IFS cadre in Uttarakhand in shambles
The management of the IFS cadre in Uttarakhand is in complete shambles, thanks to total apathy of the government . No regular transfers have taken place this year at the DFO or senior levels, some selected IFS officers have been shifted out and cadre posts have been assigned to junior state service officers in clear violation of AIS rules, at places junior state service officers have been placed in supervisory positions above their IFS seniors, IFS officers returning from deputation and special duty posts have been kept in waiting without a post for more than six months....This when the IFS cadre of Uttarakhand has the reputation of having some of the best officers in the country...This state of affairs is even more shocking given that the Chief Minister is himself holding the Forest Portfolio. This indecisiveness is becoming a hallmark of governance in Uttarakhand today.

NMDC Limited observes Vigilance Awareness Week-2012 (UPDATED)
The week long Vigilance Awareness Week Celebrations of NMDC concluded on a high note as it was presided by the Chief Guest Pratyush Sinha, former Central Vigilance Commissioner in Government of India. The valedictory function was attended by the Functional Directors of NMDC, N K Nanda, Director (Technical), Subimal Bose, Director (Production), S K Das, Director (Commercial), Rabindra Singh, Director (Personnel) and the Chief Vigilance Officer, Mrs Usha Chandrasekhar amid a huge gathering of officials and employees of NMDC. Pratyush Sinha while addressing the employees of NMDC highlighted the importance of adopting good practices in Public Procurement. He detailed the necessity of making Transparency and Integrity a reality in all aspects. He emphasized on the need for taking all necessary steps to make the tender procedures transparent and equitable thereby maximizing competition. N K Nanda, Director (Technical) while welcoming the Chief Guest highlighted about the good procurement practices being followed in NMDC. Speaking on the occasion, Usha Chandrasekhar, CVO, NMDC said that everyone should inculcate a sense of values for making real change in the System. She also said that good governance and prudent practices are essential for all public establishments. During the week long Vigilance Awareness Week celebrations, the Vigilance Department of NMDC organized talks by eminent personalities like - V V Lakshmi Narayana, Joint Director, CBI, Jitendra Kohli, an expert on e-procurement and K Bikshapathi, Vice President, National Institute of Smart Government, Hyderabad. A workshop on e-procurement was conducted for the benefit of the officials of NMDC and the vendors. Mockery of Vigilance Awareness in the Government ?

The CVC has directed all Central Government Offices and its undertakings to observe Vigilance Awareness Week from October 29 to November 3.2012. While other ministries/departments at least wear a mask of action against corruption, surprisingly, the DoPT, under the PM has chosen this opportunity to come-up with an OM [F.No. 22034/4/2012 - Estt. (D)] on November 02, 2012 stating that if the department is pleased, it can promote corrupt officials too simply by refusing to suspend the official and delaying the investigation. It is further surprising that Para 2 of the OM has missing link giving further benefit to the corrupt officers. In fact, DoPT should have taken this opportunity to make each secretary to the Government of India personally responsible for any lapse in taking prompt and proper action. In Ministry of Statistics and Programme Implementation, the corruption charges against senior officers, even after court's order, have not reached to its logical conclusion.

At least he got Justice from the government because his chance was lost due to backdoor entry of new comer as CMD of MTNL, who just got some months as Director (HRD) BSNL and suddenly in a very dramatic way grabbed the post of MTNL CMD pushing to corner two very experienced officers of Telecommunication field of India. i.e. Kuldeep Singh, Director Technical and Pachowry, Director (Human Resource Development (HRD) of MTNL Special committee headed by Cabinet Secretary clipped the wings. I hope now Government will give the justice to Pachowry- who will superannuate within two three months. It will also utilize Pachowry's long experience of Telecommunication field for increasing growth of the sector.
