No norms and objectivity in transfers and promotion

An ex-member of the Railway Board, who did not give his name (Why not?) laments the subjective decisions on transfers and postings beingindulged by the Railway Board with scant regard for several guidelines laid down by DoPT and Cabinet Secretary. He is quite right in this. There are absolutely no norms and objectivity in transfers and promotion of officers by some members of the Railway Board. Brilliance and merit do not matter. What matters is how close you are to the boss that is Member concerned who controls your cadre. Do you speak the same language as the Boss? Are you from the same region, caste or gotra. One Member soon after joining made several changes by bringing own men in crucial posts while shunting out previous incumbents to inconsequential posts. Though such like persons are in minority but they are doing immense damage to the organisation. Strict action needs to be taken against such narrow-minded individuals.
