Lack of representation of SC/ST in higher positions
Now that the facts are laid bare - Bad CR's, deliberate slapping of
vigilance cases, Backlog vacancies etc are the main reasons for lack
of representation of SC/ST at higher echleons and not lack of Merit
or Efficiency, why even Foreign Trainings/visits are denied to SC/ST
officers. So all SC/ST officers wake up , unite and Agitate for your
Rights ! Time to fight blatant discrimination in bureaucracy ! We together
can do it.

SC/ST officers don't want deputation at centre
Most SC/ST officers do not want to come to the centre on deputation.
They would rather lord it over like feudal lords in the states. They
become MPs after their service period since they have reservations in
politics also. Why should they come to the Central Secretariat and work?

All not availing Reservation facility
Many people are not aware of the fact that many children from the Dalit
communities whose parents are well placed are not availing Reservations.
They are doing well and please don't insult their efficiency. Among
100 if just one or two are from dalit communities its not a big deal.

It is better to increase the retirement age
One of the reasons why S C and S T officers are not there at senior
level is because they join service late and therefore retire early.
In my view, instead of giving reservation in promotion, it may be better
to increase the retirement age for these officers so that they serve
for atleast 34 to 35 years which is the normal service done by general
candidates. This will help the competent and meritorious officers amongst
the S C and S T to reach at the top like others and will help
them in overcoming the initial disadvantage of joining the service late.

Whose is fault is this?
So many persons and the Governments say that caste discrimination still
exists. It has been more than sixty years that the reservations on caste
basis have been going on. It is strange that even after all these years
of reservations the problem still exists. Whose is fault is this? Is
it the fault of the people belonging to the upper caste? The reserved
category people have been getting reservations at every stage of life
whether it is for education at primary level (including cost of books
and uniforms free of cost) or at higher education level and jobs and
promotions, business etc. for almost five decades. Every government
say that they eradicating caste system from the society but at time
a child is being admitted in a school the caste and religion of the
child are asked. First of all this should be stopped. Secondly every
person should be known by his or her name only without the caste name/religion
prefixed or suffixed. Even the name of parents also should not contain
any caste name or religion in it then only the casteless society can
be created.

SC/ST ignored in Foreign Trainings
Surveys have indicated that foreign trainings are grabbed by the so
called upper caste officers and due to tag of SC/ST , even the deserving
candidates from SC/ST are totally ignored when it comes to Foreign trainings.
Those responsible should regulate this and make such mechanisms that
only few people don't go again and again bypassing rules and secondly,
ensure that reserved candidates also get equal opportunities as far
as foreign training/assignments are
concerned.

Promotion in reservation
How many SC/ST officers have been elevated to Secretary level posts
since independence will clear the doubts in the mind of those who thinks
that there is no discrimination against these categories. There are
many cases wherein either false cases are framed against these officers
or their ACR's are spoiled/given below bench mark entries so that they
do not get promotions after certain level. Hard but true fact.

Which process of appointment is transparent?
Particularly the post retirement positions as many if not more than
the secretary level appointments or constitutional positions. Generally
people not having even the basic knowledge of the job are positions
only due to political reasons. Why not merge these with the regular
secretary level positions? What the professor, the PM is doing? If he
cannot do justice, is there a justification to cling to the position?

Can an appellant demand inforamtion in Hindi under RTI?
The appellant sought information in Hindi regarding ICDS projects operating
in Delhi including details of each project on a CD, number of Anganwadi
centers operating along with details of Anganwadi centers, details of
budget allocations for each Anganwadi and also the details of beneficiaries
(women and children) of Anganwadi centers etc..
The appellant filed a complaint before the Central Information Commission
(CIC) alleging non-disposal of his request by the Public Information
Officer(PIO) and First Appellate Authority (FAA). The respondents stated
that information has been furnished by all the 94 PIOs of different
ICDS
projects to the appellant and that they had provided the information
as available in the records and some on CDs in cases where the information
was available as computer data. The appellant stated that only 71 PIOs
had furnished him the information, that too in a delayed manner and
it has not been translated into Hindi or provided on CD. Further, the
FAA had not bothered to dispose off his appeal.
The CIC issued SCN to the PIOs as to why penalty u/s 20(1) should not
be imposed upon them for not responding to the RTI Application within
the prescribed time period. The CIC also directed the FAA to show cause
as to why disciplinary action should not be recommended against him.
The CIC ruled that there is no provision for translating documents and
then providing them to the Applicant under RTI Act. The CIC also ruled
that information may be provided on CD, free of cost if the information
is already available as a computer record. Details of all ICDS projects
including budgets allocated to them, details of personnel working for
these projects etc. were directed to be put up on the website of the
Department as per section 4(2) of the RTI Act.
Comments
Translation or reducing the documents to electronic form in order to
transfer them on to a CD just because the Appellant wants the information
on a CD, is not mandated as per the RTI Act.
