External Affairs Minister SM Krishna may be dropped whereas Defence, Home
and Finance would remain unchanged. Finance Minister P Chidambaram to
get Corporate Affairs as one more feather in his cap. Kapil Sibal likely
to continue with Telecom only. M Veerappa Moily may bag HRD Ministry but
he would have to loose Power and Corporate Affairs. Four faces namely
Tariq Anwar, Chiranjeevi, Narayan Rane and Vilas Muttemwar are likely
to be inducted in Union Cabinet, Railway Ministry is inevitably to remain
with the Indian National Congress but tie is said to be between K H Muniyappa
and Jairam Ramesh and K Rehman Khan is likely to make his fortune in Minority
Affairs. At least three MoS may be elevated namely; Pallam Raju, Harish
Rawat and Srikant Jena. Five new faces are most likely to be inducted
as Minister of State namely; Adhir Chaudhary, Manish Tewari, Minakshi
Natrajan, Jyoti Mirdha and Manick Tagore Vijayan, TR Balu, Elangovan are
likely to get on board from DMK quota whereas S S Palanimanikkam may be
dropped.

Mining in the Government of India (GoI) is being shifted as Secretary
of the Inland Waterways Authority of India (IWAI). He is a 1977 batch
IAS officer of Madhya Pradesh cadre.

No move to raise retirement age of SC Judges
According to Law Ministry sources there is no move to raise the retirement
age of the Supreme Court Judges.

B B Pattanaik, Managing Director, Central
Warehousing Corporation (CWC) has received Agriculture Leadership Award
2012 instituted by Agriculture Today, the national agriculture magazine,
on September 19, 2012 at New Delhi for his exceptional business leadership
and strategic management skills. The award was presented by Harish Rawat,
Minister of State for Agriculture & Food Processing Industry in
the presence of Prof P K Dhumal, Chief Minister of Himachal Pradesh
and K P Mohanan, Minister for Agriculture, Government of Kerala. The
award was presented in recognition of Pattanaik's contribution in increasing
the seed production and marketing by the National Seeds Corporation
Ltd. during his tenure as Chairman & Managing Director from 2004
to 2008 and in organizing training of farmers on Post Harvest Technology
and loss minimization at farm level, creation of additional storage
capacity and various CSR activities during his current tenure as Managing
Director, CWC.
SAIL shareholders approve provision of 'Buyback
of shares' at AGM
"SAIL has taken various initiatives in optimizing operations, better
value addition in downstream units, reducing coke consumption by enhancing
alternate fuels like Coal Dust Injection in blast furnaces etc",
said C.S. Verma, Chairman of Maharatna Steel Authority of India Limited
(SAIL), at the company's 40th Annual General Meeting held here today.
Notwithstanding the short term dampeners in the Indian and the world
economy, he expressed confidence in the growth of the Indian steel industry
driven by the increased infrastructure investment and higher pace of
urbanisation. "In terms of per capita consumption of finished steel,
India at 57 kg lags behind the world average of 214.7 kg, indicating
a huge potential for growth", he said. SAIL has planned a capex
of Rs 12,000 crore for FY '13 after incurring a capital expenditure
of Rs 11,021 crore in FY'12. Apprising shareholders on the status of
modernisation & expansion, Verma informed that the completed new
facilities include new Coke Oven Battery No.11 and Wire Rod Mill at
IISCO Steel Plant, Sinter Plant No.3 & Coke Oven Battery No.6 at
Rourkela Steel Plant and 700 tpd Air Separation Unit at Oxygen Plant-2
at Bhilai Steel Plant. SAIL's modernisation and expansion program being
implemented at an expenditure of around Rs. 72,000 crores, besides targeting
higher production, also addresses the need for eliminating technological
obsolescence, achieving energy savings, enriching product-mix, reducing
pollution and developing mines & collieries. Further, interacting
with the shareholders Verma informed that the majority of the facilities
of the on-going phase of modernisation & expansion of SAIL are likely
to be completed in the current fiscal.

Kumar is no exception
What all good things mentioned about him is entirely true. But when
it comes to carrier prospects of CAPF officers, all IPS are alike as
well insensible and Vijay Kumar is no exception. If not true what noticeable
improvements are made by him for improvement of promotional and carrier
prospects of CRPF officers. At least he should try for implementation
NFU to CRPF and CAPF officers during his extended tenure which will
go a long way.

Would Civil Services Officers' Institute provide reservation in
Group C and D posts?
The appellant wanted to know whether the Civil Services Officers' Institute
would provide reservation in the permanent Group C and D posts when
these would be filled up in future. The Public Information Officer (PIO)
informed the appellant that they had no permanent posts and that all
posts were filled up with contractual employees. He also stated that
the government rules on reservation were not applicable to their organization
as they are a society. During the hearing before the Central Information
Commission (CIC), the appellant submitted that the reservation rules
of the government would be applicable to the Public Authority. The respondent
submitted that it would not be possible to provide any information about
what might happen in future. He also stated that at present they had
no permanent employees and that all the employees had been engaged on
contract basis. The CIC rejected the appeal stating that the appellant
had sought information about the future and not about any existing information
which the PIO was not obliged to provide.
Comments
Under the Right to Information (RTI) Act, it is not open to the citizens
to ask for information about what might happen in future. Only the information
available on records can be sought through an
application and the PIO is not obliged to give answers to hypothetical
queries under the RTI Act.
