"Thy name is world!

One Secretary in the Government of India two weeks after his retirement rang up his Under Secretary for some kind of minor favour. The Under Secretary did not pick up the phone. Thy name is world", I want to submit that this shows that Secretary was unable to earn any respect from his juniors. In fact, this is situation almost everywhere in Central Secretariat barring a few exceptions. Unlike military officers, Senior officers(Civilians) are not leaders, they just use the powers, pressurize subordinates for outputs, have no place to understand others problems, don't provide logistical support to juniors, think that they are to rule, behave like kings/autocrats and such incidences show what their juniors think of them. In military, every junior is always ready to sacrifice even his life for his senior. Why our civilian officers don't earn that kind of support and respect from juniors. Had there been a feedback system from juniors, it would have become clear how rude, arrogant are seniors. Senior officers sometimes should introspect and consider their juniors at least human being which we all are, before being US, DS, JS, or Secretary. Does an officer have any power or recognition beyond his own cadre or abroad? On the contrary there are a number of examples where junior officers help repatriated or retired officers beyond their capacity personally.

Absolutely correct assessment

The valuable assessment of Mrs Sudha Nair is absolutely correct. I myself is a victim of these type of incident. After my retirement as an Income-tax Inspector, I was re-deployed as a Tax Assistant on contract basis in the I T Department for one year. I forced to served four officers at a time and the remuneration was fixed at Rs.8, 200/- only per month for the last six months i.e. the basic pay last drawn by me in the post of Tax Assistant. No DA and other allowances were given. This discrimination is against the direction of CBDT in fixing the remuneration of the appointment of re- deployed retired employees on contract basis. This was brought to the notice of the CCIT, but it was in vain. He terribly feared the union leaders who are against the renewal of my contract for the next 6 months. God bless my department and my comrades.
