Politics is last refuge of a crook
Our politicians must be aware that politics is the last refuge of a
crook. Otherwise why should they damn honest and inconvenient bureaucrats
as having political ambitions. One finds descendents of many unpatriotic
Nawabs and Rajas who sided with the invaders strutting across the Parliament,
some of them even now calling themselves as Maharajas and Nawabs. One
will not find the descendents of patriots like Rani of Jhansi, Rana
Prithwiraj, Bhagat Singh, Raj Guru, Sardar Patel or Subhash Bose any
where near the Parliament. The present worthies in Parliament do not
want any of these people come into Parliament. They scare away even
good bureaucrats

Hindi Diwas is about to come. On this holy occasion, can we hope that
OL Dept. will regularize and promote eligible Hindi officials or at
least take responsibility for the delay on its part.

Why celebrate Hindi Pakhwada?
Majority of government offices are celebrating Hindi Diwas/Pakhwada.
Isn't it a futile exercise? Why celebrate it if you yourself can't work
in Hindi. I don't know whose idea it was that doing official work in
Hindi will bring Hindi in government offices. Where was the need to
bring Hindi in government offices? How this will serve the cause of
Hindi. Hindi or any other language doesn't depend on how it is used
in government offices. Fact is, majority of us think in Hindi. We speak
in Hindi. We interact in Hindi be it market or subzimandi. Doing work
is important and not that in which language it is done. Further, Working
in a particular language is more of a matter of personal comfort and
choice. This is also a cause of illogical spending in governme z offices.
See what Hindi related parliamentary committees do. They enjoy picnic
at the cost of taxpayer's money in the name of Hindi Inspection tours
round the year. If you want to work in Hindi, inspiration should come
from within. Isn't it high time that such unproductive rituals stop
in government offices. Govt. must review its policy in this regard.

Welcome move by DP&T (CS Division) to make a smart move for regular
promotions of Personal Assistants to Private Secretaries up to the Select
List 2003 in 2010 Select List (PS). It would be appreciated if the P.
As. who had worked more than 10 years uninterrupted service may be covered
in one go by extending the earlier Select List of Private Secretaries.
It would give a heeling touch to the already suffered P.As. who had
been worse hit by not giving their legitimate regular promotions on
time.

Filing an F I R
Regarding payment of bribe to file an F I R, I would like the reaction
of all our friends from the Police as to what steps can be taken to
help a common man to at least lodge his complaint or F I R ? Why can't
we do it by email? If there are any legal problems then the same should
be over come by making the changes in Law. Can we expect the Law Ministry
and Law Commission to look into it please?

Can an appellant demand inforamtion in Hindi under RTI?
The appellant sought information in Hindi regarding ICDS projects operating
in Delhi including details of each project on a CD, number of Anganwadi
centers operating along with details of Anganwadi centers, details of
budget allocations for each Anganwadi and also the details of beneficiaries
(women and children) of Anganwadi centers etc..
The appellant filed a complaint before the Central Information Commission
(CIC) alleging non-disposal of his request by the Public Information
Officer(PIO) and First Appellate Authority (FAA). The respondents stated
that information has been furnished by all the 94 PIOs of different
ICDS
projects to the appellant and that they had provided the information
as available in the records and some on CDs in cases where the information
was available as computer data. The appellant stated that only 71 PIOs
had furnished him the information, that too in a delayed manner and
it has not been translated into Hindi or provided on CD. Further, the
FAA had not bothered to dispose off his appeal.
The CIC issued SCN to the PIOs as to why penalty u/s 20(1) should not
be imposed upon them for not responding to the RTI Application within
the prescribed time period. The CIC also directed the FAA to show cause
as to why disciplinary action should not be recommended against him.
The CIC ruled that there is no provision for translating documents and
then providing them to the Applicant under RTI Act. The CIC also ruled
that information may be provided on CD, free of cost if the information
is already available as a computer record. Details of all ICDS projects
including budgets allocated to them, details of personnel working for
these projects etc. were directed to be put up on the website of the
Department as per section 4(2) of the RTI Act.
Comments
Translation or reducing the documents to electronic form in order to
transfer them on to a CD just because the Appellant wants the information
on a CD, is not mandated as per the RTI Act.
