As many as 271 posts of Judges have been lying vacant in High Courts
against approved strength of 895. The vacant posts include 98 posts
of Permanent Judges against 574 approved strength and 173 of Additional
Judges against 321 approved strength.

According to official information country is facing shortfall of 1,255
IPS officers against the sanctioned requirement of 4,730 .

SAIL shareholders approve provision of 'Buyback
of shares' at AGM (UPDATED)
"SAIL has taken various initiatives in optimizing operations, better
value addition in downstream units, reducing coke consumption by enhancing
alternate fuels like Coal Dust Injection in blast furnaces etc",
said C.S. Verma, Chairman of Maharatna Steel Authority of India Limited
(SAIL), at the company's 40th Annual General Meeting held here today.
Notwithstanding the short term dampeners in the Indian and the world
economy, he expressed confidence in the growth of the indian steel industry
driven by the increased infrastructure investment and higher pace of
urbanisation. "In terms of per capita consumption of finished steel,
India at 57 kg lags behind the world average of 214.7 kg, indicating
a huge potential for growth", he said. SAIL has planned a capex
of Rs 12,000 crore for FY '13 after incurring a capital expenditure
of Rs 11,021 crore in FY'12. Apprising shareholders on the status of
modernisation & expansion, Verma informed that the completed new
facilities include new Coke Oven Battery No.11 and Wire Rod Mill at
IISCO Steel Plant, Sinter Plant No.3 & Coke Oven Battery No.6 at
Rourkela Steel Plant and 700 tpd Air Separation Unit at Oxygen Plant-2
at Bhilai Steel Plant. SAIL's modernisation and expansion program being
implemented at an expenditure of around Rs. 72,000 crores, besides targeting
higher production, also addresses the need for eliminating technological
obsolescence, achieving energy savings, enriching product-mix, reducing
pollution and developing mines & collieries. Further, interacting
with the shareholders Mr Verma informed that the majority of the facilities
of the on-going phase of modernisation & expansion of SAIL are likely
to be completed in the current fiscal.

NBCC gets 'Mini Ratna' status
The Government of India has granted a 'Mini
Ratna' status under category-I to National Buildings Construction Corporation
Ltd. (NBCC), the state owned Central Public Sector Undertaking (CPSU),
under the Ministry of Urban Development, Govt. of India. NBCC CMD, Vishnu
P Das said that a communiqué to this effect has been issued by
the Ministry on September 18, 2012. He informed that NBCC, which was
established in 1960, is presently a Schedule 'A' Civil Engineering Company,
operating globally and has been executing projects of diversified nature
under three primary segments such as Project Management Consultancy,
Civil Infrastructure for Power Sector and Real Estate Development &
Construction. Das said that the company is also working as a major implementing
agency of the Govt. of India, operating extensively in the North Eastern
Region (NER) of the country since 2001, executing various infrastructure
development projects initiated by the Government under NER Development
Scheme. The company's excellent performance in various financial parameters
over the last 5-6 years has also encouraged it to go in for Initial
Public Offer (IPO) which the company launched in the month of April
2012, the CMD added.

To bridge the gap in IAS vacancies to some extent, 400 ITS officers
of SAG and JAG level are available with DoT who are sitting idle for
the last 10 months and can be utilized for technical as well as non
technical posts. No extra cost to government.

People laugh at the attitude of IPS for their unprofessionalism and
their fear to join combat forces. One must remember that, by mere time
scale promotion as Generals just in 14 years (Dy Inspector General )
in states will not make them professionally confident and at the best
they may act as paper tigers.

There are many IPS officers who can take over the reigns of CRPF and
they will prove to be asset to the organisation at a later state. No
extension should be given to any IPS officer whether three months or
three years - once they reach 60 and others should be given chance.

UPA in trouble
Finally Mamta has pulled out of UPA, bringing uncertainty for present
government and country at large. It seems elections are not far away
as SP and BSP are not dependable allies. They are extending outside
support only. At this stage no party wants elections but elections seem
inevitable. Isn't this government responsible for present turmoil. If
they had to raise diesel prices, they could have consulted their allies
including TMC. It is immature on the part of the PM and the government
to take unilateral decisions. Why is this government so insensitive
about poor who are its main vote bank. Why have this government decontrolled
petrol and diesel prices. These are most essential commodities. Our
economy is based on them. A single rupee hike in their prices brings
multifold hike in other essential items prices including milk, bread
and sugar. Does this government wants poor to commit suicide as happened
only yesterday in outskirts of Delhi. Who will be responsible for such
mishaps. How logical it is to put capping on LPG cylinders. Everybody
knows that a cylinder lasts for 20 to 25 days. Whose idea it is to limit
cylinders to just 6 in a year. They could have capped it logically say
10 to 12 per annum. But how our ministers are concerned with common
man or his kitchen. Their bellies are full with all sorts of scams and
kickbacks. Who cares for the poor ? Further, this government knows fully
well that it is not coming to power next time so why not make full use
of its power.

Would Civil Services Officers' Institute provide reservation in
Group C and D posts?
The appellant wanted to know whether the Civil Services Officers' Institute
would provide reservation in the permanent Group C and D posts when
these would be filled up in future. The Public Information Officer (PIO)
informed the appellant that they had no permanent posts and that all
posts were filled up with contractual employees. He also stated that
the government rules on reservation were not applicable to their organization
as they are a society. During the hearing before the Central Information
Commission (CIC), the appellant submitted that the reservation rules
of the government would be applicable to the Public Authority. The respondent
submitted that it would not be possible to provide any information about
what might happen in future. He also stated that at present they had
no permanent employees and that all the employees had been engaged on
contract basis. The CIC rejected the appeal stating that the appellant
had sought information about the future and not about any existing information
which the PIO was not obliged to provide.
Comments
Under the Right to Information (RTI) Act, it is not open to the citizens
to ask for information about what might happen in future. Only the information
available on records can be sought through an
application and the PIO is not obliged to give answers to hypothetical
queries under the RTI Act.
