MFL observes vigilance awareness week 2012

'Vigilance awareness week' was observed in Madras Fertilizers Limited
(MFL) from October 29 to November 3, 2012. Pledge was administered to
all employees which was followed by a presentation by the Chief Vigilance
Officer N Murali Krishna, ITS, to the line managers on 'Transparency
in Procurement', which is the theme for the Vigilance Awareness Week.
During the week, quiz competition, slogan contest and essay competition
were held for the employees on the theme given by CVC. On November 1,
2012, a guest lecture on Preventive Vigilance was delivered by N Sankaran,
IRS, Commissioner of Income Tax, Chennai at the MFL Training centre;
the Chairman and Managing Director (CMD) of MFL , Dr I Vijayakumar IRS
delivered the keynote address.

Expansion of Indian Foreign Service cadre needed
The Indian Foreign Service is one of the neglected Central Services.
No action has been taken to raise its strength to cope up with enhanced
responsibilities. The creamy layer of successful candidates in the Civil
Services Exam opts for IAS, IPS, IRS (IT), Custom &Central Excise
in preference to IFS. Could India be counted as a major power with the
existing shortage of trained career diplomats? Appointment ofStenographers
as diplomats created controversies within MEA and in diplomatic circles.
As the most populous democracy, India has a relatively small diplomatic
corps of just about 775 IFS officers to man the MEA Headquarter in South
Block and about 200 Indian missions and consulates abroad. Now, consider
some startling comparative statistics .The USA has the largest diplomatic
corps of about 20,000 personnel followed by Germany ( 7000), France
(6500 ), UK ( 6000) , Japan (5,500 ) ,China (4,200 ) ,Brazil ( 1200)
, India ( 775). Even a small country like Singapore has a larger diplomatic
corps of 867personnel. Here, in India, the ambassadors from small countries
have to wait for several days for getting appointment with the officers-in
charge of the desks concerned. What prevents the enhancement of the
IFS's cadre strength ? Inter Services rivalry or party politics. It
has been found convenient, of late, to install a pliable Foreign Minister
(FM) so that the epicenter of diplomatic activities remains in the PMO
aided by National Security Advisor. The importance of MEA mandarins
is getting increasingly diluted .Earlier, an experienced politician
with a flair for foreign affairs and with high seniority and stature
in party hierarchy and legislature was made the foreign minister. Not,
so now. The result is that the MEA plays a second fiddle to the PMO
which monitors policy matters, posting and transfer etc. The CS Exam
aspirants have no fascination for the IFS. Those who opt, may not have
the inclination for international affairs. The yearly intake of 20-25
candidates into IFS (JTS level) does not meet the requirement. More
posts must be createdthrough cadre review. The vacancies in IFS cadre
should be filled through Special Recruitment by UPSC .The limited departmental
examination should be open to General cadre of IFS (B) having strength
of 900. This comprises serving Assts, Section Officers and Under Secretaries
of MEA. Their familiarity with ministry's functioning will be handy.
The age limit of 45 could provide good catchment area for selection.
Those found successful could be imparted focused training at LBSNA before
induction into IFS(A).The exam could be held by UPSC every 2 to3 year
to avoid creating a void in IFS (B) for which the intake from SSC should
be increased proportionately. Will Salman Khurshid, the new Foreign
Minister take the initiative and consider the above suggestions?

Money can be saved by weeding corruption
The reactions of all police officers here about the police headquarters
building are on expected lines of just not letting go of the building
and cleverly diverting attention, for instance, one says that instead
of moving into a smaller building, money can be saved by removing corruption
in the police! How clever!!
