DoPT seeks nod from departments for posting
of 1993 batch IAS officers
As the grapevine has it, the Department of Personnel and Training (DoPT)
in the in the Government of India (GoI) has sought clearance regarding
posting of those IAS officers of 1993 batch as Joint Secretaries who
were empanelled a few weeks back. Clearance has been sought on the issue
that whether or not they would take such IAS officers of 1993 batch
on Joint Secretaries post in their department on arising of a vacancy
or an existing vacancy. Likewise clearance has also been sought about
those empanelled IAS officers of the said batch who were presently serving
as private secretaries (PSs) to certain Ministers at the Centre. It
was important because in GoI it has been followed quite religiously
in UPA -II that bureaucrats who are elevated as Joint Secretaries will
not be allowed to continue in staff of Ministers as PSs.

National Poplar Commission meet concludes

Dr V.K. Bahuguna, Director General, ICFRE -cum- Chairman, National Poplar
Commission (NPC) of India, on Friday advocated the inclusion of other
short rotation species in addition to Poplar and Willow like Melia dubia,
Casuarina Acacia nilotica, Rubber wood and others for upliftment of
livelihood, for mitigating the demand supply gap and poverty alleviation.
Chairing the meeting of the NPC on the 3rd day of 24th Session of the
IPC 2012 meeting of the National Poplar Commission, Dr. Bahuguna also
stressed upon providing ecological, environmental and social services.
The NPC also recommended to rename it as "National Commission on
Poplar Willow and other Short Rotation Crops" with its Head Quarter
at FRI Dehradun, to expand its scope to include other short rotation
species and to expand Poplar to other states wherever feasible Technical
sessions under different themes listed by International Poplar Commission
at different venues, election of new executive committee, meetings of
different working parties and poster sessions on different themes of
IPC by different partner countries were also held on the occassion.
The session of IPC was attended by the researchers, scientists, farmers,
foresters, NGOs and representatives from the Plywood industries. Dr.
Walter Kollert, Secretary, IPC- FAO and Dr. Stefano Bisoffi, outgoing
Chairman of IPC-FAO appreciated the commendable contribution made by
the Organising Committee of the ICFRE and FRI under the leadership of

Black sheep in every service
I see lot of blaming by officers of one service about another. Black
sheep is there in every service. I was doing fundamental course at Mussourie
after selection in IAS. I had come from Indian Customs and Central Service.
One of the probationers who had been allotted IC&CE service came
to me and asked how money could be made in that service.I was shocked
and did not know how to react. I advised him wait and see it himself
as he would soon get positioned. Now a days he is commissioner in an
important commissionerate. I do not know how is doing in the service.
I hope he is reformed by now. It is also possible that he might be executing
his plan meticulously. But good and bad people exist everywhere. You
can not paint the entire service within colour. This kind of bickering
about services must stop.

LPG misery
One LPG cylinder lasts for 24 days in a family of 4. It is utter disregard
to the feelings of others that people put up concocted figures. Why
have we lost our sensitivities. Here I find some defending LPG, some
defending coalgate, some defending petrol hike. Strange are the ways
of world....and what is this cable TV melodrama???.. why burden already
overburdened hapless people?? If you want cable quality to improve,
this could have been done without burdening aam aadmi.

LPG, NSSO and the Statistical System
This has reference to Mr. Saxena comments under the caption "Laud
Good Work : Reduction in Number of Subsidized Gas Cylinders". Dig
deeper. The vacancy at DG level is not the basic problem in the statistical
system. The basic problem is systemic change introduced on recommendation
of Dr. C. Rangarajan Commission which handed over the command of MOS&PI
to a technocrat secretary with the hope that his expertise will be of
immense help to the system. Unfortunately, the experience of six years
suggests that there is all-round deterioration as reflected by GDP Fiasco,
IIPA fiasco, Export-Import Data fiasco, depleting manpower and human
resource in the system and above all serious corruption charges against
some seniors awaiting promotion to the post of DG and blatant cover-up
at the coast of probity in public life. As far as use of LPG per family
is concerned, here mean is misleading. One should go for mode which
will be at least twice the mean in the case.

Result of lack of cooperation
Regarding the comment on NSS data o consumption of cooking gas titled
'Unfortunate': If the figures of cooking gas consumption given by NSSO
is low, it is not because NSSO or Government cooked up the figures.
It is because of the apathy of the lack of cooperation from the public,
especially those in middle and upper income groups in urban areas, who
do not even give enough time to NSSO investigators to ask all questions,
let alone give correct answers.
