As the grapevine has it Satish Chandra, appointed as Member (Finance), NHAI, would take charge April 02. He succeeds J N Singh who is back to his cadre state (Gujarat) after completing seven years term under central deputation. Prior to this assignment Chandra had been serving as Principal Secretary, Finance, Government of Punjab. He is 1985 batch IAS officer of Punjab cadre.


Narendra Kumar to take charge as NHAI, Member (Admin) today

Moving on under central deputation Naredndra Kumar would take charge as Member (Admin.), NHAI today. Until now the department was under the charge of J N Singh, NHAI, Member (Finance) who has repatriated to cadre state (Gujarat) w.e.f. 1st April. Prior to this assignment Narendra, 1988 batch IAS officer of AGMUT cadre, was Secretary, General Administrative Department, Delhi Govt.

HAL achieves new highs, registers record patents (UPDATED)
Hindustan Aeronautics Limited (HAL) achieved a new financial high with a turnover of Rs 14,316 crores in the financial year 2012-13(provisional figures). The profit before tax for the FY 2012-13 stands at Rs. 3,471 crores. The company has declared an interim dividend to the tune of Rs. 823 crores, 683% of equity base of Rs 120.50 crores for the financial year. The performance is expected to earn the Company, the 'Excellent' score under the MoU with Government of India for the year. "We strive to live up to the expectations of our stakeholders", says Dr R K Tyagi, Chairman HAL. The company's return on shareholders' investment is impressive, comparable to some of the best companies anywhere, he added. The defence major, being a technology driven company continues its thrust on R&D, by incurring Rs.1749 crores, 12% of its turnover towards it. The company filed a record 32 patents in 2012-13 to reinforce and protect its intellectual property developed at large investment. The year witnessed landmark events such as handing over of the first weaponized Advanced Light Helicopter (ALH) "Rudra" to Indian Army, export of Cheetah helicopters to Republic of Surinam and Do-228 light transport aircraft to Seychelles and the first flight of Jaguar DARIN-III upgrade and LCA Naval prototypes. The last of the limited series production LCA took to skies this year. Backed with long experience of being with military aviation and extensive infrastructure, HAL plans to foray into civil segment which is forecast to have promising growth. Separate operations are planned to handle civil segment including suitable partnerships with private Indian industries and foreign operators. The company aims to achieve business excellence while pursuing its mandate of nation building. It has plans to add capacity to handle the future programs like Medium Multi-Role Combat Aircraft (MMRCA), Fifth Generation Fighter Aircraft (FGFA), Multi-role Transport Aircraft (MTA), Light Combat Helicopter (LCH) and Light Utility Helicopter (LUH). The LUH has gone past the design phase with successful realization of the Ground Test Vehicle, MTA has entered the conceptual design phase and the FGFA will be entering the detail design stage, all encouraging signs for the future of aerospace in India. During the year HAL focus areas included building partnerships and relationships -be it with employees, shareholders, customers, value chain & business partners, industry leaders, academic institutions or the government as industry regulator.

Argument is baseless

The argument that SC/ST candidates join Civil Services late and that is why they cannot reach Secretary level is baseless. If you go through Civil List, you will find there are SC/ST officers who joined Civil Services at 21 and certainly below 25 also but unfortunately these candidates were not promoted above Joint Secretary and upto JS level also they had to file cases in CAT which ordered the department concerned to promote them. One can find in media archives that one Civil servant who reached to the highest position in India was promoted to Secretary-level only after personal intervention of the then PM. However, this officer was an internationally acclaimed personality. It is a long list of sufferers but posting names would not be proper on this forum. Kindly revisit the Civil List to correct the facts.

Fooling their own community

SC/ST/OBC's claim are more to create hype and taking advantage of our present political scenario. The much said discrimination is now only on societal factors, and not in govt. sectors that too at Class I jobs. It is only the petty mindset of intellectual community within them. Despite all their claims of discriminations, is there any one in crores of them, who has ever raised this issue that after class I or so, the benefit should be given to the most deprived among them. After all why they would want, they are gradually become elite class unto themselves, capturing both political and bureaucratic powers and need poor, downtrodden SCs/STs/OBCs to fool them and vote for them. Is there any a righteous person in SC/ST/OBC who shall speak for them. All these elite class create hype on their rights but what about their duties. Most of them, even do not identify with their own community and lose touch of them, instead of helping them. All these class I officers/MPs/MLAs should mandatorily serve them in their respective fields out of the box of their official duties, instead of harping on getting more and more for them. Indian constitution have done enough for them, and these intellectual class in them now should help the poorest among them. They are fooling the system, public and their own community by raising such random issues of discrimination which happen all around to every community. Is their any SC/ST/OBC leaders who said- I do not need preference, even the richest MPs have not done so far.

It has nothing to do with merit

That SC/ST category officers are not to be found at Secretary level has nothing to do with merit. Rather, the late age of entry of direct recruit SC/ST candidates in the IAS does not leave them with enough time to reach the apex scale. Wherever SC/ST candidates have entered service at an early age, they have made it to Secretary level. This talk of discrimination against SC/ST candidates to prevent them from reaching the Secretary level is nothing but a bogey.

Reservation is most welcome

But there are so many people give fake certificates and misuse. There is no proper mechanism in place to check this. Moreover, the Tax Payers' Money is utilised not only give free education to certain reserved categories, but also free meals. But, how many of them remain loyal to the country. Most of them flee away and settle abroad and never come back. There are so many officers belonging to these so called reserved categories indulging in corrupt practices. So Let us not talk about reservation after certain levels. Only Honesty, Integrity and Loyalty should be the parameters for top level postings.
