to appoint Board Members and Chairman under pressure of TMC? The Board continues while TMC is gone ?

This should be Kejriwals next issue. This is wider corruption to put favoured people in positions where they do not belong.

No need to sell headquarters

There is no need for Delhi Police to sell its headquarters building. They have already sold their souls to the biggest bidder. They never take any action even in criminal cases where politicians or those perceived to be connected to politicians but they take draconian action against petty thieves and homosexuals in order to extort money. Delhi Police is famed for its brutality and savagery towards the helpless, they don't need any lessons in sales.

By ill-advisedly describing the suggestion on economy by Delhi police on the lines of the famed London police selling off the Scotland Yard building as ludicrous, browser has invited the ludicrous comment on himself by exposing his ignorance. It is not just PSUs but any government department can effect savings by selling off its gigantic abodes and moving into a smaller building costing less to run and maintain and thereby reduce its burden on the budget. This is one visible, direct method of effecting economy in government apart from the other method of abolishing unnecessary posts and offices.

On budget deficit, austerity and monetizing prime assets

Generic views posted in this regard on WIC are well taken and as has already been suggested, concrete measures, which are feasible, must be explored by the 14th Central Finance Commission. However, obsession with budget deficit and debt reduction under cash accounting blurs the big picture in terms of the net worth of government. Therefore, to facilitate greater transparency and accountability by all departments, gradual shift to accrual based accounting was recommended by the 12th and 13th Central Finance Commissions as also 2nd Administrative Reforms Commission. It is imperative that problems, which stand readily identified and call for immediate resolution, are addressed holistically and boldly and implemented for all the organs of government rather than adopt a blinkered approach and introduce baby steps on piecemeal basis.
