MDI, Gurgaon - a front runner B-School of India

Management Development Institute (MDI), Gurgaon, is a front runner B-School of India. The PG Programmes in Management offered by MDI are recognized and accredited by the All India Council for Technical Education (AICTE) New Delhi. 1. What made the MDI to opt for Programme for Public Policy and Management (PGP-PPM). What is the importance of PGP-PPM in the present day context ?

Ans - It is a prestigious programme which was offered to us by DOPT, GOI and thus we accepted to run it at MDI. Policy makers and implementers today are much more conscious of management & governance issues than ever before . Formal inputs are required at regular intervals and thus a mid-career programme of this nature is a welcome input.

2. What is the purpose of PGP-PPM and who are the stake holders ?

Ans - Purpose of the programme is to upgrade the skills at the mid-career stage. Stakeholders are Cadre Control Authorities of Central Govt and also the state level functionaries.

3. What does PGP-PPM offers and how do the participants benefit from it ?

Ans - PGP-PPM offers a blend of Management & Policy core courses and electives by which the participants benefit by knowing the contemporary issues. International exposure is also given to help them to sensitize the working comparisons with other Countries.

4. What is the objective of PGP-PPM and what are the factors to which participants are exposed to ?

5. Would you like to throw some light on the design of the programme ?

Ans - It is a Residential programme for 12 months and a 3 month Dissertation thereafter. It consists of Core and Elective Courses both in Management and Public Policy. Also, five to six weeks International immersion is given to appreciate Public Policy issues and challenges of other Countries.

6. What are the components of PGP-PPM's Academic schedule and of what relevance is the degree/diploma provided after the completion of course ?

Ans - The Diploma is a AICTE approved diploma which adds to their academic qualification which is very valuable.

It has divided society

The discussion on SC/ST reservation in promotions has divided society in to rival camps. Even the bureaucrats on the sight have clear division among them. Non-SC/ST oppose it and SC/ST are supporters. SC/ST are being castigated as non-meritorious and inefficient. Reservation was the result of negotiated settlement for retaining sc/st in Hindu fold and giving them equal opportunities. The basis of discrimination the caste has become more rigid and prevalent. The so called high caste bureaucrats are now more castiest. If equal opportunities are not provided to SC/ST they might have to abandon the coalition and think for their independence based on equality. Let's kill caste and castiest mindset, there will be no need of reservations.

Reservation policy is faulty

It is politically motivated and not aimed at upliftment of SCs. Benefit should be given to one generation only and his children should be excluded. This will benefit other SCs. It should not be given in promotions. Are there poor in SCs only. The poor of so called upper classes are being discriminated. Even right to education is denied to them. SC getting 45-50% marks in 12th class gets admission in college whereas non-SC/ST scoring even 70% does not get. Will he have any faith in the so called justice and equity? Why we are being punished? If my forefathers had murdered an SC, if at all, why should I be hanged for that? No party has any road map for overcoming or even talks about non-governance and problems like high prices, rampant corruption, utter lawlessness. They only know how to divide , re-divide and sub-divide the society.

SC/ST reservations

SC/ST reservations are mostly misused and does not reach the deserving. I know one case where a person drawing Rs. 6.00 lakhs plus per annum obtained an income certificate from his home town declaring the same as Rs. 80,000 for admission of son in Engg. courses. Like this many SC/ST persons, who are above the creamy layer avail reservation benefits which they are not entitled to. There is no mechanism to check this misuse.

SC/ST officers are completely ignored for Foreign Trainings/Postings/Visits. There is total discrimination. Is the Government going to do something about this but then how can one expect Justice if at the Top level it is the Other Caste officers who decide these Policies.

Complaint about ACRs of SC/ST officers being spoilt amusing

The complaint about ACRs of SC/ST officers being spoilt is amusing. In fact, majority of such officers are given gradings (which they do not deserve) merely due to the fear of being dragged to the SC or ST Commission by the affected officials citing harassment and discrimination.

Tours by JS level Officers and above

The recent advisory issued by DOPT to all Ministries of GOI to upload the tour programmes of all officers of the rank of JS and above with expenditure wef 1.1.2012 on the websites is a step in right direction, though late. There are a large number of officers in Government who go to exotic places, sometimes with their spouses, on pleasure trips in the garb of official work. They not only stop here but use the travel points earned through Government Trips for procuring air tickets for the family members despite clear instructions to the contrary from Government. The travel points earned are to be used for the benefit of Government only and not for personal use. Some officers even try to bypass the Government instructions by purchasing air tickets for official trips from their credit cards, and then transfer the points earned from credit card to Air India for procuring air tickets for their wives / children. That is indirect way of using the benefit accrued through Government Trips. Hopefully, with the details in public domain, the babus would be careful in future.

Can an appellant demand inforamtion in Hindi under RTI?

The appellant sought information in Hindi regarding ICDS projects operating in Delhi including details of each project on a CD, number of Anganwadi centers operating along with details of Anganwadi centers, details of budget allocations for each Anganwadi and also the details of beneficiaries (women and children) of Anganwadi centers etc..

The appellant filed a complaint before the Central Information Commission (CIC) alleging non-disposal of his request by the Public Information Officer(PIO) and First Appellate Authority (FAA). The respondents stated that information has been furnished by all the 94 PIOs of different ICDS
projects to the appellant and that they had provided the information as available in the records and some on CDs in cases where the information was available as computer data. The appellant stated that only 71 PIOs had furnished him the information, that too in a delayed manner and it has not been translated into Hindi or provided on CD. Further, the FAA had not bothered to dispose off his appeal.

The CIC issued SCN to the PIOs as to why penalty u/s 20(1) should not be imposed upon them for not responding to the RTI Application within the prescribed time period. The CIC also directed the FAA to show cause as to why disciplinary action should not be recommended against him. The CIC ruled that there is no provision for translating documents and then providing them to the Applicant under RTI Act. The CIC also ruled that information may be provided on CD, free of cost if the information is already available as a computer record. Details of all ICDS projects including budgets allocated to them, details of personnel working for these projects etc. were directed to be put up on the website of the Department as per section 4(2) of the RTI Act.

Comments

Translation or reducing the documents to electronic form in order to transfer them on to a CD just because the Appellant wants the information on a CD, is not mandated as per the RTI Act.
