NBCC gets ‘Mini Ratna’ status (UPDATED)
The Government of India has granted a ‘Mini Ratna’ status under category-I to National Buildings Construction Corporation Ltd. (NBCC), the state owned Central Public Sector Undertaking (CPSU), under the Ministry of Urban Development, Govt. of India. A communiqué to this effect, has been issued by the Ministry on September 18, 2012. It may be mentioned here that NBCC, established in 1960, is presently a Schedule ‘A’ Civil Engineering Company, operating globally and has been executing projects of diversified nature under three primary segments such as Project Management Consultancy, Civil Infrastructure for Power Sector and Real Estate Development & Construction. The company is also working as a major implementing agency of the Govt. of India, operating extensively in the North Eastern Region (NER) of the country since 2001, executing various infrastructure development projects initiated by the Government under NER Development Scheme. The company’s excellent performance in various financial parameters over the last 5-6 years has also encouraged it to go in for Initial Public Offer (IPO) which the company launched in the month of April 2012.

Never applied for extension

The report that I have applied to DoPT for extension of my tenure at AIIMS is incorrect. I was appointed here on lateral transfer basis in 2010 for a two year term ending May 29, 2012. This has been extended upto Nov 29, 2012. I have never applied for any extension.

Reservations for SC/ST

Creamy Layer principle is applicable for reservations for SC/STS. When a person reaches Group B level, he is covered under the Creamy layer. If this is so, why reservations in Group A for them again in promotions.

No IPS officer can match his commitment

No IPS officer to match his commitment, sincerity, honesty & hard work, available in India. He is a soldier on ground. A good spokesman. CRPF needs his services for next two years. If KPS Gill can get extension, why not he because he is a better soldier & officer. He has proved. Only thing I request him is to look after promotion aspects of CRPF officers in DIG , IGP ADGP ranks, deputation avenues, DoPT empanelment. Housing & accommodation are another aspect he lost
sight.

Would Civil Services Officers' Institute provide reservation in Group C and D posts?

The appellant wanted to know whether the Civil Services Officers' Institute would provide reservation in the permanent Group C and D posts when these would be filled up in future. The Public Information Officer (PIO) informed the appellant that they had no permanent posts and that all posts were filled up with contractual employees. He also stated that the government rules on reservation were not applicable to their organization as they are a society. During the hearing before the Central Information Commission (CIC), the appellant submitted that the reservation rules of the government would be applicable to the Public Authority. The respondent submitted that it would not be possible to provide any information about what might happen in future. He also stated that at present they had no permanent employees and that all the employees had been engaged on contract basis. The CIC rejected the appeal stating that the appellant had sought information about the future and not about any existing information which the PIO was not obliged to provide.

Comments

Under the Right to Information (RTI) Act, it is not open to the citizens to ask for information about what might happen in future. Only the information available on records can be sought through an
application and the PIO is not obliged to give answers to hypothetical queries under the RTI Act.
