Finally Sharad Pawar reigns in his nephew
The resignation drama has all but fizzled out, leaving Ajit Pawar smarting
for the moment. He may have realized by now that he finds himself put
in his place- something that would be relished by senior NCP leaders
such as former deputy Chief minister Chhagan Bhujbal, RR Patil, Dilip
Walse Patil, Vijaysinh Mohite- Patil and Jayant Patil, all of whom were
systematically outpaced by Pawar and his factional politics.
In his impatience to become the chief minister of Maharashtra, Ajit
Pawar has not only been building his own faction within the NCP, but
has also not hesitated from challenging his uncle who wants to protect
his party from a vertical split due to personal ambitions.
In previous years, the senior Pawar would attribute his nephew's brash
behavior and reputation of arrogance to "the passion of young blood".
When asked about this in a televised interview, he advised Ajit to broaden
his world view through reading and "refine his speech and dialogue
with the people". Looks like Senior Pawar has managed to reign
in the young blood this time around.

the fear of god in the high and mighty. Kapadia will go down in history
as an upright judge who pulled the Supreme Court from excess activism
and instead focus on its main job of delivering justice according to
the spirit of legislated law said a noted lawyer. But Altamas Kabir
will have a tough act to follow !

Whistleblower bats for IAS secretaries
Vijay Pandhare, Chief Engineer, who has shaken up the Maharashtra government
with his explosive letters on corruption in the Water Resources Department
has recommended that one of the two secretaries should be from IAS.
Incidentally state IAS association has never demanded this post which
went to engineers about 3 decades ago. It may be noted that two secretaries
each in PWD and Water Resource Depts are filled in through engineering
cadre in Maharashtra. The system down the line upto junior engineers
is also quite isolated and vertical with absolutely no control by Collectors
or Divisional Commissioners. Mr Pandhare stated that some control over
wayward decision making may be seen if IAS officer takes over.

Chhattisgarh Government is running short of IAS Officers. Presently
it has 124 IAS officers as against the cadre strength of 178.

Two senior officers of Indian Administrative Service (IAS) have been

Three IAS officers get addl charges in MP
Three senior officers of Indian Administrative Service (IAS) have been
given additional charges in Madhya Pradesh. Accordingly, Prabhanshu
Kamal has been assigned additional charge of Revenue, Religious and
Relief Commissioner while Ajay Nath gets additional charge of Commercial
Taxes and R K Swai was given additional charge of Commissioner-cum-Registrar,
Cooperative Societies and MD, MP State Co-Operative Oilseed Grower's
Federation. Charges have been given to these officers as three IAS officers
namely B P singh, A P Shrivastgava and Prem Chand Meena are undergoing
training at Lal Bahadur Shastri National Academy of Administration (LBSNAA),
Missouri, from October 1 to November 2.

Odisha CM assures sustainability of Vedanta
Refinery at Lanjigarh (UPDATED)
Odisha Chief Minister Naveen Patnaik has assured that he will take all
steps to bail out Vedanta Refinery suffering from financial crisis.
He said, "I will follow it up and take the matter forward in consultation
with the Chief Secretary. All necessary steps will be taken." He
was meeting a delegation of 30 representatives of local employees and
community spearheaded a 'Save Vedanta Movement' on September 29, 2012.
The delegation appealed the CM for regular bauxite supply from Odisha
to the alumina refinery of Vedanta Aluminium Limited at Lanjigarh so
that the company does not close down. A day earlier, the delegation
gave a memorandum to the Chief Secretary, Minister of Mines and Minister
of Labour and Employment. The Chief Secretary ensured that he is concerned
and will take steps to sort out the issue for the well being of the
people. The local community said that the company has already sent a
temporary closure notice to the Govt. of Odisha due to lack of raw material
(bauxite) and at this juncture, if regular bauxite will not be supplied
to the refinery thousands of people will be impacted. "In spite
of having large reserves of bauxite in the state, if Vedanta Alumina
Refinery closes down, Kalahandi will again become poverty-stricken,"
the memorandum said. "I know if the company will close down, life
of more than 20,000 people will be affected. We want that govt. should
take immediate measures for supply of Odisha bauxite to the company
so that we and our region will prosper," said Srikant Bohidar of
Lanjigarh. A lot of protest, agitation has been seen in recent times
demanding Odisha bauxite supply to the alumina refinery of Vedanta Aluminium
Limited at Lanjigarh.

Absence of Metered Taxi in Delhi
I have been to London, Paris, Vienna, Berlin, Munich, New York,
Washington, Miami, Singapore, Bankok, Seoul, Gonzhsou, Senzen, Kualalumpur,
Kolkata and Mumbai. Each of these cities have a system of metered taxi
which is available everywhere and can be taken at middle of the night.
I have always failed to understand why Delhi does not have it while
the rest of the world has it. As a single woman, I feel extremely handicapped
because of absence of metered taxi, as taxi available on phone take
hours to come and sometimes don't refuse. Hope Government of Delhi wakes
up.

CBDT: Refund of Income Tax for small tax payers
CBDT has still to gear itself for issue of refund for the AY 2012-13.
CBDT can emphasize IT department for taking up the cases of small tax
payers (whose taxable income is less than 10 Lakhs) and also Sr. Citizens.
It will be great relief to Sr. Citizens with less than 10 Lakhs income.
A small routine can be built in software to find out the tax payers
and assessment can be finalised on the basis of return.

Who will fill vacuum?
No one can compensate the vacuum being created on account of retirement
of the present DG CRPF, K Vijay Kumar, IPS, a real leader whose mere
presence with the jawans in the jungles of Chattisgarh, West Bengal,
Madhya Pradesh, Bihar And Jharkhand was enough to boost the morale of
tens and thousand of officers and men of CRPF. A no-nonce officer whose
absence at the helm of affairs in CRPF will be felt for long days to
come.

Detail of the correspondence between PM and Chief Justice of India
The appellant sought the copies of records related to the correspondence
between the Chief Justice of India and the Prime Minister regarding
the proposed amendments to the Right to Information (RTI) Act. The Public
Information Officer (PIO) provided some of the records like the copies
of the letters exchanged between the Chief Justice of India and the
Prime Minister. In respect of the related files, PIO observed that one
of those files was under submission before higher authorities and the
other file contained certain number of pages, presumably, implying that
it could be disclosed only on payment of the usual photocopying charges
without expressly stating so. Neither the appellant deposited the photocopying
charges nor did the PIO provide the copies of that particular file.
The Central Information Commission (CIC) noted that the appellant was
not clearly told the amount to be deposited and after the lapse of such
a long time, there is no question of amount to be charged from the appellant
for providing the copies of the records. The Commission directed the
PIO to send the photocopy of the related file after severing any information
which is exempt as per the provisions of Section 8 of the RTI Act after
passing a speaking order.
Comments
The demand for fee should be made categorically giving the mathematic
calculation how the further fee has been calculated. Further, the name
and address of the first appellate authority should be given where the
applicant can file an appeal if he finds the fee prohibitive.
