Chaturvedi, an MBA and Masters in Science, was presently Chief Commissioner of Central Excise, Pune Zone and was also the Additional Director General of Central Excise Intelligence Directorate in charge of Mumbai Zone. He has succeeded K K Goyal who retired on August 31.

K V Chaudhary has officially been appointed as Member, Central Board of Direct Taxes (CBDT). He is a 1978 batch IRS (IT) officer.

PM's mistimed foreign trip

When Government is facing serious corruption charges, both houses of Parliament are running in deadlock, when Coalgate is in its full fury, our PM goes out to attend NAM summit, which however, has no relevance in the changed scenario. Isn't PM evading his responsibility or is he
showing to opposition and people at large that he doesn't care for whatever happens in the country.

Prime Minister Manmohan Singh in the same predicament

Prime Minister Manmohan Singh is in the same predicament as A K Antony was when he was Chief Minister of Kerala in 2001-04.Though claiming to be honest himself, he was harbouring and protecting all the totally-corrupt ministers in his cabinet. So the people grew antipathetic to him and his popularity rating plummeted to the lowest level which was eloquently expressed through the electoral verdict in the Lok Sabha election in 2004 when the Congress could not win even a single seat in the state. Though Antony tried to cling on to his chief ministerial chair, he had to resign within two months. Anotny was also fostering all corrupt civil servants and hounding the honest officers with a vengeance. Some of these corrupt civil servants are now repeating their game in Delhi in the government of India and wreaking their vengeance on their superiors, ministers and secretaries, when divested of their lactiferous multiple postings.

For IPS, promotion is a ritual

Constable in current police structure count for more than 87 percent but they have no investigation power nor training and it is going on from 1861. The pseudo top cops of India (IPS) are responsible for policy formulation for this lot and result is there are constables in Police with 30-35 years of service. For IPS, promotion is a ritual. They all become LT. Generals with duty of a Head constable(Yea ! they go to ops with 6-7 people and get killed like sitting ducks but awarded highest gallantry medals due to seniority of Badges of Rank.

Protection to third party information under RTI Act

The appellant sought a number of information regarding a certain property. The Public Information Officer (PIO) refused to furnish information as the owners of the property denied their consent for disclosure of information under section11 of the Act. The First Appellate Authority (FAA) overruled the order of PIO and allowed the appellant to seek complete documents regarding the property. The third party filed an appeal before the Central Information Commission (CIC). The CIC observed that the FAA has neither provided any reasons for overruling the order of the PIO for directing disclosure of the personal information to the RTI applicant, nor recorded any larger public interest while arriving at this conclusion. The CIC held that the FAA appeared to have pronounced his orders without due application of mind and without keeping in mind the relevant provisions under the RTI Act. The Commission further stated that within the transparency Act the right to privacy and personal information have been placed on a separate footing and are protected under the provisions of Section 8(1) (j), Section 10, Section 11 and Section 19(4) of the Act. The Commission upheld the order of PIO and dismissed the appeal.
