A majority of constituents of Retail sector in the un-organized sector regularly defaults in payment of sales tax, income tax. It pilfers power and encroaches on public land. It is, however, smart enough to pay bribes to corrupt politicians, the Police, Sales Tax, Income Tax, Municipal officials and those working in Bijli and Jal boards. The leakage of public money contributes to growth of black money, not GDP. Once the FDI becomes operational, in multi-brand retail sector, the circulation of black money could reduce marginally. The moot point is: Could the kirana store owners work out an effective response mechanism to retain their market share in the consumers' shopping basket under the revised dispensation? Yes; but not without consumers' support. The Kirana shops in villages, towns and cities are located in the neighbourhoods. Their replacement by multi-brand retail outlets would be out of question. These will continue to receive patronage by consumers due to their residential proximity combined with high transport cost, traffic congestions, parking problems around Big bazaars, Malls etc. These act as a damper on consumer enthusiasm for visiting the Malls. The Congress is aware of ground realities. However, beleaguered by public angst against serial scams, rising inflation , the party was in desperate hurry in notifying FDI rules by skipping promised consultation with political parties and without taking Parliamentary approval. The motive was loud and clear : To deflect public attention from the latest Coalgate scam allegedly involving the PM , his aides and Central Ministers. The fear that "foreign players will capitalize on India's high-cost manufacturing base" may not hold water in the face of experience gathered by India's majors like the Reliance. Big Bazaar etc. The backlash by Kirana owners and their salesmen against Indian majors, is not forgotten. The assumption that FDI will boost India's Economic Independence, is thus fallacious, simplistic and misleading. It will be a no-profit-no-loss conundrum in Indian scenario. K Saxena (A retired civil servant) PPS posts are meant for positioning with Joint Secretary and JS levels posts I would like to mention herewith that, as per DoPT guidelines instructions, PPS posts are meant for positioning with Joint Secretary and JS levels posts. But, here, most PPSs in Ministries/Depts. have been working with Deputy Secretary / Director level posts. Why? If PPSs are not willing to take higher responsibility as per their positions, why GOI is paying them GP-6600 (Group A)? Is this not corruption? High Pay for Less Work! PS/PA can be positioned at the level of DS/Director. DoPT is requested to kindly take necessary actions and instruct all the Ministries /Department for strict compliance of its order for positioning all PPSs with JSs and JS level officers in GOI. If PPSs are not willing to work with JSs and JS level officers, they should immediately downgrade with their previous scale. I would also like to ask, whether one Director/DS be seated and worked like an Under Secretary OR an Under Secretary be worked or seated like a Section Officer OR a Joint Secretary be seated and worked like a DS/Director. NO. Then, why a PPS is working like a PS or PA. Please do not give any justification that the works of PPS or PS or PA are same. No. JS can give PPS to make draft, notes, D.O. etc. Even I have seen some PS/PA is making draft, notes, letters etc. This is also a corruption in Government exchequer. One another example of corruption of Government money: Every Ministry/Dept is having their PSU staff, apart from other out-sourcing staff. In some Ministries/Dept, one or more than two PSU officials have been working for the last 15-20 years in one seat or the other or more than 7 years. As per DoPT's RT Policy, one person should not work in same Ministry/Dept for more than 7 years, it seems that all GoI officials are temporary in one Ministry/Dept, but PSU officials are permanent in their administrative Ministry/Dept. PSU officials are not going to their respective PSUs, because here, they take more benefits, like huge OTA (more than Rs. 20,000 p.m.), Conveyance allowance, Meal Allowance, Deputation allowance, entertainment allowance, etc. Where from this money comes. This is Government money. Is this not Corruption?
Benami purchase of land All lands around cities have been purchased benami by politicians and bureaucrats. They are now builders and are investing their ill-gotten wealth in speculative deals. They only decide policies that benefit them and not the common man. Sewa Taxis and three-wheelers do not ply on metered rates In Delhi, like many other places in the country including metros like Chennai and Bangalore, the taxis and three-wheelers do not ply on metered rates. Whatever they demand is the fare one has to pay. Hardly 5-10% of the three-wheeler wallahs agree to take you to your destination. In such a situation I am amused to find that these very people often cry out for increasing the fare structure with every increase in petro prices! Suffer in silence is the best policy. N K Pushpakaran Suggestion about meter taxis good Suggestion about meter taxis in Delhi is very good and would help transportation easier. If Kolkata and Mumbai can have this why not Delhi? The street corner walas fleece you and charge Rs 500 for travel to airport (T3) from Munirka. This should end. A Murlidharan Beneficial for some central government organizations This judgement can be beneficial for those central government organizations where sixth pay commission benefits have not been provided. If the case numbers and other details are provided it would be beneficial for all of us. Manoj Yadav IPS has provided excellent leadership to CPOs It seems you are writing on behalf of certain BSF/CRPF/CPO cadre officers. These officers are like DSPs in the states and should realize the basic fact that they have their equation clearly speltout. Day dreaming is neither good nor advisable. As far as IPS officers are concerned their being on central deputation is determined by the CDR assigned to the state cadre. IPS has provided excellent leadership to the CPOs. ARC Kumar
RIT Detail of the correspondence between PM and Chief Justice of India The appellant sought the copies of records related to the correspondence between the Chief Justice of India and the Prime Minister regarding the proposed amendments to the Right to Information (RTI) Act. The Public Information Officer (PIO) provided some of the records like the copies of the letters exchanged between the Chief Justice of India and the Prime Minister. In respect of the related files, PIO observed that one of those files was under submission before higher authorities and the other file contained certain number of pages, presumably, implying that it could be disclosed only on payment of the usual photocopying charges without expressly stating so. Neither the appellant deposited the photocopying charges nor did the PIO provide the copies of that particular file. The Central Information Commission (CIC) noted that the appellant was not clearly told the amount to be deposited and after the lapse of such a long time, there is no question of amount to be charged from the appellant for providing the copies of the records. The Commission directed the PIO to send the photocopy of the related file after severing any information which is exempt as per the provisions of Section 8 of the RTI Act after passing a speaking order. Comments The demand for fee should be made categorically giving the mathematic calculation how the further fee has been calculated. Further, the name and address of the first appellate authority should be given where the applicant can file an appeal if he finds the fee prohibitive. Citation: Shri Vinod
