It is heard that the willification campaign by CPI against Mamata Banerjee
has reached such a high in West Bengal that she is under pressure to withdraw
support from the government. Sources say this is just the beginning, she
may withdraw outside support in a few more days if she senses that CPI's
campaign against her continues making her lose ground in her home state.
Now expansion cum reshuffle only next month?
Latest information says that Cabinet expansion cum reshuffle of the
Manmohan Singh Government will take place only during Navratri-means

Has Subbarao eased to coming liquidity crunch?
The CRR cut announced by RBI is a recognition of the coming liquidity
crunch, as advance tax payments (due last Saturday, 15 September) drain
out money from the system and the traditional festive season surge in
demand for credit looms. The primary message is we will help ease liquidity
- as always.

DOPT's tough stand on extension makes it tougher
for DG, CRPF?
A fresh development suggests that the extension to K Vijay Kumar, DG,
CISF, for more than three months, has become tougher. Until recently
he was expected to an extension for six months. He is a 1975 batch IPS
officer of Tamil Nadu cadre.

Rajeev Mehta, Additional DGP (L&O), Meghalaya Police, Shillong has

Supreme Court Collegium has so far not decided the name of any Judge

Mystery shrouds delay in posting of new CMDs
& EDs in PS banks
Mystery shrouds delay in posting of new Chairman cum Managing Directors
(CMDs) & Executive Directors (EDs) in public sector (PS) banks.
Interestingly, interviews of EDs for elevation as CMDs were held in
a tearing hurry, nine months ago i.e. on January 12, 2012 but CMDs in
two banks have so far not been posted where vacancies would arise on
September 30, 2012.This against the decision of posting new CMDs a fortnight
before current CMD of any PS banks retires.CMD of Bank of India Alok
Misra & CMD of Canara Bank S. Raman will retire on September 30,
2012. Likewise, two posts of EDs have been lying vacant. A post each
of ED in the Andhra Bank and Oriental Bank of Commerce is vacant.
Postings of GMs in Railways in a quagmire
Senior level postings in Railway Ministry including those of General
Managers (GMs) are in a quagmire. Thanks to the political stand-off
between Congress led UPA Government and Trina Mool Congress (TMC) being
led by West Bengal Chief Minister Ms Mamata Banerjee on recent decisions
that the Centre took.
Fools Rush in where Angels Fear to Tread
This axiom has been proved yet again in Finance Ministry's Revenue Department
which had issued a notification on August 31, 2012 raising the retirement
age of President and Members of Customs, Excise, Service Tax Appellate
Tribunal to 68 and 65 respectively. The fine print of the notification
was geared to reemploy just retired Members and meant to immediately
retire serving Members. How such bad legal drafting escaped Law Ministry
was a question asked till it was rumoured that the file was never sent
to Law Ministry. Much as FM hates roll backs, this was one matter which
has had to be rolled back. Now 3 questions remain unanswered-- why?

Deepak Kumar is likely to proceed on central
deputation?
Deepak Kumar, Principal Secretary, General Administration Bihar, reportedly,
may proceed on central deputation soon. A 1984 batch IAS officer Deepak
Kumar is holding the additional charge of Principal Secretary Tourism
and Principal Secretary, DIPR.

Postings in the Railway Ministry are going to be delayed further because
usually the Prime Minister does not clear files of that Ministry which

SAIL sweeps Vishwakarma Rashtriya Awards (UPDATED)
"It is a matter of pride for all of us that more than half of the
total awardees who have won the Vishwakarma Rashtriya Puraskar (VRP)
are from Steel Authority of India Limited," stated SAIL Chairman
C S Verma at a felicitation ceremony for VRP awardees organised at SCOPE
Complex the other day. Continuing with its glorious tradition of previous
years, 64 out of total 118 awardees for the performance year 2010 were
from SAIL, who were awarded by Union Minister of Labour and Employment
Mallikarjun Kharge at a glittering ceremony held at Vigyan Bhawan yesterday.
Estimated annual savings resulting from implementation of works mentioned
in SAIL's award winning projects are over Rs. 143 crore on a recurring
basis and Rs. 58.8 crore on a one-time basis. The 13 awards won by SAIL
went to 64 employees from SAIL's five plants including Bhilai Steel
Plant, Bokaro Steel Plant, Rourkela Steel Plant, Durgapur Steel Plant
and Salem Steel Plant. One of the award winning projects includes design,
development and installation of Purging System for skirt pressure impulse
lines in Basic Oxygen Furnace, SMS-II of Bhilai Steel Plant. The skirt
pressure lines maintain the draught in the Gas Duct of Gas Cleaning
Plant of the convertor of SMS-II. Bearing close proximity to the convertor
mouth, the tapping points of skirt pressure signal line were prone to
get blocked due to splashing of metal and slag during steel making process,
which had to be cleared using expensive inert gases. It is in response
to this challenge that a group of workmen from Bhilai constructed an
auto purging system of Tapping Points using high pressure nitrogen.
The new system is not only more efficient and clean, but has forever
replaced manual purging with a more ergonomic and speedy alternative.
9 IPS officers of AGMUT cadre shifted (UPDATED)
As many as nine officers of Indian Police Service (IPS) have been transferred
and shifted to different places. Accordingly, Jitendra Pathak and Satyendra
Garg have been posted as IG in Mizoram while Rajiv Ranjan Singh is being
appointed as ADCP, Delhi and Mayank Sheel Chauhan was moved from Arunachal
to Delhi. Similarly, S B S Tyanig has been shifted from Andman &
Nicobar to Delhi; Romil Walia from Delhi to Mizoram and Mrs Aslam Khan,
Pankaj Kumar and Gaurav Sharma have been shifted to Lakshadweep.

