Multi-member C&AG
The framers had the wisdom to make some key institutions as 'constitutional'
to insulate these from political interference. The EC and C&AG were
two such single-Member bodies. The EC was converted into a multi-Member
CEC around 1990 when T N Sheshan, grew out of control for Rajiv Gandhi
. The present C&AG became a thorn in the flesh when it exposed successive
scams like 2G,CWG,Coalgate etc. Many more may be in the pipeline, as
per media reports. Against this backdrop, the political Executive (Read
as the Congress ) seeks to defang the C&AG by converting it into
a multi-Member body. This would need amendment to the Constitution by
Parliament, passed by 2/3rd of those present and voting and the number
should not be less than half the total strength of both the Houses of
Parliament. The Opposition can do little if the GOI has made up its
mind , denials notwithstanding. What about the constitutional safeguards
to protect the national Auditor? Should GOI make appointments to C&AG
and CEC ? Who knows the next C&AG may have three Manmohan Singh-type
persons picked by the government. What should be the mode of 'decision
making'-by consensus, or majority voting? Should there not be provision
for 'Dissenting Note' by a Member? Recall the appointment of P J Thomas
as CVC. The dissent of LOP( LS) was ignored by the decision makers as
rules did not specifically provide for it..The appointment was finally
struck down by the Apex court. Whatever may happen, the concept of 'Triumverate
Leadership' for constitutional bodies would be disastrous in the absence
of constitutional safeguards. One wonders : Why can't the constitutional
status be accorded to CVC, presently a statutory body? Further, why
can't the CBI be also accorded constitutional status, independent of
government with multi-Member structure representing the Police, Income
tax/Custom, the Prosecution etc. All appointments in these bodies should
be made through consensus by a collegium of three namely the PM, LOP
(LS) and the CJI.

Govt frittering away public funds in Afghanistan
By investment in Afghanistan, the Government is frittering away valuable
public funds. Treachery is one of the aspects of Afghan history. Once
NATO pulls back its forces there will not be even a smoke of Karzai
and company. The Taliban who will take over will first burn all the
structures constructed by us.
