I had been an ardent reader of whispersinthecorridors. However, now a days I find that you don't have any thing sensational to bring out and most of the days try to come out with news relating to empanelment of IAS Officers. My humble suggestion is to bring to the readers some coups so that it evince the interest.

A 1990 batch IAS officer of Nagaland cadre, Jyoti Kalash has been selected by the Government of India to represent India in the prestigious 4th India-ASEAN car rally. The car rally will start from Indonesia on November 25 and the flag-down ceremony will be held on December 17 at Guwahati. The rally will pass through Indonesia, Singapore, Malaysia, Vietnam, Thailand, Cambodia, Lao PDR, Myanmar and will enter India through Moreh sector of Manipur and will cross Kohima and Dimapur. The total length of the rally is approx 8,000Kms. This is the second time Kalash is doing this Car rally as he had also participated in the first India ASEAN car rally held in 2004.

Infrastructure adequacy major roadblock to growth: Luxury CEOs (UPDATED)
A whopping 95 per cent of the chief executive officers (CEOs) representing the global luxury industry opine that lack of adequate infrastructure is the key barrier confronting the growth of luxury industry in India, according to a just concluded joint survey by ASSOCHAM and Yes Bank. "The lack of premium retail infrastructure in India is impacting both expansion plans along with bottom-line margins of the global luxury industry due to higher rentals thereby leading to a demand-supply mismatch," according to the 'India Luxury Top Management Survey 2012,' jointly conducted by The Associated Chambers of Commerce and Industry of India (ASSOCHAM) and Yes Bank. The survey was at the 'India Luxury Summit-2012,' organised by the ASSOCHAM in New Delhi on November 23, 2012. The Indian market for high-end products and services is estimated at over eight billion (bn) dollars and is currently growing at annual rate of about 20 per cent and is likely to cross $14 bn during the course of next three years on the back of rising per-capita income and evolving consumer trends, highlights the ASSOCHAM-Yes Bank survey. "Finding the right quality infrastructure space has been the biggest impediment for global luxury firms," asserted the CEOs. "Lack of quality infrastructure is a huge bugbear for luxury brands in India, thereby forcing them to go slow in their expansion plans and steep rentals together with high duties further impede the growth and development of the sector." Besides, inordinate high duties, varying tax structures, bureaucratic delays, red-tapism, exchange rate volatility, imposition of caveats, political and regulatory landscape are other significant challenges being faced by the luxury industry, highlighted the CEOs. The ASSOCHAM-Yes Bank surveyed about 300 global business leaders, stakeholders and influencers representing the global luxury industry from France, India, Italy and UK during August-November to ascertain the challenges being faced by the industry, extent of opportunities, industry perspective on outlook of Indian economy, consumer behaviour, market entry strategies, marketing mediums, financial management and the overall future outlook of the industry. Some of the significant players across various verticals who participated in the ASSOCHAM-Yes Bank luxury survey included - GUCCI, Christian Dior, Louis Vuitton, Ocean Style Yachting, Canali India, L'Oreal Luxe India, LVMH India, Judith Leiber, The Phenix Mills, The SPA Group, Geetanjali Group, The Bauers, Starwood Asia Pacific Hotels & Resorts, Da Milano Leathers, Reliance Brands, Hidesign and others. Interestingly, though majority of global retail management still views the recently proposed 100 per cent approval for single brand retail in foreign direct investment (FDI) with a certain amount of apprehension and awaiting further clarifications regarding the same. Exempt Transport Allowance from Income Tax

As per recommendation of 6th Pay Commission, Government pays transport allowance to the employees @ Rs.3200 +DA in Metro cities, but allows Income tax rebate only on Rs.800, the old rate of TPA. Since TPA is not income and treated as an expenditure by the Government servants, the entire amount of TPA should be declared as non-taxable by the Income Tax Department. Hope Ministry of Finance would issue necessary guidelines immediately.

New I&B Minister should pay attention to Doordarshan

At many places no station Director. Never taken care by Prasar Bharti. No Deputy Director either. Sports channel run by Production Assistant and retired official who never worked when they were in the service. Still they are only enjoying favour from the private producer those get help from them and get maximum advantage. Some private producer get sanction with the help of Mandi house. This is high time that new I&B Minister give time to Doordarshan.

Honest are a bottle necks for govt

Some of the honest are a bottle necks for the government. In the name of honesty they do not take quick decisions. The money budgetted gets lapsed. Any money released fuels the economy and the poor get employment. As long as your intentions are beyond doubt a decision making which may turn out to be incorrect in future, does not mean that you should be penalized. Bottlenecks are selfish and they are only bothered about their retirement dues.

Recording reason in writing

If BJP is really sincere about its opposition to Congress, it should put its dissent on all such appointments- recording reason in writing, where the proposed incumbent is being rewarded for his/her services to the ruling party. Like in case of Present CBI chief, it can record that he has been less than objective in carrying out his responsibilities as CBI chief.

Elitism and inclusiveness

Learned commentators on this site have advocated elitism as a measure of cleaning up the administration. However, bureaucracy is (was) meantto be nameless, faceless and guided by objective criteria so that every incumbent to a position administers the rule of law in a just and fair manner irrespective of her/his personal proclivities, which leaves practically no scope for arbitrariness and discretion, save in exceptional circumstances. Has the administrative system deteriorated and collapsed overnight subsequent to the superannuation of few worthies who alone are paragons of virtue? Had true democratic institutions been developed and allowed to flourish in all walks of life, this great nation of over one billion citizens would not have been at the mercy of a cabal of powerful elite, whether honest, conscientious and condescending or corrupt, callous and criminal, their percentage share notwithstanding. Loss of power, fall from grace and the painful reality of being reduced to a meek citizen who has to crawl and crumble everywhere in order to merely survive, appear to ignite sudden sparks of enlightenment within us. Is it not time yet that we made it a habit to wake up early from the hangover of power and set our house in order before twilight sets in and darkness takes over eventually?
