It seems, Chief Ministers treat the Home Minister Sushul Kumar Shinde
lightly. This is evident from the fact that only about half a dozen
CMs attended Chief Ministers meeting in Delhi on Monday. Mamata Banerjee
(WB), J Jayalalitha (TN), Akhilesh Yadav (UP), Narendra Modi (Gujarat),
Nitish Kumar (Bihar), Shivraj Singh Chouhan (MP), Raman Singh (Chhattisgarh),
Omar Abdullah (J&K), Ashok Gehlot (Rajasthan) and Prithviraj Chavan
(Maharashtra) preferred to skip the meeting. Naveen Patnaik (Odisha),
Tarun Gogoi (Assam), Vijay Bahuguna (Uttarakhand), Manik Sarkar (Tripura),
Nabam Tuki (Arunachal Pradesh), Mukul Sangma (Meghalaya) and Neiphiu
Rio (Nagaland) attended the meeting.

100-seat transport aircraft in future: Ajit

Ajit Singh, Civil Aviation Minister has said efforts will be made to
get HAL's Advance Light Helicopter (ALH-Dhruv) certified by Federal
Aviation Administration (FAA) in near future. Inaugurating the FAA -
Asia Pacific bilateral partners' meeting hosted by HAL here today the
Minister felt that a mechanism needs to be evolved to benefit the bilateral
countries involved in such agreements so that they could export or import
aeronautical parts mutually. "We also have a national civil aircraft
development program for 100-seat medium transport aircraft. Some of
the country's leading aeronautics and space scientists are spearheading
the project and I hope this takes shape", he added. Dr R K Tyagi,
Chairman, HAL said the Company has been focusing on military aviation
but now plans to diversify into civil market. "We have made a humble
beginning with Dhruv civil variant as an offshoot of the military program.
We now propose to play a leading role in India's national civil aircraft
development program as we have dedicated facilities at our transport
division in Kanpur", he added. The three-day meet organized by
Directorate General of Civil Aviation (DGCA) with the main focus on
the aircraft certification, provides an opportunity for partner Civil
Aviation Authorities (CAAs) from 11 countries to share methods for strengthening
bilateral airworthiness relationships through enhanced resource sharing,
communications and procedural improvements. It also seeks future direction
for aircraft certification and international collaboration. Apart from
the delegates from the USA, the participating Asia-Pacific countries
include Australia, New Zealand, Singapore, China, Chinese Taipei, Hong
Kong, Indonesia, Japan, Korea, Malaysia and hosts India. Chris Carter
from FAA and Arun Mishra, Director-General of Civil Aviation, also spoke

Private hospitals are better !
Private hospitals provide much better healthcare. There are lot of
either lazy or corrupt doctors in govt hospitals. What is wrong if government
pays at market rate for treatment to government employees.

Govt shouldn't pay for treatment at pvt hospitals
Why do the government employees always think of themselves alone ?
If their treatment will be withdrawn from the government hospitals and
they would be paid for treatment in private hospitals, nobody will care
for improvement of facilities in government hospitals which are basically
meant to take care of health of 'Aam Aadmi'. The protagonists of treatment
of government employees in private hospitals should instead pressurize
the government to improve the state of affairs in the state owned hospitals
and also feel ashamed that the private ones are able to provide better
health care despite being less resourceful than the government.

Government doctors are better than private doctors
Instead of enhancing infrastructural facilities and fill up medical
and para-medical vacancies in govt hospitals, the authorities have vested
interests in empanelling private hospitals with the CGHS. Land is allotted
to private builders at throwaway prices for constructing hospitals provided
they reserve 10 to 20 % beds for patients from EWS category. The provision
is being violated with impunity with no mechanism in place to conduct
surprise checks, let alone cancel the lease. Hospital equipment in government
hospitals are kept out-of-order to force the patients visit private
diagnostic centres and spend more. The motive is clear. Consider the
deficit in the human resources in health sector . There is a huge shortage
of medical and para-medical manpower in the country. Public-private
partnership is necessary. But, there is also a need to have an effective
regulatory mechanism. The private hospitals in Delhi are smarter than
the rules- bound government hospitals. The former get land to have their
captive nursing colleges from where untrained nursing students from
1st or 2nd year are deployed at half the salaries. Now, a word about
the relative medical expertise. The government doctors, though remuneratively
poorer, are far more accurate in their diagnosis than their counterparts
in the affluent private sector. But, the conditions for govt doctors
are so tough, that they are forced to leave for greener pastures in
5-star comforts.

Acute stagnation in promotion of Stenographers Grade 'C' and D'
CSSS
DP&T has requested for DPC for the nomination of Stenographers
Grade 'C' for promotions as Private Secretary on regular basis in Select
List 2010. Despite repeated reminders by DP&T, respective cadre
authorities have delayed the matter under one pretext or the other and
thereby adding to the woes to already stagnated career of CSSS officials.
It is the need the hour for the respective cadre authorities to take
up the matter for DPC and give their recommendations to DP&T for
enabling them to nominate the officers for PS urgently. Simultaneously,
DP&T may take a view in consultation with respective cadre authorities
and thrash out a solution for the unusual delay and nominate the officers
with the conditions to clear the DPC. It would avoid further delay for
the officers whose DPC has cleared their names and pressurise other
cadre authorities to expedite the matter for DPC.

Ambedkar's efforts conveniently forgotten to serve political ends
Dr Ambedkar also found many people who supported him during his struggle.
The Gaekwad of Baroda sent him abroad to the USA. Sahuji Maharaj of
Maharashtra also helped him. Nehru made him Law Minister though he was
not a member of the Congress. The British made him Member of the Viceroy's
Executive Council (he was never a part of the freedom struggle and was
thus never jailed by the British). The story of Ambedkar is also the
story of Hindu society reforming itself. Unfortunately, today, the efforts
of the reformers of Hindu society are conveniently forgotten to serve
political ends. So Raja Rammohan Roy, Keshab Chandra Sen, Jotiba Phule,
Justice Ranade, Tagore, Gandhi, Nehru , Patel, Prasad, Maulana Azad,
Babu Jagjivan Ram are all forgotten while eulogising only Babasaheb
Ambedkar. We must also remember that for all his virtues, Ambedkar never
went to jail during the freedom struggle. While Ambedkar was made Member
of the Viceroy's Council, Nehru, Gandhi, Babu Jagjivan Ram, Prasad,
Patel, Maulana Azad spent years in inhuman conditions in British jails,
thousands others sacrificed their lives, Bhagat Singh , Ashfaqullah,
Chandrashekhar Azad etc were martyred for freedom from the British.

the Stockguru scam case paints the department in a bad light. but even
worse is the fact that examples of such officers inspires the junior
officers in a negative manner. They feel that since such officers despite

so it can be emulated.
