Lalit K Panwar is only Dalit Secretary in

Taking cognizance of the whispersinthecorridors.com the Government of
India has appointed Lalit K Panwar as new Secretary of Minority Affairs.
The 1979 batch Rajasthan cadre IAS officer will now be only Dalit Secretary
in the GoI. Though there are about ten officers senior to him in the
empanelment list the UPA Government appointed CMD of the ITDC Panwar
as Secretary in the GoI. We had mentioned last month that there is no
Dalit Secretary in the GoI.

Plight of Stenographers Grade 'D'
I would like to draw the kind attention of office bearers of CSSS regarding
the ongoing outstanding problem of stagnation in respect of Stenographers
Grade 'D' and 'C'. Problem has become bad to worse when we take a look
at the plight of Stenographers Grade 'D' who had first promoted after
more than 14 years of service and the respective Cadre authority taking
the sympathetic note promoted them as Stenographers Grade 'C' on ad-hoc
basis and kept them waiting for more than 10 years for regular promotions
by DP&T. In this manner, neither the respective cadre authorities
nor the DP&T denied their legitimate right for regular promotions
for more than 27 years and thereby marred the promotional avenues. CSSS
Association's Office bearers may kindly take note of it and raise this
issue with the authorities concerned in the Government and resolve this
issue with amicable solution as a one time measure. My humble suggestion
in this regard would be that seniority may be granted in higher grade
from a cutoff date keeping in view the date of appointments on ad-hoc
basis in all cadre. It would resolve all the issues pertaining to seniority
to a great extent.

'Sorry State'
It is a fact that the clerical staff engaged through contractor are
made to come early/sit late and even made to work on holidays without
any extra emoluments or any kind of leave, which is permissible to the
regular staff. If they do not attend office, the day's wages are deducted.
They are mostly treated like slaves by the junior officers with whom
they are attached. These junior officers do not normally work and instead
get the work done through these workers. Let these contract workers
be treated as human beings of independent India and not like slaves
of British Raj. Let them be given some leave/permission in case of self
/family members illness, death in the family etc. This is to be seen
in the present scenario when the regular staff/officers have the privilege
of not coming to office, leave without any permission or leave, many
a times in many of the Government of India offices in Delhi. The same
is the treatment meted out/fate of most of the retired people taken
on contract basis (outsource), who are paid differently by different
departments/offices in Delhi. On the other hand, Government of India
says Senior Citizens are a treasure to our society. They have worked
hard all these years for the development of the nation as well as the
community. They possess a vast experience in different walks of life.
The youth of today can gain from the experience of the senior citizens
in taking the nation to greater heights. At this age of their life,
they need to be taken care of and made to feel special. Indian Government
has created reasons for Senior Citizens to feel happy. But whether the
Government offices give regards to these senior people their due. Yes,
DoPT should look into all these contract/outsource jobs and have some
common criteria for all Government offices, who want to employ such
outsource/contract workers.