It would put RTI in proper perspective
It is correct that all positions of Information Commissioners, CIC
and even first Appellate Authority must be from Legal side as the RTI
implementation is judicial in nature. All ILS officers, Law Officers
of Public Sectors and Autonomous bodies must be given these positions.
The Age limit must be extended to 70 years. The First Appellate Authority
in Public Authorities, CIC and ICs must be appointed by some judicial
Committee appointed by Chief justice of respective High Courts through
the mechanism of Consultancy as is being done in some institutions to
avoid any permanent liability on the Govt. All the CIC, IC and FAA must
be reportable to the Judicial Committee and must be independent of the
Public Authority. This would put the RTI in proper perspective with
respect to its implementation and would also be in line with the Landmark
Judgement of the Supreme Court.

Presently, there is no transparency in appointments to CIC, CAT and
similar other positions.

Let higher castes shed false notion of caste-based superiority
Many AIS/central service officers always prescribe economic criterion
for reservations for SC/ST. They only display their ignorance of the
very basis for reservations for sc/st. This is based on social and educational
backwardness and not on economic status. Wards of SC/ST officers may
not be educationally backward but they remain socially backward. Let
the higher castes shed their false notion of caste-based superiority
and there will be no need of reservations. The assessment of SC/ST officers
is based on the notion that they are inefficient till they prove otherwise
but for higher caste officers it is presumed they are efficient till
they prove otherwise. It is advisable that caste should be eradicated
not caste-based reservations till casteism is eradicated.

Don't drag SC/ST question into realm of getting ratings
Please do not drag this SC/ST question into the realm of getting ratings.
Getting good ratings has nothing to do with caste. Any facilitator,
who can crawl irrespective of the caste he belongs to, is always on
demand. He will get outstanding ratings and climb step by step to the
highest hierarchy and get plum postings. Some get foreign assignments
also one after the other. There may be very rare exceptions. A case
study of carriers of some of the officers in the top rank will reveal
this. The tragedy is that these type of officers will expect the same
type of servitude from their subordinates and any officer with little
spine will be sent to the doghouse. Perhaps it may be a good lesson
to others. It is a well known fact that no politician can do a malpractice
without the active connivance of his senior bureaucrat.

SC/STs downgraded because of honest nature
British used policy of grading to rule. Indians are following that tradition
by showing the same attitude towards less advantaged and people without
voice. Should it not be changed now atleast to get everyone participate
in policy formation? SC/STs are downgraded because of their honest nature
and ability by inefficient ones to follow the British system and not
allow democracy to function.

Arbitrary and highhanded methods of IT officers
An income tax assessing officer in Trivandrum, after issuing a notice
of initiation of penalty proceedings to the asessee, fails to issue
a final order disposing of the matter even after the statutory time
limit for deciding and disposal of the matter is over. The commissioner
of income tax is requested to discipline this errant ITO.

Extensions after retirement have been given in the past to those also
who were not sons/daughters of Presidents. It is totally an administrative

Would Civil Services Officers' Institute provide reservation in
Group C and D posts?
The appellant wanted to know whether the Civil Services Officers' Institute
would provide reservation in the permanent Group C and D posts when
these would be filled up in future. The Public Information Officer (PIO)
informed the appellant that they had no permanent posts and that all
posts were filled up with contractual employees. He also stated that
the government rules on reservation were not applicable to their organization
as they are a society. During the hearing before the Central Information
Commission (CIC), the appellant submitted that the reservation rules
of the government would be applicable to the Public Authority. The respondent
submitted that it would not be possible to provide any information about
what might happen in future. He also stated that at present they had
no permanent employees and that all the employees had been engaged on
contract basis. The CIC rejected the appeal stating that the appellant
had sought information about the future and not about any existing information
which the PIO was not obliged to provide.
Comments
Under the Right to Information (RTI) Act, it is not open to the citizens
to ask for information about what might happen in future. Only the information
available on records can be sought through an
application and the PIO is not obliged to give answers to hypothetical
queries under the RTI Act.
