Apprehension of the opposition parties that Mid-Term LoK Sabha polls may be held in November is not incorrect. Infact, the Congress party will also not like to allow Manmohan Singh to break the record of being PM at a stretch for ten years. It may be recalled that even towering personalities like Indira Gandhi and Rajiv Gandhi did not complete 10 years at a stretch as Prime Minister.

CBEC cadre restructuring proposal cleared?
In what will bring cheer to CBEC officers, the cadre restructuring proposal has been cleared by FM. The proposal will now go to COS and then to GOM for final approval. With the CBDT proposal already under examination of GOM, the final approvals may come quite quickly.

Now CIT and CCIT transfers only next week
Now the transfer list of Commissioners and Chief Commissioners of Income Tax is expected to be issued only after the week long foreign tour of Finance Minister P Chidambaram.

Badgaiyan is an Economist whose research interests are in the area of poverty/inequality and building state capability in developing countries. He has held senior policy making positions in India. Prior to joining UNU-WIDER, he taught Indian senior civil servants as a Professor of Economics. He holds an M Phil from Cambridge University and a PhD from Princeton University.

Food Secretary, Sudhir Kumar releases training calendar of CWC (UPDATED)
Sudhir Kumar, Secretary (Food & Public Distribution), Government of India released the Training Calendar of the Central Warehousing Corporation (CWC) for 2013-14 during a Conference of the CMDs/MDs of the 17 State Warehousing Corporations (SWCs) held recently. B B Pattanaik, Managing Director, CWC, Dinesh Rai, Chairman, WDRA, senior officials of the Ministry and the Functional Directors of CWC were present on the occasion. CWC organizes training programmes in different functional areas relating to warehousing and logistics management. The training programmes are also available for the officials of SWCs. Recently CWC has signed a MOU with the Department of Food & Public Distribution for managing the training functions of Indian Grain Storage Management & Research Institute (IGMRI), Hapur and to develop it as Centre of Excellence for organizing various training programmes on warehousing, foodgrain storage and post harvest management.

It is no big deal. The concerned Under Secretary (retd.) may be best knowing the reasons for not being able to take retired official's telephonic call. Maybe, the US was very busy with priority work. Mostly in Government business, officials call back if someone had left important message along with his contact details. Depending upon one's engagement and/or reason, not picking up any one's call is not a big deal. Whatever designation you held does not matter.

Technically outdated people heading technical departments

Technically outdated people are heading key posts of technical departments that is why we are still importing electronic equipments from abroad. Time has come to try other cadres also for heading technical departments. British people have gone but still we are working on age old pattern of too much pampering of civil servants. A lot of scope is there for improvement in core department of IAS officers hence they should concentrate on eradicating fraud, corruption and delay in state revenue and land related issues. Well qualified and updated people are there for technical issues of this country. This kind of untouchability is also harming the progress of this country.

Earning money from poor constables in name of their welfare

The raison-d-eter of trying to introduce the policy of changeover of men instead of Units was made into a prestige issue by certain top brass of IPS category in BSF. It was to earn money from poor constables in the name of their welfare. Otherwise there was no rationale as the policy was opposed vigorously at all levels by all ranks of the BSF including Sainik Sammelans of even the DG. These IPS officers think that they are know all and project that they are the only custodians of the welfare of troops. Thus they try to drive a wedge between the men and the officers of the cadre who are in direct command of the troops. These IPS officers are far removed from the ground realities and busy managing their own affairs and further postings while remaining in Delhi all through their deputation tenure. It is high time that the government thought over the rationale of having them on deputation to a specialized force like Border Security Force where they have almost nothing to contribute.

Why good private hospitals not empanelled on CGHS list ?


Has anyone noticed why good private hospitals are not empanelled on the CGHS list ? Has anyone addressed their complaints on delayed payments and most allege that "cuts" are demanded for speedy payments....hence their refusal to get enlisted on CGHS. If this is true then Health Ministry should devise a mechanism of clearing their dues. Don't forget, all those serving government today shall get retired someday and need expert medical services. Create a system that benefits their tomorrows if not ours !
