Ashish Kumar Chauhan is new MD, CEO of BSE
Ashish Kumar Chauhan who so far was serving as an interim Chief Executive
Officer(CEO) on his appointment as Managing Director & Chief Executive
Officer (CEO) of Bombay Stock Exchange (BSE), has assumed charge. It
may be stated here that Chauhan had joined BSE as Deputy CEO in 2009.
The slot of BSE chief was vacant ever since Madhu Kanan had quit BSE
to join the Tata group of Industries.
O P Rawat is also Secretary, Heavy Industry
O P Rawat, Secretary, Department of Public Enterprises, Ministry of
Heavy Industries and Public Enterprises, has been assigned an additional
charge of Department of Heavy Industry. He is a 1977 batch IAS officer
of Madhya Pradesh cadre.
Who will be new Law Secretary?
Who will be new Law Secretary in the Government of India ? The meeting
of selection committee will take place on November 5, in the Cabinet

Dr Rakesh Mohan takes charge as Executive
Director, IMF
Dr Rakesh Mohan has assumed charge as Executive Director(ED) on the
Board of the International Monetary Fund (MF) on November 1, 2012. In
addition to India, Dr Mohan will also be representing three other countries
in the constituency, viz. Bangladesh, Sri Lanka and Bhutan on the Board
of the IMF. Dr Mohan was earlier Deputy Governor of the Reserve Bank
of India and also Secretary in the Department of Economic Affairs, Government
of India. He has also been Chairman of National Transport Development
Policy Committee and of the High Level Committee on the Financing of
Infrastructure. Prior to assuming his duties at the IMF Dr Mohan was
Professor in the Practice of International Economics and Finance at
the School of Management and Senior Fellow at the Jackson Institute
for Global Affairs at Yale University. The term of Dr Rakesh Mohan at
the IMF will be for a period of three years.

National Poplar Commission meet concludes
Dr VK Bahuguna, Director General, ICFRE -cum- Chairman, National Poplar
Commission (NPC) of India, on Friday advocated the inclusion of other
short rotation species in addition to Poplar and Willow like Melia dubia,
Casuarina Acacia nilotica, Rubber wood and others for upliftment of
livelihood, for mitigating the demand supply gap and poverty alleviation.
Chairing the meeting of the NPC on the 3rd day of 24th Session of the
IPC 2012 meeting of the National Poplar Commission, Dr Bahuguna also
stressed upon providing ecological, environmental and social services.
The NPC also recommended to rename it as "National Commission on
Poplar Willow and other Short Rotation Crops" with its Head Quarter
at FRI Dehradun, to expand its scope to include other short rotation
species and to expand Poplar to other states wherever feasible Technical
sessions under different themes listed by International Poplar Commission
at different venues, election of new executive committee, meetings of
different working parties and poster sessions on different themes of
IPC by different partner countries were also held on the occassion.
The session of IPC was attended by the researchers, scientists, farmers,
foresters, NGOs and representatives from the Plywood industries. Dr.
Walter Kollert, Secretary, IPC- FAO and Dr. Stefano Bisoffi, outgoing
Chairman of IPC-FAO appreciated the commendable contribution made by
the Organising Committee of the ICFRE and FRI under the leadership of
Dr. Bahuguna and Dr PP Bhojvaid, Director Forest Research Institute
supported by a large team of Scientist, Technician and volunteers.

First lady FC of Indian Railways no more
Mrs Vijayalakshmi Viswanathan ,first lady Financial Commissioner of
Indian Railways, has passed away at Chennai. She was a 1967 batch IRAS
officer . Viswanathan had occupied all the important positions on Indian
Railways and is credited with distinguishing herself in each one of
them. Some of the landmarks of her career include the positions of ADRM/MAS,
DRM/Mysore, FA&CAO/SR, AGM/SR, AM/Budget, AM/Finance and Financial
Commissioner (Railways).

Vigilance awareness week observed in Central
Warehousing Corporation
As per the guidelines of Central Vigilance Commission, Vigilance awareness
week was celebrated at Central Warehousing Corporation (CWC), Corporate
Office from October 29 to November 3, 2012 and the theme of this years'
observance of the week was 'Transparency in Public Procurement'. The
observance of the week started with a pledge on October 29, 2012 by
all employees to bring integrity and transparency in all activities
of the Corporation. A declamation contest was also organised on the
occasion topics related to Anti-Corruption.On October 30, 2012, a workshop
was conducted, followed by a brain storming session on the title 'Transparency
in Procurement in CWC - Challenges and Way Forward', in which selected
Regional Managers, and senior executives of the Corporation as well
as officers of its subsidiary, the Central Railside Warehouse Company
(CRWC) participated. The workshop was addressed by BB Pattanaik, MD,
T K Doshi, Director (M&CP), VR Gupta, Director (Finance) and Sanjay
Kumar Rakesh, IAS, CVO suggested ways and means to make contract documents
relating to procurement system of goods, services and works more &
more transparent. From October 31 to November 2, 2012, a training programme
on administrative vigilance was also organised .During the valedictory
session, a handbook titled 'Vigilance - An Overview' (12th Edition)
published by Corporate Vigilance Division containing important circulars,
guidelines, case studies on vigilance administration for the benefit
of the Officers as well employees of the Corporation was released by
the B B Pattanaik, Managing Director. On this occasion, while addressing
the participants, Pattanaik emphasized that Vigilance Function in any
organisation is not a standalone activity. Rather, it calls for involvement
of each and every employee at the work place primarily through preventive
vigilance which, if adopted as a habit, would considerably reduce the
need of punitive vigilance. This can very well be achieved by strict
compliance of the laid down systems and procedures. The vote of thanks

NSS Results and unseemly controversies
In the light of various comments that have appeared in WIC and elsewhere
following the NSS findings on LPG consumption recently and poverty,
unemployment etc. earlier, there appears a need to commission an exceedingly
large survey of mega proportion with a view to arriving at a robust
correction factor, which would resolve once and for all the dichotomy
of illiterate, apathetic, uncooperative and unresponsive citizenry and
all knowing, committed, overzealous and dedicated bureaucracy.
